BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves a budget adjustment,
a copy of which is attached to this Resolution, in the amount of $500,000.00 to appropriate emergency
funding for work to repair damages to Kessler Mountain Regional Park, the Sweetbriar Park stream bed
and the Old Wire sanitary sewer crossing caused by the flooding of April and May 2017 and to repair
water damage at the Arkansas Air and Military Museum from a burst pipe during the first week of January
2018.

SUBJECT: To approve a $500,000 Emergency Appropriation for April to May 2017
Flooding Event in Fayetteville and an amount to repair water damage at the Air Museum
RECOMMENDATION:
To approve an emergency appropriation for damages caused by the flooding of April and May
2017 in Fayetteville which was declared a National Emergency and to repair water damage
recently encountered at the Air Museum .The total costs of which are estimated to be $485,000
for flood damage sustained in the 2017 event and $15,000 for damage to the Air Museum
caused by a frozen water pipe that burst.
BACKGROUND:
Beginning in April of 2017 heavily sustained rainfall was experienced throughout the state of
Arkansas. At the Governor's request parts of Arkansas were declared emergency disaster
zones making them eligible for federal assistance .Here at the City we assigned a team to work
with federal and state FEMA personnel to assess damage and identify cost associated with that
damage that would be eligible for FEMA reimbursement .Since the spring of 2017 our team has
been working with FEMA representatives to develop the necessary worksheets required for
each project eligible .During the event critical emergency work needed to be addressed
immediately and that was done at that time .However, certain work remains to be done and
funds need to be appropriated to begin necessary repairs .The largest of these projects are at
the Regional Park and Sweetbriar Park .There are also repairs to be made by the Water and
Sewer Fund at various locations. The cost of the necessary repairs are not fully reimbursable.
Therefore, an appropriation is necessary at this time to finance the reimbursable amounts as
well as provide funding for the City's share of repairs
In addition, a burst pipe two weeks ago was experienced at the Air Museum and there are no
funds available to make these repairs which are estimated to be approximately $15,000. .

A budget amendment is needed to fund these repairs a portion of which will be reimbursed by
FEMA. This emergency appropriation would be made in the Copier Replacement and Disaster
Recovery Fund which has reserves earmarked for these purposes.

BUDGET ADJUSTMENT DESCRIPTION / JUSTIFICATION:
Funding is needed to cover storm related expenses for the flooding incident that occurred from April to May, 2017. The
City has applied for Federal Disaster grant assistance and will accept the same. Additionally, $15,000 in funding is
needed for repairs at the Airport due to a broken sprinkler and subsequent damage.
