FAYETTEVILLE ACTIVE TRANSPORTATION PLAN MAP AMENDMENTS:
A RESOLUTION TO APPROVE AMENDMENTS TO THE FAYETTEVILLE ACTIVE
TRANSPORTATION PLAN MAP TO IMPROVE BICYCLE AND PEDESTRIAN CONNECTIVITY
NEAR THE NEWLY ACQUIRED CENTENNIAL PARK AT MILLSAPS MOUNTAIN
WHEREAS, on April 7, 2015, the City Council passed Resolution No. 81-15 adopting the Fayetteville
Active Transportation Plan and Map, which were last updated on May 17, 2016, by Resolution No. 107-
16; and
WHEREAS, with the recent acquisition of the 228 -acre Centennial Park at Millsaps Mountain, and to
satisfy a required performance metric of the Walton Family Foundation Grant that made the acquisition
possible, the City desires to update the Active Transportation Plan and Map to improve connectivity in
the area near the park; and
WHEREAS, the Active Transportation Advisory Committee and the City Council Transportation
Committee unanimously recommended approval of the following changes to the Active Transportation
Plan.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves amendments to
the Fayetteville Active Transportation Plan and Map as described below:
1. Upgrade the on -street linkage to a shared use paved trail along the north side of Old Farmington
Road from Rupple Road Trail east to Shiloh Trail.
2. Add a shared use paved trail connection along the west side of One Mile Road from the
previously described Old Farmington Road Trail south to Martin Luther King, Jr. Boulevard where
users can cross at the existing signal to access the future Tsa La Gi Trail.

3. Add a shared use paved trail connection along the west side of One Mile Road from the previously
described Old Farmington Road Trail south to Martin Luther King, Jr. Boulevard where users can cross
at the existing signal to access the future Tsa La Gi Trail.
4. Remove the on -street bicycle connection from Old Farmington Road through the Centennial Park
land to Mountain Ranch Road with the purpose of evaluating and identifying appropriate internal
bicycle connections within Centennial Park during the master planning process for the park.
5. Add an on -street connection to the existing paved road from Old Farmington Road to the
Centennial Park land.
6. Add an on -street connection along Dinsmore Trail to the western boundary of the Centennial Park
land.
7. Add a shared use paved trail spur from the existing section of Shiloh Trail south of Persimmon
Street to provide a direct trail connection to the Centennial Park land at Millsaps Mountain.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby adopts the amended
Active Transportation Plan Map, a copy of which is attached to this Resolution and made a part
hereof.

SUBJECT: 2018-0289 Active Transportation Plan Amendments
RECOMMENDATION:
Approval of amendments to the Active Transportation Plan to improve the bicycle and
pedestrian connectivity near the newly acquired Centennial Park at Millsaps Mountain.
BACKGROUND:
The Active Transportation Plan was adopted on April 7th, 2015 as Resolution No. 81-15 and last
updated on May 17th, 2016 with Resolution No. 107-16. The current master plan addresses trail
access along the 1-49, MLK Jr. Blvd. and Persimmon corridors. With the recent acquisition of
the 228 -acre Centennial Park, additional access is desired with a focus on connecting Millsaps
Mountain to Kessler Mountain. One of the performance metrics of the grant for the land
purchase is to update the Active Transportation Plan to improve bicycle and pedestrian access
in the area surrounding the newly acquired land.
DISCUSSION:
The Fayetteville Active Transportation Advisory Committee met on May 9th, 2018 to develop the
proposed amendments to the Active Transportation Plan and unanimously recommended to
forward the amendments to the Transportation Committee. On May 29th, 2018 the
Transportation Committee reviewed the amendments and unanimously recommended
forwarding to the City Council with a recommendation of approval. On June 41h, 2018 the Parks
and Recreation Advisory Board also reviewed the proposed master plan amendments.
The proposed Active Transportation Plan amendments are shown on the attached map as
proposed trails in purple and proposed on -street linkages in yellow on the attached map. The
specific changes to the Active Transportation Plan are listed below.
1.) Upgrade the on -street linkage to a shared use paved trail along the north side of Old
Farmington Road from Rupple Road Trail east to Shiloh Trail. This route was previously
shown as an on -street linkage, but the committee felt that an added level of protection
was needed so a separated shared use paved trail is recommended to provide a more
comfortable trail experience.

2.) Addition of a shared use paved trail Connection along the west side of One Mile road
from the previously described Old Farmington Road Trail south to MLK where users can
cross at the existing signal to access the future Tsa La Gi Trail.
3.) Addition of a shared use paved trail spur from the existing section of Shiloh Trail south of
Persimmon Street to provide a direct trail connection to the Centennial park land at
Millsaps Mountain.
4.) Upgrade of the on -street linkage connection on the existing paved road from Old
Farmington Road to the Centennial Park land. The committee recommended this on -
street connection have a protected component especially for the comfort of the uphill
users.
5.) Inclusion of a new on -street linkage from the proposed on -street linage along Dinsmore
Trail following the existing street where it turns east up the hill to the west park
boundary.
6.) The current active transportation masterplan shows an on -street bicycle connection from
Old Farmington Road through the Centennial park land to Mountain Ranch Road near
Technology Way. The proposed amendment would trim out the portion of this
connection within the park and shift the section near Old Farmington Road to the
existing paved park entrance road. The internal bicycle connections within Centennial
Park will be evaluated with the master plan for the park.
