NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1: That the City Council of the City of Fayetteville, Arkansas hereby amends Section 33.240, Purpose and Duties, of Article XI Environmental Action Committee by enacting new subsections (A)(4) and (A)(5) as follows: "(4) To research and recommend climate mitigation strategies that the community can implement to reduce greenhouse gas emissions and minimize the negative consequences of climate change. (5) To promote and recommend policies that encourage energy efficiency efforts and increase the clean energy supply throughout the community." BACKGROUND The Fayetteville City Council created the City's Environmental Concerns Committee (ECC) in 1995, with the following purpose and duties: • To address environmental concerns, • Promote a safe and healthy environment, and • Maintain the natural beauty of the environment within the city. Additionally, the ECC was charged with making recommendations to other city committees and to the City Council on matters concerning the environment. In 2009 the Environmental Concerns Committee was changed to the Environmental Action Committee (EAC) due to an interest in becoming a more action orientated committee. DISCUSSION: Fayetteville's recently adopted Energy Action Plan contains recommendations in the Cross - Sector Goal section to amend the Purpose and Duties of the Environmental Action Committee: • To include consideration of climate mitigation and adaptation strategies, and • To include policy recommendations regarding energy efficiency efforts and clean energy purchasing decisions. These changes are in line with recommendations in STAR Communities and would entrust important recommendation authority to the Environmental Action Committee on matters related to climate change, clean energy and energy efficiency efforts. BUDGET/STAFF IMPACT: There is no staff or budgetary impact associated with this recommended change. (2) Promote a safe and healthy environment. (3) Maintain the natural beauty of the environment within the city. (4) To research and recommend climate mitigation strategies that the community can implement to reduce greenhouse gas emissions and minimize the negative consequences of climate change. (5) To promote and recommend policies that encourage energy efficiency efforts and increase clean energy supply throughout the community. (B) The Environmental Action Committee shall make recommendations to other city committees and to the City Council on matters concerning the environment. (C) The Environmental Action Committee may coordinate all city efforts to obtain and maintain an annual community wildlife habitat designation through the National Wildlife Federation subject to City Council approval. - (Ord. No. 5473, 12-20-11) • 33.241 • - Membership; Terms (A) Membership: (1) Such Committee membership shall be composed of the following: • One (1) City Council member • One (1) member from local industry • One (1) member from a science discipline • Eight (8) citizens -at -large (B) Terms of Membership: (1) The City Council member shall be appointed by the Mayor and shall serve until replaced. (2) Terms of all other members shall be three (3) years and shall be staggered so that each year either three (3) or four (4) members' terms shall be available for appointment by the Nominating Committee. (3) Members of the Environmental Action Committee serving at the time of the adoption of this ordinance shall continue to serve their terms (or a shortened term) without needing to be reappointed by the Nominating Committee due to enactment of this ordinance. '�i CHAPTER TH R EE:CROSS-SECTOR Many of the strategies that were identified for inclusion in this Energy Action Plan did not fit neatly into one of the four identified sectors (Buildings, Energy Supply and Delivery, Transportation, and Solid Waste Reduction). The following items were identified as key economic, equity, and environmental goals and strategies by stakeholders and staff members. GOALS: r 1. Reduce average housing and transportation costs to 45% of area median income I 2. Develop and expand Fayetteville's reputation as a hub for socially and economically responsible business development, entrepreneurship, and greenjobs 3. Build local support for national carbon emission reduction and carbon capture strategies -32 - MITIGATION & ADAPTATION The impacts of climate change are often framed by two potential strategies that humans may take in response to our changing climate: mitigation and adaptation. Mitigation strategies are primarily concerned with reducing the magnitude and intensity of climate change and reducing its negative consequences. Adaptation involves limiting a community's vulnerability; or increasing its resilience, to climate change impacts through various measures. Both mitigation and adaptation are necessary as we look to build a sustainable future. In this Energy Action Plan, we have strategies and actions that are designed to address both climate mitigation and climate adaptation. For instance, the pri- mary goal of this plan is to reduce our community -wide GHG emissions to 80% of our 2010 baseline year by 2050. This is a strong climate mitigation goal. Another goal is to increase our urban tree canopy cover to reduce the urban heat island effect and increase our ability to handle rapid rainfall. This is a strong climate adaptation goal. Both these goals are com- plementary and work together to build a sustainable and resilient future for Fayetteville. t!L_F.
