The 2018 project list was presented to the Transportation Committee on November 28, 2017. The Transportation Committee requests the final list be presented to the City Council for its approval by resolution in accordance with Ordinance No. 5173. BACKGROUND: The Transportation Division reviews the need for street overlays and sidewalk improvements based on conditions, requests, and other factors. The In -House Pavement Improvements program includes asphalt, curb and guttering, pavement striping, and preparation costs for the overlays. The Sidewalk Improvements program improves the connectivity of the sidewalk system by constructing new sidewalk and replacing or repairing existing sidewalks throughout the city. This project also includes funding for ADA accessible ramps. DISCUSSION: The proposed 2018 overlay project list presents a total of 161,528 linear feet or 10.05 miles of street overlays. The 2018 sidewalk improvements project list proposes a total of 6,170 linear feet. Thank you very much. live at the northwest corner of Halsell Road and Oliver Avenue, and so am intensely interested in the proposal to build a sidewalk along those two streets. I am completely opposed this proposal, on the grounds that the sidewalk is not needed and would significantly alter and damage the character of the neighborhood where three generations of my family have lived. A walkable city is a good idea. It has succeeded in cities where walkability was established decades ago and influenced the development of residential and other districts. It makes sense where the terrain is relatively flat, where people can ride their bikes or walk without fear of a seizure. It makes sense where young people living in single-family residential districts don't have to drive considerable distances to their part time jobs after attending classes on the campus. But none of this applies to Halsell Road. Fayetteville has begun planning toward that kind of development, where people can live close enough to the drug store or the market or a movie theater or restaurant to walk there.But older established neighborhoods like ours are too far out from retail, commercial, or entertainment centers (unless you count the painfully close athletic complex) to be walkable. The only congestion we experience along Halsell Road occurs on a few Saturdays in the fall, when people must walk to Razorback Stadium. Our residential street, created long before the University had a stadium, much less a Southeastern Conference membership, includes one of the steepest grades in this part of the city. The road is bounded by large mature trees, old houses, many of them built close to the street, gardens, and some examples of the work of distinguished local architects. We really don't walk anywhere, except to exercise our dogs. There is no destination convenient enough for the people who actually live on Halsell Road to walk to except the University, and we have been doing that for decades already. We could walk down the hill to a bus stop, but public transportation is still too sporadic to be a practical resource I think "walkability" has become a mantra in Fayetteville, and I wish people would not embrace it without considering whether it is universally applicable. I expect the City to consider the interests of the tax paying citizens, and not mess up our streets for the sake of the Razorback fans who are here only a few Saturdays a year. There are other, better, ways to manage the foot and vehicular traffic . We are contacting you to let you know of our strong support for this and other sidewalk projects. Sidewalks mean safety first and foremost. This should be the most important consideration. The area we live in does not have a significant number of street lights causing us to resort to flashlights at night. Further, while traffic is light it still exists and cars travel at speeds sufficient to cause injury or death. There are many people who walk dogs in the roads, including ourselves. There is also football traffic and many walkers in the road during games. In addition we fully support any effort to improve walkability anywhere in the city and especially in our neighborhood. Sidewalks improve the overall ambience of the city and improve property. Even homes built close to the road improve their look and accessibility with proper sidewalks. We have lived in such homes and neighborhoods in the past. Our experience is that in the long term sidewalks improve property values. We would welcome one on our property. Halsell Rd. Re: Halsell Road Sidewalk Plan We are writing to express our opposition to the plan to build a sidewalk on Halsell Road. The sidewalk construction would severely damage the neighborhood character and environment and is an inefficient allocation of the city's scarce resources. Most of the homes along this section of the street were built many years ago and are close to the street. A number are the work of architects whose work is treasured in Fayetteville. A sidewalk would drastically alter the front yards of many homes and require the removal of a number of mature trees. We are told that the rationale for a sidewalk is to make walking on the street safer. While walkability is a good idea, the only time there is a concern about the people walking on the street is during the few Saturdays a year when there is a football game. Most of this traffic is created by temporary game day parking businesses. We think an occasional problem generated by temporary businesses is best addressed with a creative solution that can be implemented on those occasions. We are confident that the creative minds in our city government can design an approach to this game day problem — possibly through traffic control — that would be more appropriate to the neighborhood than a sidewalk. We also know that the city's resources for sidewalk construction are finite. We would argue that scarce resources are best allocated where they generate the most benefit relative to their cost — both the direct cost and the indirect costs of neighborhood damage. We notice that this is the only sidewalk project planned for Ward 4. While we do not think it is necessary to allocate sidewalk resources by ward, there are certainly other locations in Ward 4 where a sidewalk would generate more benefits and impose less cost. We think that an examination of alternative allocations of the funds that would be used for a Halsell Road sidewalk would yield a number of sites with more favorable benefit -cost comparisons. We trust that, as stewards of our city's resources, you will seek a more efficient allocation of these resources. I support everything contained in a patient, reasoned message from Ethel Simpson to all of you. As Ethel writes, the terrain itself defies "walkability" on the Halsell part at least. And foot traffic is light to nonexistent except on football game days. Difficulties of car and pedestrian traffic on those few occasions can be handled in other ways. I want to add this point. The roads are narrow, there are steep inclines, visibility is limited over much of the distance. The only way that sidewalks could be installed is to broaden the roadway extensively. For much loss and little gain. Before the Council proceeds with this plan, I suggest that the members go and look at the place itself to see what problems are presented.
