RECOMMENDATION: Staff recommends approving an agreement with the University of Arkansas Cooperative Extension Service (UACES) and approving a budget adjustment to recognize grant revenue in the amount of $20,000 from the UACES for installation of a Low Impact Development feature in City of Fayetteville Parking Lot #55. BACKGROUND: In 2015, the University of Arkansas System Division of Agriculture Cooperative Extension Service received an EPA 319 grant, administered by the Arkansas Natural Resources Commission to increase awareness and knowledge of NonpointSource (NPS) best management practices (BMP) to improve receiving stream water quality of the Beaver Reservoir and Illinois River Watersheds. The intent was to implement storm drain inlet and low impact development (LID) BMP demonstrations that show how NPS pollution can be reduced through public outreach, education, and engagement including signage, digital media, and community clean up events. Public outreach through demonstration aims to help residents and stakeholders better connect gray infrastructure to environmental impacts on water resources, and foster community engagement for water quality protection. Since the project start, the Cooperative Extension has worked closely with the cities of Fayetteville and Springdale to implement demonstrations, conduct outreach, and engage residents through public education. This also includes receiving input on current and emerging issues from city staff in Parks & Recreation, Parking and Transportation, Engineering, and Sustainability. Collaborations with the City of Fayetteville include storm drain inlet filters in three locations, and eight cigarette butt Ballot Bins installed in the Fayetteville Entertainment District to help raise awareness and curb cigarette butt litter on streets, sidewalks, and storefronts. One opportunity that arose in discussions with the Office of Sustainability was funding for more visible and functional Low Impact Development Demonstrations in the downtown area. There continues to be a significant need in the region to raise awareness and educate the community Mailing Address: 113 W. The downtown Fayetteville location provides a highly -visible location for this demonstration, with the potential to help educated many residents, visitors, and businesses on the utility of low impact development in urban settings. The Washington County Extension staff was awarded $248,467 to implement the project, with $187,440 match requirement provided through Extension, in-kind, and volunteer contributions. Of the remaining funds, the Cooperative Extension has allocated roughly $20,000 to implement a Low -Impact Development demonstration in downtown Fayetteville, with additional funds of approximately $2,500 for education signage to accompany the installation. Other project partners include a senior design group from the University of Arkansas Biological Engineering Department, assisting with the overall project design and analysis, and the University of Arkansas Landscape Architecture Department, assisting with plant selection, educational signage, and aesthetics. DISCUSSION: The purpose of this agreement and budget adjustment is to recognize funding that will be directed toward the installation of permeable pavers across at least four (4) standard parking spaces in Lot #55 to allow for infiltration of and filtration of runoff before entering drainage infrastructure and receiving streams. BUDGET/STAFF IMPACT: The $20,000 funding amount will be directed toward the installation of permeable pavers. City staff will manage the installation project and oversee the solicitation of bids for materials, compliance, and installation of paver systems. UACES staff will purchase educational signage that describes LID features and benefits. Subreciplent shall submit invoices not more often than monthly and not less frequently than quarterly for allowable costs incurred. All payments shall be considered provisional and aro subject to adjustment within the total estimated cost in the event such adjustment is necessary as a result of an adverse audit finding against the Subrecipient. 5. Matters concerning the technical performance of this Subaward shall be directed to the appropriate party's Principal Investigator as shown in Attachments 3A and 3B. Technical reports are required as shown in Attachment 4. 6. Introduction/Background A Low Impact Development (LID) demonstration is a component and deliverable of the EPA/ANRC NPS project 15-900, "Connecting NPS Management to Receiving Streams Through BMP Education and Demonstration.' This connection should be water -tight using ADS InsertaTee or similar. This will necessitate additional pavement removal for trenching this line. A concrete ribbon curb must be placed around the perimeter of the PaveDrain area, as sized in the project plan. This project will be managed by City of Fayetteville staff and any necessary bids or quotes will be awarded pursuant to relevant procurement laws and policies. The parking lot work was originally scheduled for this winter break so as not to interfere with football and festival season. However, the resurfacing of the lot has now been postponed to this coming summer. This 319 grant has a completion date of June 30, 2018. The "vertical walls" of your prepared area should be lined with a Geosynthetic as well. The Geosynthetic must lay flat against the subgrade/sides, be free of wrinkles and over -lap the corresponding piece by NO LESS than 12". The Geosynthetic is a key component of the PaveDraino System. Negating its use could be significantly detrimental to the function, performance, safety and design of any project using PaveDrain@. The subsurface should be firm and not easily rutted. A California Bearing Ratio (CBR) should be established well in advance of the installation. The appropriate Geosynthetic is critical and should prevent rutting. If the subgrade appears weak or damp following the installation of the appropriate Geosynthetic contact a professional geotechnical engineer or local PaveDrain representative for further assistance. If it is determined that a rock depth of 6-12" is appropriate for the PaveDrain® System (SEE CROSS-SECTION BELOW) then the following directions should be followed. AASHTO #57 stone is recommended as the finish layer of stone for most installations. Place the stone on the appropriate Geosynthetic in 6 -inch layer(s) and compact accordingly. A vibratory plate compactor in both directions is best for compaction of the final layer of AASHTO #57 stone that will be in direct contact with the bottom of the PaveDrain® units (Fig. 5). There should be no visible movement of the material once compacted and the base should be smooth when completed. NOTES FOR ENGINEERING 1. For best results subgrade soil infiltration rates should be confirmed. 2. The bottom of the stone should be a minimum of two feet above the seasonally high water table. 3. Avoid over compacting or contaminating the natural subgrade soils. 4. Under drain piping and storage systems may be used if designed by a qualified professional engineer. 5. For moist or clayey subgrade soils consult a geotechnical engineer. 6. A sieve analysis of the open -graded stone material should be reviewed to confirm it meets the following filter criteria: Filter Criteria: D15 open graded base / D50 bedding material < 5 and D50 open graded base / D50 bedding material > 2 Where: open graded base = AASHTO #57 bedding material = sieve size for which 15 percent of material is smaller D50 = sieve size for which 50 percent of material is smaller. Section 2 Hand -Placement of PaveDrain R Units Hand placing of individual PaveDrain® units is an option when your project poses certain problems, such as low over -head power/telephone lines, tight areas between buildings and any other area you cannot operate a crane or excavator to install mats. This method of installation typically requires (1) foreman (with minimal experience and/or minimal training of the PaveDrain® System) and (3) general laborers. The (4) man crew will be able to install roughly 1,500 SF per day. The amount of SF they install will increase as their experience grows. The foreman will be able to operate any of the necessary equipment (i.e. forklift, bobcat or mini -excavator) while directing the laborers. It's also recommended to choose this option of installation when your project is 5,000 SF or smaller. It is beneficial to take the entire area into consideration and lay your first unit in one of two places; the middle or in one corner. String lines will help facilitate your placement. If you decide to place your first unit in the middle you must mark that unit in the middle with a "+". Then use your string lines to find the exact middle of your open area. Place the unit with the +" under the intersection of your string lines and you are ready to begin (SEE Fig. 11). If you start in one corner, you want to use your string line to make an exact 900 corner where you will lay your first unit (SEE Fig. 10).
