BACKGROUND: The subject property is an unused easement within the Mission Heights Subdivision. The site is currently vacant with some dedicated utility easements. The subject water and sewer easement runs through several other properties in the Mission Heights subdivision, which are all zoned NC, Neighborhood Conservation.
