RECOMMENDATION: Staff recommends repair of one (1) Jet Mixing Pump by Electronic Motor Center for the West Side WRRF in the amount of $30,500.12. BACKGROUND: The West Side Recovery Facility treats an average of 7.2 million gallons of wastewater per day (2017, Annual AVG). During normal -flow operation pre-screened process water is pumped through the facility's flow equalization pumps. This operation allows the wastewater stream to be flow -equalized, utilizing the facility's 7 -million -gallon Equalization (EQ) Basin, before entering the biological nutrient removal reactors. Equalizing process flow provides several operational advantages, primarily a more stable environment for the microbial treatment process. The liquid contents of the EQ Basin are kept in suspended solution by one of two 20", 1 00h Jet Mixing pumps. Recently one of the units experienced an internal failure requiring it to be sent off for disassembly and repair inspection by a local repair facility. DISCUSSION: One (1) Jet Mixing Pump was recently shipped to Electric Motor Center in Springdale for disassembly and repair inspection. The units cause of failure was determined to be the output bearing housing and normal parts wear after 10 years of operation. Considering the purchase price for a new unit was quoted at approximately $118,000 staff recommends a complete overhaul rebuild for the Jet Mixing unit. The rebuild will also be tax exempt since the jet mixing pump is involved directly with the biological treatment process. Because it was necessary to have the repair facility disassemble and inspect the unit to determine the extent of hidden and unknown damage to equipment already purchased, a bid waiver and/or formal sealed bidding is not necessary according to Arkansas Procurement Law R6:19-11-203, Subsection 14 (EE) "hidden or unknown damages".
