REPEAL RESOLUTION NO. 33-17:
A RESOLUTION TO REPEAL RESOLUTION NO. 33-17 AND AUTHORIZE THE PURCHASE OF A
2018 ELGIN CROSSWIND STREET SWEEPER FROM ENVIRONMENTAL PRODUCTS MID -SOUTH
OF MEMPHIS, TENNESSEE IN THE AMOUNT OF $251,739.20, PURSUANT TO A NATIONAL
JOINT POWERS ALLIANCE COOPERATIVE PURCHASING CONTRACT, FOR USE BY THE
TRANSPORTATION SERVICES DEPARTMENT
WHEREAS, Resolution No. 33-17, passed on February 7, 2017, authorized the purchase of an Elgin
Crosswind Street Sweeper from Scruggs Equipment Company of Memphis, Tennessee but the unit, which
was recently received, did not meet the expectations of the City and was returned to the vendor.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby repeals Resolution No.
33-17 and approves the purchase of a 2018 Elgin Crosswind Street Sweeper from Environmental
Products Mid -South of Memphis, Tennessee in the amount of $251,739.20, pursuant to a National Joint
Powers Alliance cooperative purchasing contract, for use by the Transportation Services Department.

SUBJECT: Purchase of one Street Sweeper for Transportation
RECOMMENDATION:
City Council approve the repeal of resolution 33-17 and authorize the purchase of a 2018 Elgin
Crosswind Street Sweeper from Environmental Products Mid -South of Memphis, Tennessee in
the amount of $251,739.20, pursuant to the NJPA contact, for use by Transportation
Department.
BACKGROUND:
Unit 9146 is a 2010 Nissan A9000 Sweeper that has exceeded the 6 year life expectancy and
currently has 15/15 points. The City only has 2 street sweepers which pick up anywhere from
40 - 64 yards of waste daily.
Resolution 33-17 was brought to the January 2017 Equipment Committee and was approved.
The new unit was recently received and did not meet the expectations of the City. This unit was
sent back and available sweepers were re-evaluated.
DISCUSSION:
Fleet recommends the purchase of a 2018 Elgin Crosswind Street Sweeper from Environmental
Products Mid -South of Memphis, Tennessee in the amount of $251,739.20, pursuant to the
NJPA contact, for use by Transportation Department.
BUDGET/STAFF IMPACT:
Sufficient funds have been budgeted and collected for this purchase.
This item was presented to the Equipment Committee February 13, 2018.
