BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves a budget
adjustment, a copy of which is attached to this Resolution, in the total amount of $360,000.00
recognizing parkland dedication fees from the Northeast, Northwest, and Southwest Quadrants to be used for
a rowing dock with canoe and kayak launch area at Lake Fayetteville, improvements to Gregory Park, and
replacement of two trail bridges at Wilson Park.

SUBJECT: Resolution to approve park projects funded by the Park Land Dedication
Funds and the associated budget adjustment to recognize funds received by the Park
Land Dedication Fund.
RECOMMENDATION:
Resolution to approve park projects funded by the Park Land Dedication Fund and the
associated budget adjustment to recognize funds received by the Park Land Dedication Fund.
BACKGROUND:
The Park Land Dedication fund accumulates park fees for residential developments before the
final plat is signed or upon issuance of building permits for large scale developments. Funds
must be expended within three years of the year in which it is collected and must be spent in
the same park quadrant in which the development occurs. There are four park quadrants within
our city which are named northeast, southeast, southwest, and northwest. Highway 71
separates the east from the west part of the city, and Wedington Drive and Mission Street
separates the north from the south. Depending upon each development's progress, Park Land
Dedication Ordinance funds become available for capital improvements in parks when they are
received from the developer.
DISCUSSION:
Recently, funding has become available through the Park Land Dedication Ordinance to fund
three park projects which are located in three different park quadrants as follows:
1. Northeast park quadrant: Lake Fayetteville Improvements - Sculler's and Canoe/
Kayak Dock in the amount of $25,000.
Justification: The NWA Rowing Club utilizes Lake Fayetteville Marina for their rowing
and sculling activities. The existing dock used by the club to launch their boats has
reached the end of its life and needs to be replaced. In addition, Parks and Recreation's
summer camps utilize the lake for canoe and kayak activities. Currently, the campers
drag their boats from the storage area to the north end of the property to launch from a
sandy beach area. A new rowing dock with a canoe/kayak launch area is needed to

accommodate the Rowing Club, camps, and other park patrons with a safe launching
area.
2. Northwest park quadrant: Gregory Park Improvements in the amount of $185,000.
Justification: Gregory Park consists of 19 acres and is located south of Sycamore Street
behind the McDonalds on Highway 71. The Ozark Off-road Cyclists were awarded
$256,616 from the Walton Foundation to build a pump track, bike skills course, downhill
track, and make improvements to the existing trail's system. These improvements will
increase the usability and popularity of the park by providing additional recreational
opportunities. Currently, the parking lot is gravel and plans are to expand the parking
area with a hard surface to accommodate the increased usage at Gregory Park due to
the trail improvements. Other improvements to the park will include signage, drinking
fountain, and improvements to ADA features and the pavilion.
3. Southwest park quadrant: Wilson Park improvements - replace two trail bridges
in the amount of $150,000.
After inspecting the trail bridges built in 1986 at Wilson Park, City Engineers determined
they needed to be replaced. This will require the installation of new bridge footers as
well as the purchase of two new steel bridges. The bridges will be similar to the bridges
on the trail system. The bridges are currently 4 feet wide and will be increased to 8 feet
wide to allow for two way foot traffic as well as accommodate park mowers to cross Scull
Creek for mowing purposes.
BUDGET/STAFF IMPACT:
Recently, funds are -available to assist with these needed park projects through the Park Land
Dedication Ordinance for $25,000 from the northeast park quadrant for Lake Fayetteville Marina,
$185,000 from the northwest park quadrant for Gregory Park improvements, and
$150,000 for Wilson Park improvements. Park staff will assist in the dock installation at Lake
Fayetteville and bridge construction at Wilson Park.

Request to recognize Park Land Dedication funds for the following projects: (1) $185,000 for Gregory Park (NW
quadrant) improvements for ADA features and pavilion & other minor improvements, (2) $150,000 for Wilson Park (SW
quadrant) improvements for trail bridges replaced with wider bridges to increase capacity & other minor
improvements, and (3) $25,000 for Lake Fayetteville (NE quadrant) improvements to add a sculler's & canoe/kayak
dock.
