BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby authorizes Mayor Jordan
to sign a service contract with Blocker & Wallace Service, LLC in the total amount of $31,355.18 for
the repair of two mechanical blower units used at the West Side Water Resource Recovery Facility.

SUBJECT: Approval of a service contract with Block & Wallace Service LLC to repair
two (2) Gardner Denver blowers used at the West Side Water Resource
Facility (WRRF) in the amount of $31,355.18
RECOMMENDATION:
Staff recommends approval of a service contract with Block & Wallace Service LLC to repair
two (2) Gardner Denver mechanical blowers used at the West Side Water Resource Facility
(WRRF) in the amount of 31,355.18.
BACKGROUND_:
The West Side WRRF is designed to treat 10.0 million gallons of wastewater per day. Organics
in the wastewater are treated by microorganisms called activated sludge. As the
microorganisms multiply, a portion of the sludge must be removed to maintain the proper
balance between number of microorganisms and the available organics. Waste Activated
Sludge (WAS) is removed from the treatment process, dewatered, then sent to the Biosolids
Management Site (BMS) for further treatment to be sold as a Class A Biosolid fertilizer.
Before WAS is sent to the BMS, it is stored in one of two tanks. During this storage time, the
WAS is mixed by mechanical blowers to prevent the material from going septic. The WAS
storage tanks have a total of five blowers that can be used for mixing the sludge. Two of the 10 -
year -old blowers experienced unknown internal failures requiring disassembly, evaluation, and
repair.
DISCUSSION:
The two mechanical blowers were sent to Blocker & Wallace Service LLC, a certified Gardner
Denver repair facility, for diagnosis and repair. After disassembly and inspection, it was found
that the two units need repairs including but not limited to: seals, bearings, timing gears, minor
machine work, etc.

Because it was necessary to have the certified repair facility disassemble the units to determine
the extent of hidden and unknown damage to equipment already purchased, a bid waiver and
formal sealed bidding is not necessary according to Arkansas Procurement Law 86:99-99-203,
Subsection 94 {EE) "hidden or unknown damages." City Administration recommends approving
a contract for repair services with Blocker & Wallace Service LLC in the amount of 31,355.18,
which includes tax, to repair the two units.
BUDGET/STAFF IMPACT:
Funds are available in the Wastewater Treatment Plant CIP — Plant Pumps and Equipment.

Inadequate lubrication lead to premature bearing
wear and a loss of internal operating clearances.
The drive rotor OD is undersized due to product
abrasion but it is within factory allowable tolerances
and can be reused.
The driven rotor OD is undersized due to minor
abrasions but it is within factory allowable tolerances
and can be reused.
The drive and driven rotor bearing rides are within
factory allowable tolerances and don't require repair..
The head plate surfaces have minor abrasions on the
surface that can be removed with additional
polishing.
Slightly oversized above factory spec. and cannot be
repaired -due the rotor design / profile. Will result in a
minimal decrease in performance
The timing gears have moderate backlash but are
within factory allowable tolerances and can be reused.

factory supplied INPRO oil seal overhaul kit.
