BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves a budget
adjustment, a copy of which is attached to this Resolution, in the amount of $16,058.00 to appropriate
funds for the purchase of tactical body armor vests for 4th Judicial District Drug Task Force
investigators.

SUBJECT: Budget Adjustment for DTF Tactical Body Armor
RECOMMENDATION:
Staff recommends approval of a budget adjustment for the purchase of 8 tactical body
armor vests for all 411 Judicial District Drug Task Force (4th JDDTF) Investigators in the amount
of $16,058.
BACKGROUND:
The 4th JDDTF executes approximately 85% of all their search warrants. There is a
strong nexus between drug sales and firearms. Furthermore, 4th JDDTF investigators are
extremely mobile and are able to self -deploy and respond to active threats in the Northwest
Arkansas area more quickly than most uniformed officers.
DISCUSSION:
These plate carriers will provide 4th JDDTF investigators with the necessary ballistic
protection to safely execute warrants. The mobility, level of protection and their designation as
"stand alone" ballistic protection will enable 411 JDDTF investigators to rapidly deploy on scenes
involving active threats in an efficient and effective manner. On March 28, 2018, the 41h JDDTF
Control Board (Chiefs Tabor, Peters, Workman and Sheriff Helder) voted unanimously to
support the use of DTF Program Income as the funding source for the requested tactical body
armor vests.
BUDGET/STAFF IMPACT:
Attached budget adjustment uses unreserved DTF Program Income from federal
forfeitures related to asset seizures during drug investigations. This budget adjustment has no
impact on staffing.
