MEETING OF APRIL 3RD, 2018

CITY COUNCIL MEMO
SUBJECT: 2018-0175 Transportation Alternatives Program — Gulley Park Trail Lighting
RECOMMENDATION:
Staff recommends approval of a resolution expressing the willingness to apply for federal -aid
funds and allow staff to submit an application of an 80% federal 20% local matching grant
through the Arkansas Department of Transportation - Transportation Alternatives Program for
an award of up to $140,000 to be used for lighting of the trail around Gulley Park.
BACKGROUND:
The City trail construction crew will be replacing approximately 1 mile of dilapidated asphalt
loop trail within Gulley Park this summer at the conclusion of the concert series. Electrical
conduit will be installed with the new 8 -foot -wide concrete trails, however sufficient funding is
not currently available to install the wire and estimated 50 light poles.
DISCUSSION:
The Arkansas Department of Transportation is currently accepting applications for funding
through the Transportation Alternatives Program. Trail lighting an eligible item for this program
and could provide 80% funding for installing trail lighting in one of our highest used parks
BUDGET/STAFF IMPACT:
If the Transportation Alternatives Program grant is approved and fully funded, the City will be
responsible for 20% of the total project cost, or $35,000. Funding for the match has been
budgeted through the Parks Development Program for community park improvements.
