TRANSPORTATION BLOCK GRANT PROGRAM FUNDS:
A RESOLUTION TO EXPRESS THE WILLINGNESS OF THE CITY OF FAYETTEVILLE TO APPLY
FOR AND UTILIZE FEDERAL -AID SURFACE TRANSPORTATION BLOCK GRANT PROGRAM
FUNDS IN THE AMOUNT OF $350,000.00 TO DESIGN THE WEST HOWARD NICKELL ROAD &
HIGHWAY 112 INTERSECTION IMPROVEMENT PROJECT, AND TO APPROVE A CITY MATCH
OF $35,000.00 FOR THE PROJECT
WHEREAS, the City of Fayetteville understands Federal -aid Surface Transportation Block Grant
Program (STBGP) funds are available at 80% federal participation and 20% local match to begin the
design and environmental work for the Highway 112 and Howard Nickell Road intersection project; and
WHEREAS, Howard Nickell Road and Highway 112 are classified as Minor Arterials on the adopted
Federal Highway Administration Benton and Washington County Functional Classification Map (2015);
and
WHEREAS, Howard Nickell Road is classified on the Fayetteville Master Street Plan as a Principal Arterial
Parkway; and
WHEREAS, the City of Fayetteville plans to partner with Washington County and apply for STBGP-A
funding for the project; and
WHEREAS, the current application request is $350,000.00 to be put toward the environmental studies and
design work; and
WHEREAS, the local match required for this amount would be split equitably between the City of Fayetteville
and Washington County. The required local match would be approximately $35,000.00 for the City of
Fayetteville and $35,000.00 for Washington County; and

WHEREAS, the City of Fayetteville understands that Federal -aid Funds are available for this project
on a reimbursable basis, requiring work to be accomplished and proof of payment prior to actual monetary
reimbursement; and
WHEREAS, the City of Fayetteville understands that there will be no reimbursement for any work
accomplished prior to issuance by the Arkansas Department of Transportation of an official Notice to
Proceed; and
WHEREAS, this project, using federal funding, will be open and available for use by the general public.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas expresses its willingness to participate
in accordance with its designated responsibilities in this project and provide local matching funds in
the amount of $35,000.00.
Section 2: That the City Council of the City of Fayetteville, Arkansas authorizes the Mayor and City
Clerk to execute all appropriate agreements and contracts with the Arkansas Department of Transportation
to expedite the design and environmental work of the above stated improvements.
Section 3: That the City Council of the City of Fayetteville, Arkansas pledges its full support and hereby
authorizes the City of Fayetteville to cooperate with the Northwest Arkansas Regional Planning
Commission, Washington County and the Arkansas Department of Transportation to initiate action to
implement this project.

SUBJECT: A Resolution expressing the willingness of the City of Fayetteville to
submit an application for FFY 2019 Federal -aid funds to design the W.
Howard Nickell Road & Highway 112 Intersection Improvement Project
RECOMMENDATION:
Staff requests approval of a resolution expressing the willingness of the City of Fayetteville to
apply for Federal -aid funds and allow staff to submit an application for an 80% federal / 20%
local matching grant through the Northwest Arkansas Regional Planning Commission -
Surface Transportation Block Grant Program — Attributable (STBGP-A) in the amount of
$280,000 for the W. Howard Nickell Road and Highway 112 intersection.
BACKGROUND:
Federal -aid Surface Transportation Block Grant Program -Attributable (STBGP-A) funds are
now available to Northwest Arkansas after the Census Bureau determined the urbanized
population to be over 200,000 and the FHWA designated Northwest Arkansas as a
Transportation Management Area (TMA). In becoming a TMA, the Northwest Arkansas
Regional Planning Commission, of which Fayetteville is a member, will have STBGP-A
discretionary funding available at approximately $7M per year. Under current legislation, these
STBGP-A funds can be utilized for all permitted transportation projects at the discretion of the
TMA Policy Committee.
DISCUSSION:
The Northwest Arkansas Regional Planning Commission (NWARPC), serving as the NWA
Metropolitan Planning Organization (MPO), is accepting applications for FFY 2019 funding.
Washington County has requested that the City submit a joint project application to fund this
intersection project. The City will split the local match of 20% with Washington County
reducing the City's cost to only 10%.
Both Washington County and the City recognize that this intersection of two minor arterials is
undersized, congested and difficult to maneuver. It is also a major intersection on the north
leg of the arterial loop. This funding will cover a traffic study, a geometric design,
environmental clearance documentation, and a traffic signal design. The total project budget
is $350,000.

A City Council resolution expressing the willingness of the City to utilize Federal -aid funds, to
provide matching local funds, and to authorize the Mayor to execute all appropriate
agreements is needed.
BUDGET/STAFF IMPACT:
If the grant is approved, based on the total estimate of $350,000 for engineering services, the
Federal -aid portion will be $280,000 (80%), the City's portion will be $35,000 (10%), and
Washington County's portion will be $35,000 (10%). These numbers are subject to change as
the project is developed and more detailed estimates are provided. The Federal portion will be
paid from the Surface Transportation Block Grant Program - Attributable (STBGP-A) funds. City
funds will be paid from the Transportation Bond Program.

CALL FOR PROJECTS FFY2019
The Northwest Arkansas Regional Planning Commission (NWARPC), serving as the NWA
Metropolitan Planning Organization (MPO), announces the availability of approximately
$7,200,000 in NWARPC Surface Transportation Block Grant Program — Attributable (STBGP-A)
funding and $490,000 in Transportation Alternatives Program (TAP) funding. Availability of
FFY2019 funding is subject to Congressional action.
NWARPC is issuing a CALL FOR PROJECTS to be submitted for consideration for NWARPC
FFY2019 STBGP-A and TAP funding. The FFY2019 STBGP-A and TAP Applications may be
downloaded from the NWARPC website at: nwarpc.org. Applications are also available at the
NWARPC office located at 1311 Clayton Street, Springdale, AR 72762. Applications must be
received no later than 4:00 p.m. (CDT), January 17, 2018. Any applications submitted after this
deadline will not be considered. For more information on this program or questions related to

7125. Section 1108 of the Fixing America's Surface Transportation (FAST) Act establishes the
STBGP-A under 23 U.S.C. 133. Section 1105 of FAST Act provides for the apportionment of
funds under 23 U.S.C. 104. The STBGP-A and TAP is a federally funded, 80% Federal/20% local,
reimbursable program. Funds must be used for eligible projects that are submitted by eligible
