MANAGEMENT OF THE FUND
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves and authorizes
Mayor Jordan to sign an agreement with HARK at the Center for Collaborative Care for the creation
and management of the Help a Neighbor Fund.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby approves a budget
adjustment in the amount of $5,000.00 to pay for the HARK staff time utilized for the establishment
and management of the fund.

SUBJECT: Approval of the Help A Neighbor Fund Agreement and Budget
Adjustment
RECOMMENDATION:
Staff recommends approval of the Help A Neighborhood Fund Agreement and Budget
Adjustment.
BACKGROUND:
Homelessness continues to grow in our community. In an effort to divert the occurrence of
homelessness and to assist those already homeless with housing, the city has created the Help
A Neighbor Fund to help individuals in need. This catalyst fund will be financed by community
donations which will provide the funding to help community members with financial challenges.
DISCUSSION:
A text -to -give system platform will be utilized for the collection of the donations. The catalyst
fund will be administered by HARK at the Center for Collaborative Care (HARK). The City of
Fayetteville Community Resources division will be working with HARK to establish program
procedures and will be conducting program review and monitoring. Funding is needed for HARK
staff time utilized for the establishment and management of the fund. Total funding requested is
$5,000. Future annual system platform costs will be covered by CDBG funding.

Parties: City of Fayetteville and HARK at the Center for Collaborative Care
Background:
The City of Fayetteville has become aware of the challenges that can cause homelessness and is
looking for solutions. The City has created the Help A Neighbor Fund campaign, which will
place signs near some of Fayetteville's busiest intersections. These signs will serve two
purposes: 1. Commuters will be given an opportunity to text -to -give to a community
benevolence fund, and 2. Those in need will have a phone number and website to connect with
in order to secure resources and move out of crisis.
The City of Fayetteville approached HARK at the Center for Collaborative Care about utilizing
the Catalyst Fund (under the ownership of HARK) as a vehicle for collecting donations and
distributing resources. HARK, utilizing its Community Liaisons, will also be moving individuals in
need into a coordinated care model, which will connect them to the potential multitude of
providers they require to secure medical care, mental health care, housing, food, etc.
HARK has subscribed to a giving platform called QGiv, which will facilitate the text -to -give
campaign.
Commitments:
The City of Fayetteville via CDBG will be invoiced by HARK monthly for the QGiv fees
($49/mo plus per -transaction fees of .0395% and $0.30).
- The City of Fayetteville will provide the production, placement, and maintenance of
signage.
The City of Fayetteville will be contributing $5000 for the administrative costs of setting
up and managing the fund (130 service hours at the rate of $38.46/hr).
- HARK will provide the platform for community requests (harknwa.com) and the
administration required to process funding requests.
HARK will also provide Community Liaisons to coordinate care for these individuals,
connecting them with need -specific case managers in the community as required and
shepherding them through the system.
HARK will provide reporting as required by the City of Fayetteville. And will allow annual
monitor of program documents.
Process.
Anyone from any mobile phone can text -to -give to this Fayetteville -specific fund. The
QGiv widget will also be embedded In the City of Fayetteville`s website for an additional
giving opportunity.
Individuals seeking resources can connect with a Community Liaison through
www.harknwa.com or by calling 479-709-2492. From there, they can make requests for
specific financial needs.
HARK will make payments to providers/businesses on behalf of clients.
Requirements-
- Recipients of these funds must be Fayetteville residents, as confirmed by their MARK
intake form.
- Recipients must be of low to moderate income, as defined by the City, of Fayetteville.
- Requests will not be considered for the following: gambling debts; school tuition/fees;
credit card debt, with the exception of debt to pay off a crisis or emergency (e.g.,
hospitalization, death, etc.); business investments; vacations; medical treatments not
prescribed by a licensed medical professional; life insurance payments; and expenses
that can be covered by other social support services in a reasonable amount of time
(e.g., SNAP benefits).
Dates:
Signs will be posted during the week of October 1st, at which time donations will be accepted
and MARK will be ready to proceed with distributions.
Time Span:
There is no end date for this project. The City of Fayetteville and NARK at the Center for
Collaborative Care will remain in close contact, making decisions about the duration of the
program as it goes along. Either party may propose a dissolution of the program at any time,
leading to an opportunity to discuss other partners, next steps, or a full shut -down of the
initiative.
