HomeMy WebLinkAbout87-18 RESOLUTION113 West Mountain Street Fayetteville, AR 72701 (479) 575-8323 Resolution: 87-18 File Number: 2018-0175 GULLEY PARK TRAIL LIGHTING: A RESOLUTION TO EXPRESS THE WILLINGNESS OF THE CITY OF FAYETTEVILLE TO UTILIZE FEDERAL -AID TRANSPORTATION ALTERNATIVES PROGRAM FUNDS IN AN AMOUNT UP TO $140,000.00 FOR LIGHTING OF THE TRAIL AROUND GULLEY PARK WHEREAS, the City of Fayetteville understands Federal -Aid Transportation Alternatives Program funds are available through the Arkansas Department of Transportation - Transportation Alternatives Program in an amount up to $140,000.00 at 80% federal participation and 20% local match for the lighting of the trail around Gulley Park; and WHEREAS, the City of Fayetteville understands that Federal -Aid funds are available for this project on a reimbursable basis, requiring work to be accomplished and proof of payment prior to actual monetary reimbursement; and WHEREAS, this project, using federal funding, will be open and available for use by the general public and maintained by the City of Fayetteville for the life of the project. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1: That the City Council of the City of Fayetteville, Arkansas hereby determines that the City of Fayetteville will participate in accordance with its designated responsibility, including maintenance of this project. Section 2: That the City Council of the City of Fayetteville, Arkansas hereby authorizes the Mayor to execute all appropriate agreements and contracts necessary to expedite the construction of the above stated project. BACKGROUND: The City trail construction crew will be replacing approximately 1 mile of dilapidated asphalt loop trail within Gulley Park this summer at the conclusion of the concert series. Electrical conduit will be installed with the new 8 -foot -wide concrete trails, however sufficient funding is not currently available to install the wire and estimated 50 light poles. DISCUSSION: The Arkansas Department of Transportation is currently accepting applications for funding through the Transportation Alternatives Program. Trail lighting an eligible item for this program and could provide 80% funding for installing trail lighting in one of our highest used parks BUDGET/STAFF IMPACT: If the Transportation Alternatives Program grant is approved and fully funded, the City will be responsible for 20% of the total project cost, or $35,000. Funding for the match has been budgeted through the Parks Development Program for community park improvements.
