WHEREAS, the need and proposed use of this old fire station on Highway 265 will assist CEMS to
better provide emergency services to southeast Fayetteville residents; and
WHEREAS, consideration of the facilitation of emergency medical services to these Fayetteville
residents and the likely savings to the City which contractually is required to provide financial support
to CEMS justifies receiving $2,000 less than the higher bid for this property.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas hereby approves the sale of the
property and building at 833 North Crossover Road to Central Emergency Medical Services for use as an
ambulance station for $175,000.00 and to approve Mayor Jordan's execution of a deed and any other
necessary documents to effectuate this sale.
Section 2. That the City Council of the City of Fayetteville, Arkansas hereby approves a deed limitation to
ensure that the use of this property shall be and remain to be for Central Emergency Medical Services
provision of ambulance and other governmental type services.

SUBJECT: Staff recommends approval of a resolution awarding Bid 17-69, Sale of
Property -833 N. Crossover, to Central EMS in the amount of $175,000.
RECOMMENDATION:
Staff recommends approval of a resolution awarding Bid 17-69, Sale of Property -833 N.
Crossover, to Central EMS in the amount of $175,000.
BACKGROUND:
City Council established that this land is no longer needed for municipal purposes and approved
the sale of the property at 833 N. Crossover per Resolution 174-17.
DISCUSSION:
Two Bids were received for the property. On -Time Appraisals, LLC in the amount of $177,000
and Central EMS in the amount of $175,000. Staff recommends accepting the lower bid of
$175,000 from Central EMS because there are compelling reasons to accept the lower bid for
the interest of public safety. The Fayetteville Fire Department agrees with the Central EMS
statements in the Official Bid Tabulation Sheet:
"Central EMS intends to continue this property's- original use as a substation for delivery of
lifesaving emergency care and transport by ambulance. The property is an ideal permanent
location for the ambulance serving southeast Fayetteville and surrounding areas which is
currently in a leased facility one mile south of this property. This substation responded to 2,134
calls in 2016 and is on track to respond to 2,237 calls in 2417. Central EMS operates in the City
of Fayetteville and Washington County as the exclusive 911 provider of emergency and non-
emergency ambulance, and medical dispatch. In addition to ambulance service, Central EMS
also provides ambulance coverage at community events and all school football games including
The University of Arkansas, provides infection control, clinical and medical direction, emergency
management activities, and education for fire departments in our service area."
We believe it is in the citizens best interest to have a permanent location for Central EMS on the
East side of the City to better provide emergency services. This location will maintain the
benchmark response times established by the Washington County Regional Ambulance
Authority of 9 minutes or less 85% of the time. This standard contributes directly to the current
high levels of cardiac arrest survival rates.

The City Administration has recommended the sale of the old fire
station property on Highway 265 to Central Emergency Medical Services for
$175,000.00 rather than the $177,000.00 offered by On -Time Appraisals, LLC.
The Fire Department "recommends accepting the lower bid of
$175,000 from Central EMS because there are compelling reasons... for the
interest of public safety." CEMS -states that the "property is an ideal
permanent location for the ambulance serving southeast Fayetteville and
surrounding area.... " CEMS also states: "We believe it is in the citizens
best interest to have a permanent location for Central EMS on the east side
of the City to better provide emergency services. . . . (This location)
contributes, directly to the current high levels of cardiac arrest survival
rates." Agenda memo.
The facilitation and improvement of public health and safety are valid
factors and legitimate consideration that can be considered by the City
Council to determine the best bid for this property. In addition, the City of
Fayetteville has long purchased ambulance services for our citizens from
CEMS so that cost savings for CEMS will allow its continued operation
without additional expenses being passed to the City and others. Therefore,
the proposed sale of the property could be justified not only for the health
and safety concerns for our citizens, but also in anticipated long-term
savings of necessary revenue to fund CEMS operations.
If the City Council will agree to this reduced price to allow "a
permanent location for Central EMS on the east side of the City to better
provide emergency services," (LEMS statement) the City should limit use of
the property by its deed to an ambulance facility, Use Unit 1 City -Wide uses
by right, Use Unit 3 Public Protection and Utility Facilities and Use Unit 5
Government Facilities. This limitation provides further justification to sell this
property for $2,000.00 less than the other bid.
