The committee is empowered only to advise and make recommendations on a periodic basis to both the City Council and the University of Arkansas on such issues, and to adopt rules for the conduct of its own business." Section 2: That the City Council of the City of Fayetteville, Arkansas hereby repeals § 33.361 Composition of Article XXIV Town and Gown Advisory Committee and enacts a new § 33.361 as follows: "The Town and Gown Advisory Committee shall be comprised of twelve (12) voting members, consisting of the following: (A) Two (2) permanent co-chairs, one of which shall be selected by the Mayor and one of which shall be selected by the Chancellor; (B) One (1) member shall be a member of the City Council appointed by the Mayor; (C) One (1) member shall be a University of Arkansas student living off -campus in the City appointed by the Mayor; (D) Two (2) members shall be citizens -at -large from different wards appointed by the City Council; (E) One (1) member shall be the Associated Student Government President; (F) Two (2) members shall be the Communications Directors, or their equivalents, of the City and the University; (G) One (1) member shall be a representative of the University Facilities Management Department appointed by the Chancellor; (H) One (1) member shall be a representative of the City Development Services Department appointed by the Mayor; and (I) One (1) member shall be the Superintendent of Fayetteville Public Schools or his/her designee. Community members appointed by the City Council serving at the time of the adoption of this ordinance shall continue to serve as voting members until the end of their term. The appointees currently serving as City ward representatives and the business owner/city development representative shall immediately be converted to citizen -at -large positions. Staff members for either the University or the City serving at the time of the adoption of this ordinance shall not continue to serve unless appointed to fill a position above." The Committee advises and makes recommendations on a periodic basis to both the City Council and the University of Arkansas. BACKGROUND: As the years have gone by, the committee has served its purpose well and the spirit of collaboration between the City and the University has been strengthened through close collaboration on many projects, particularly infrastructure related projects that have resulted in cost -share opportunities. Information updates such as the campus and city master transportation plans, recycling and waste master plans, game day traffic and other event planning to help with congestion and traffic flow are some of the mutually relevant topics. Over time, safety and security and student housing became standing agenda items. We would like to retain all of those areas in the new scope and also evolve from simply addressing student housing to addressing community and neighborhood engagement more broadly. DISCUSSION: The attached ordinance revision updates the scope of the committee and reduces the number of committee members to alleviate redundant staff participation and create a more manageable committee structure. The new committee structure keeps the same ratio of community members and students to staff members as the previous committee. We believe the new structure will continue to serve the collaborative efforts of the City and the University of Arkansas. The draft ordinance was shared with the Town and Gown Committee at the September 18, 2017 meeting. After discussion of the intent, confirmation that staff resources would continue to be available for any special topics, and a suggestion to revise the scope to acknowledge the importance of the City's culture, the proposed ordinance received unanimous endorsement by the Town and Gown Committee.
