Submitted by RICHIE LAMB for property at 1622 E. MISSION BLVD. The property
is zoned RSF-4, RESIDENTIAL SINGLE FAMILY, 4 UNITS PER ACRE and
contains approximately 0.54 acres. The request is to rezone the property to NC,
NEIGHBORHOOD CONSERVATION.
RECOMMENDATION:
The City Planning staff and Planning Commission recommend approval of an ordinance to rezone
the subject property to NC, Neighborhood Conservation, as shown in the attached Exhibits `A°
and 'B'.
BACKGROUND:
The subject property totaling 0.54 acres is located on the north side of Mission Boulevard near
Root Elementary and adjacent to Spring Creek Subdivision. The parcel is zoned RSF-4 and is
currently developed with one single-family home.
Request: The request is to rezone the parcel from RSF-4, Residential Single-family, 4 Units Per
Acre to NC, Neighborhood Conservation. The applicant stated the rezoning is needed to allow
this lot to be split and developed for appropriate infill.
Land Use Compatibility: The proposed zoning is compatible with the RSF-4 districts surrounding
the property both adjacent to and across Mission Boulevard. The subject and all surrounding
properties would remain zoned for single-family residences. A rezoning to NC would allow the
subject property to be developed with a few additional single-family homes close to the street.
Although the minimum lot sizes of NC would be less than half of the existing lots surrounding the
subject property, the size and area limit what could happen on this property and make it viable for
only two or three more homes.
Land Use Plan Analysis: The proposed zoning is compatible with the Future Land Use Map's
designation of this site as Residential Neighborhood Area. Residential Neighborhood Areas
generally call for traditional development patterns and buildings placed closer to the property line.
NC has a build -to zone to meet this criteria. The NC zoning district encourages patterns of
development to meet some of the goals of City Plan 2030, including appropriate infill
development.

The proposal appears to be justified. While it is reasonable for this 0.54 -acre property to remain
in RSF-4, the proposed NC district allows for more homes to be built in an infill location, consistent
with Goal #1 of City Plan 2030. This proposal is not expected to increase traffic danger or
congestion to even a noticeable level. Future development would have to share access and curb -
cuts in order to access property off Mission Boulevard, which would be managed and dedicated
at the same time the lot is split.
DISCUSSION:
On April 24, 2017 the Planning Commission forwarded the proposal to City Council with a
recommendation for approval passed by a vote of 8-0-0.

Streets: The subject parcel has access to Mission Boulevard, a Principal Arterial, and
state highway. Mission Boulevard is an unimproved 2 -lane highway in this
location. Any street improvements required in these areas would be determined
at the time of development proposal.
Water: Public water is available to the site. There is an existing 8 -inch main along the
Mission Boulevard right of way.
Sewer: Public sewer is available to the site. There is an existing 8 -inch main along the
Mission Boulevard right of way.
Drainage: Any additional improvements or requirements for drainage will be determined at
time of development. No portion of this property is identified as FEMA regulated
floodplains. No protected streams are onsite. No portion of this parcel lies within
the Hillside -Hilltop Overlay District.
Fire: The Fire Department expressed no concerns with this request.
Police: The Police Department expressed no concerns with this request.
CITY PLAN 2025 FUTURE LAND USE PLAN: City Plan 2030 Future Land Use Plan designates
the properties within the proposed rezone as Residential Neighborhood- Area. These areas are
primarily residential in nature and support a variety of housing types of appropriate scale and
context, including single family, multifamily and rowhouses. Residential Neighborhood
encourages highly connected, compact blocks with gridded street patterns and reduced setbacks.
It also encourages_ traditional neighborhood development that incorporates low -intensity non-
residential uses intended to serve the surrounding neighborhood, such as retail and offices, on
corners and along connecting corridors.
FINDINGS OF THE STAFF
1. A determination of the degree to which the proposed zoning is consistent with land use
planning objectives, principles, and policies and with land use and zoning plans.
Finding: Land Use Compatibility: The proposed zoning is compatible with the RSF-4
districts surrounding the property both adjacent -to and across Mission
Boulevard. The subject and all surrounding properties would remain zoned
for single-family residences. A rezoning to NC would allow the subject
property to be developed with a few additional single-family homes close to

Finding: This proposal is not expected to increase traffic danger or congestion to
even a noticeable level. Future development would have to share access and
curb -cuts in order to access property off Mission Boulevard, which would be
managed and dedicated at the same time the lot is split.
4. A determination as to whether the proposed zoning would alter the population density and
thereby undesirably increase the load on public services including schools, water, and
sewer facilities.
Finding: This proposal is not expected to increase the load on public services any
more than the existing district.
5. If there are reasons why the proposed zoning should not be approved in view of
considerations under b (1) through (4) above, a determination as to whether the prgposed
zoning is justified and/or necessitated by peculiar circumstances such as:
a. It would be impractical to use the land for any of the uses permitted
under its existing zoning classifications;
There are extenuating circumstances which justify the rezoning even
though there are reasons under b (1) through (4) above why the
proposed zoning is not desirable.
Finding: N/A
RECOMMENDATION: Staff recommends forwarding RZN 17-5781 to City Council with a
recommendation for approval based on the findings discussed throughout this report.

(A) Purpose. The Neighborhood Conservation zone
has the least activity and a lower density than the
other zones. Although Neighborhood
Conservation is the most purely residential zone,
it can have some mix of uses, such as civic
buildings. Neighborhood Conservation serves to

Re: 1622 E Mission Blvd. - Rezoning Request
Roger & Jennifer Morris (owner) and Fayetteville Land Company
(purchaser) are hereby requesting rezoning of the subject property from
RSF-4 to NC to allow for development of single-family homes.
The proposed zoning is needed to facilitate appropriate infill
development, which will revitalize an underutilized site and help to
maintain this neighborhood as a vibrant, safe and inviting place -to live.
The proposed zoning will not exigently alter the population density or
undesirably increase the load on public services and will conform to the
surrounding properties in terms of land use, traffic, appearance and
signage.
It would be impractical to use the land for any of the uses permitted
under its existing zoning classification as this would deviate from traditional
town form, encourage suburban sprawl and limit opportunities for
attainable housing.
