Background In an effort to provide quality infrastructure for airport customers, the Aviation Division is pursuing a grant from the Arkansas Department of Aeronautics to rehabilitate the terminal parking lot. To properly address the varying levels of wear and use for the parking lot, the Aviation Division intends to perform a mill and overlay and surface treatment to the parking lot. Discussion The Aviation Division approached the Arkansas Department of Aeronautics (ADA) to inquire about a grant that would fund the parking lot rehabilitation. While the ADA was receptive to the proposed project, there is uncertainty as to whether the state would have the income necessary to fund the entire project. As a result, the airport will submit an 80-20 grant application for the entire scope of the project. If the state is unable to fund the project as submitted, the scope of the project may be reduced to fit the ADA's funding restrictions. To maximize the resources for the rehabilitation project, the Aviation Division will utilize Transportation Department equipment and personnel. In addition to avoiding the lengthy bidding process, this approach will allow the project to be completed at a cheaper cost. The grant application submitted as part of this packet represents the maximum share required by the City to complete this work. A summary of all project costs is included with this packet. Below is a breakdown of the total expected project funding. ADA: $135,900.00 City of Fayetteville: $45,000.00 TOTAL: $180,900.00 Budget/Staff Impact The Aviation Division will expend up to $63,590.00 of its fund balance reserve, $45,000.00, in order to match 20% of the total project cost, plus a project contingency to 10% of the approved project budget, or $18,090.00. No hangar (funded by a grant fi"om the Department of Aeronautics) shall be used for non -aviation purposes without State Aeronautics Commission prior approval. All requests for non -aviation use will be considered on a case-by-case basis. Failure to receive prior approval from A.D.A. concerning land and/or building use could result in the commission requesting grant refund from the Sponsor. Additionally, all hgr/building grant applications must include proof of insurance coverage. No airport accepting State Grant funding may issue an Exclusive Rights lease. All applications for navigational aids (such as NDB or ILS) must have FAA site approval before a state grant can be approved. All Grant applications involving Federal Airport Improvement Program (AIP) funding must be accompanied by the approved FAA grant agreement with grant number assigned. BACKGROUND: • In an effort to provide quality infrastructure for airport customers, the Aviation Division pursued a grant from the Arkansas Department of Aeronautics to rehabilitate the terminal parking lot. To properly address the varying levels of wear and use for the parking lot, the Aviation Division performed a mill and overlay and surface treatment to the parking lot. DISCUSSION: The Aviation Division submitted an 80-20 grant application to the Arkansas Department of Aeronautics (ADA) to fund the parking lot rehabilitation. To maximize the resources for the rehabilitation project, the Aviation Division utilized the Transportation Department equipment and personnel. In addition to avoiding the lengthy bidding process, this approach allowed the project to be completed at a cheaper cost. BUDGET/STAFF IMPACT: Costs from the Transportation Division for labor, equipment and materials totaled $86,617.44.
