Riggs Tractor Company for the Gregg Street Wastewater Lift Station RECOMMENDATION: City Administration recommends approval of the purchase of an emergency backup generator from J.A. Riggs Tractor Company d/b/a Riggs CAT for the Gregg Street wastewater lift station in the amount of $115,789.75 plus estimated applicable taxes of $11,289.50 for a total of $127,079.25. BACKGROUND: The Gregg Street lift station (LS 05) is located along Mud Creek and is the second largest wastewater lift station owned by the City of Fayetteville. This lift station receives flow from a number of smaller lift stations and currently operates four 85 horsepower submersible pumps rated at approximately 4000 gallons per minute. Backup emergency power for this lift station is supplied by a 30 -year-old 600 KW Cummins generator. In recent years, the age of this unit has led to an increased number of failures and increased repair costs. Given the critical nature of this lift station and associated consequences if the generator fails (sanitary sewer overflows, NPDES permit violations, environmental contamination, etc.), replacing the aged unit with a new reliable unit is extremely important. DISCUSSION: Through the National Joint Powers Alliance (NJPA) purchasing agreement, Riggs CAT quoted a 600 KW generator that meets the required technical specifications and purchasing requirements. The listed base price for their diesel -powered Caterpillar Model C18, fuel tank, sound attenuation, and other necessary options is $173,525.00 but the NJPA discounts this unit 37% for a total of $115,789.75 plus estimated applicable taxes of $11,289.50.
