HOUSING SERVICES FOR HOMELESS FAYETTEVILLE RESIDENTS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby authorizes the addition of
1.0 full time equivalent position to the Community Resources Division to hire a third case manager to
provide housing services for the homeless in Fayetteville.

SUBJECT: Hearth Program — Additional Case Manager Position
RECOMMENDATION:
Staff recommends approval of an additional Case Manager position.
BACKGROUND:
The City of Fayetteville Hearth Program has been serving the homeless community since
February of 2016. We currently have two Case Managers. One case manager has Transitional
Housing (TH) and Permanent Supportive Housing (PSH) clients. The second case manager
has all Permanent Supportive Housing (PSH) clients. Over the course of the past year and a
half it has been determined that twenty (20) cases is the maximum load for a case manager.
DISCUSSION:
The Hearth Program has a Transitional Housing grant that totals $40,494, a Permanent
Supportive Housing (PSH) grant that totals $194,360.00 and two (2) Permanent Supportive
Housing Bonus grants that are $33,513 and $37,134 respectively. Transitional Housing grant
has been utilized to capacity. Based on the average annual housing costs we will expense an
estimated total of $116,316 on the current PSH grant. This results in an estimated grant
funding balance of $148,691. The PSH grant balance in combination with the two PSH Bonus
grants confirms the need for an additional case manager.
Case Manager salary and benefits total $41,976 and will be paid out of Community
Development Block Grant funds.

AN ORDINANCE TO AMEND § 94.05 USE OF FIREWORKS TO ALLOW THE
BOTANICAL GARDEN OF THE OZARKS TO CONDUCT A SMALL FIREWORKS
DISPLAY TO CELEBRATE ITS 10TH BIRTHDAY PARTY
WHEREAS, the Botanical Garden of the Ozarks is one of Fayetteville's crown jewels and has
made substantial improvements and progress during the last decade; and
WHEREAS, the Botanical Garden of the Ozarks wishes to honor "those who made it happen and
are making it happen with a celebration on October 8, 2017 at the Botanical Garden".
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section l . That the City Council of the City of Fayetteville, Arkansas hereby amends § 94.05 (G)
by adding the following:
"The Botanical Garden Society of the Ozarks may also legally conduct a public
fireworks display to celebrate its IOth Birthday Party on or about October 8, 2017
if approved by the Mayor and Fire Chief and in accordance with (B)(1) and (3) and
(D)
