BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby authorizes the conversion
of a half time construction and contract manager position to a full-time custodian position in the Facilities
Management Division.

SUBJECT: To approve a position control adjustment converting a Construction and
Contract Manager half time position to a full time Custodian position in the Facilities
Management Division Budget
RECOMMENDATION
To approve the recommended position control adjustment requested by the Facilities
Management Division to add one full time Custodian position and delete one half time
Construction & Contract Manager position.
BACKGROUND:
The custodial staff has not been increased in over 12 years even though a new Courthouse
was built, the Recycling and Trash Collection Facility was greatly expanded, and Parking
Management and Sustainability at the current downtown location was added. In addition, it
was necessary at certain locations to increase service from part time to full service. This
increase in custodial service need has been addressed by utilizing additional temporary
staffing. However, when using temporary staffing the level of productivity of the supplied
individual can't always be assured.
In some cases, we have requested specific individuals be sent by the temporary agency and
they have generally complied. In the case of one particularly productive individual, we have
requested her assignment here and she has worked here for almost three years.
At this time the Facilities Management Division feels the addition of a full time position with
the City on the Custodial team would add efficiency and be an equitable solution.
To fund this position, we are able to trade one half time position which is currently open,
classified as a Construction and Contract Manager which is a higher paying position. Therefore,
total costs should be approximately the same.
BUDGET/Staff Impact:
Current funds are available in the Facilities Management Division's budget to fund this
position control change.
