RUPPLE ROAD TRAIL LIGHTING:
A RESOLUTION TO EXPRESS THE WILLINGNESS OF THE CITY OF FAYETTEVILLE TO
UTILIZE FEDERAL -AID TRANSPORTATION ALTERNATIVES PROGRAM FUNDS IN AN
AMOUNT UP TO $440,000.00 FOR LIGHTING OF THE RUPPLE ROAD TRAIL FROM
PERSIMMON STREET TO MARTIN LUTHER KING, JR. BOULEVARD
WHEREAS, the City of Fayetteville understands Federal -Aid Transportation Alternatives Program funds
are available through the Arkansas Department of Transportation - Transportation Alternatives Program in
an amount up to $440,000.00 at 80% federal participation and 20% local match for the lighting of the
Rupple Road Trail from Persimmon Street to Martin Luther King, Jr. Boulevard; and
WHEREAS, the City of Fayetteville understands that Federal -Aid funds are available for this project
on a reimbursable basis, requiring work to be accomplished and proof of payment prior to actual
monetary reimbursement; and
WHEREAS, this project, using federal funding, will be open and available for use by the general public
and maintained by the City of Fayetteville for the life of the project.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby determines that the City of
Fayetteville will participate in accordance with its designated responsibility, including maintenance of
this project.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby authorizes the Mayor to
execute all appropriate agreements and contracts necessary to expedite the construction of the above stated
project.

authorizes the City of Fayetteville to cooperate with the Arkansas Department of Transportation to

SUBJECT: 2018-0176 Transportation Alternatives Program — Rupple Rd. Trail Lighting
RECOMMENDATION:
Staff recommends approval of a resolution expressing the willingness to apply for federal -aid
funds and allow staff to submit an application of an 80% federal 20% local matching grant
through the Arkansas Department of Transportation - Transportation Alternatives Program for
an award of up to $440,000 to be used for installing lighting along the Rupple Road Trail from
Persimmon St. to Martin Luther King Jr. Blvd. (Hwy 62.)
BACKGROUND:
The Rupple Road extension from Persimmon Street to Martin Luther King Jr. Blvd. (Highway
62) was opened to the public in November of 2016. This important connection includes a 12 -
foot -wide trail on the west side running the entire 1.8 -mile distance. Because this road was
built through and undeveloped area, the trail and roadway are very dark at night. The Rupple
Road Trail is the north south backbone trail for the west side of town and serves as a primary
active transportation route and is already experiencing significant use. Including lighting along
the trail will expand the hours of use and increase the safety of the trail and adjacent roadway.
DISCUSSION:
The Arkansas Department of Transportation is currently accepting applications for funding
through the Transportation Alternatives Program. Trail lighting an eligible item for this program
and could provide 80% funding for installing trail lighting along the Rupple Road.
BUDGET/STAFF IMPACT:
If the Transportation Alternatives Program grant is approved and fully funded, the City will be
responsible for 20% of the total project cost, or $110,000. Funding for the match has been
budgeted through the street sales tax funds for Rupple Road.
