FAYETTEVILLE MOBILITY PLAN:
A RESOLUTION TO APPROVE AND AUTHORIZE MAYOR JORDAN TO PROCEED WITH
IMPLEMENTATION STRATEGIES AND TASKS - 2018 AND 2019 OF THE FAYETTEVILLE
MOBILITY PLAN DEVELOPED BY NELSON/NYGAARD CONSULTING ASSOCIATES, INC.
WHEREAS, Resolution No. 68-16, which was passed on March 15, 2016, authorized a contract with
Nelson/Nygaard Consulting Associates, Inc. for the development of a Transportation Master Plan; and
WHEREAS, over a two-year period, the consultant developed a multi -modal plan and recommendations
for transportation projects and policies, including a proposed master street plan and typical cross sections;
recommendations for operational changes; revisions to policies and regulations related to development of
transportation infrastructure; and a project selection and prioritization tool for use in developing capital plans
for all types of project; and
WHEREAS, the proposed list, a copy of which is attached to this Resolution, includes seven general
strategies with detailed action items for each strategy.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves and authorizes
the Mayor to proceed with "Implementation Strategies and Tasks - 2018 and 2019" of the Fayetteville
Mobility Plan developed by Nelson/Nygaard Consulting Associates, Inc., copies of which are attached
to this Resolution and made a part hereof.

BACKGROUND:
In 2015, a selection committee consisting of City staff members and City Council Member
Matthew Petty selected the team of Nelson Nygaard Consulting Associates, Inc. and Garver,
Inc. to provide consulting services for the Transportation Master Plan; the City Council
approved the contract with the consulting team in March 2016.
Over a two-year period, the consultant developed a multi -modal plan and recommendations for
transportation projects and policies, including a proposed master street plan and typical cross
sections, recommendations for operational changes, revisions to policies and regulations
related to development of transportation infrastructure, and a project selection and prioritization
tool for use in developing capital plans for all types of projects.

DISCUSSION:
The attached list of implementation tasks summarizes the action steps to be taken to implement
the recommendations of the Mobility Plan. 7 general strategies are listed, with detailed action
items identified for each strategy. In some cases, the tasks are further broken down into subtasks.
Schedules for task completion are also provided. The level of scheduling detail for each item
varies as noted; scheduling detail will continue to evolve as implementation proceeds. Completion
of all tasks (except for those noted as ongoing) is expected by 2019. At that time, the schedule
may be updated to reflect additional implementation efforts.
BUDGET/STAFF IMPACT:
There are no direct budgetary implications tied to this action, other than staff time necessary to
complete the various tasks. Rather, the cost of implementation will be imbedded in future
budget and workplan decisions, and/or will be approved by the City Council when contracts or
outside consultants, ordinance revisions, etc. are needed.
