Spyglass Hill Dr, Drainage Improvements Project. RECOMMENDATION: Staff recommends City Council approval of change order #1 in the amount of $53,750.00 to the contract with 81 Construction Group, Inc. for the construction of the E. Spyglass Hill Dr. Drainage Improvements Project. BACKGROUND: The City of Fayetteville Engineering Division has prepared the design for this 36" storm sewer that is planned behind several homes along E. Spyglass Hill Drive. A large drainage basin drains runoff across the Stonebridge Meadows golf course into the yards and to these homes along the northeast end of this street. In an effort to provide relief from future flood damage to these properties, the City of Fayetteville coordinated with the owner of the golf course to get a drainage easement dedicated to allow the installation of the necessary storm sewer pipes and inlets to capture and convey this runoff to the nearby retention pond. On June 19, 2018 the City Council approved a contract in the amount of $118,881.18 with 81 Construction Group, Inc., who was the low bidder for this project. DISCUSSION: 81 Construction Group, Inc. has been diligently working to get this project completed. Unfortunately after getting the first 150' of storm sewer installed, rock was encountered. This slowed the construction considerably. The contractor continued on and we expected to get out of the rock quickly to finish the construction. Instead, the rock depth was worse as they progressed. On every construction project, we put in a small amount of rock excavation in the contract in case we encounter some rock. If rock is known or expected to be encountered, this amount is raised based on the amount of construction proposed. For this project a small amount of 20 cubic yards was in the bid. That amount was quickly used up. We estimate that the total amount of rock excavation for this project will be 235 cubic yards. Staff is also Mailing Address: 113 W. BUDGET/STAFF IMPACT: This project is paid for out of the "Other Drainage Improvements" project of the Sales Tax Capital Improvements Bridge and Drainage Improvements Fund.
