CATO SPRINGS TRAIL LIGHTING:
A RESOLUTION TO EXPRESS THE WILLINGNESS OF THE CITY OF FAYETTEVILLE TO APPLY
FOR AND UTILIZE FEDERAL -AID TRANSPORTATION ALTERNATIVES PROGRAM 80/20
GRANT FUNDS IN AN AMOUNT OF UP TO $280,000.00 AVAILABLE THROUGH THE
NORTHWEST ARKANSAS REGIONAL PLANNING COMMISSION AND TO APPROVE A LOCAL
MATCH OF UP TO $70,000.00 FOR THE INSTALLATION OF LIGHTING ALONG THE CATO
SPRINGS TRAIL
WHEREAS, the City of Fayetteville understands Federal -Aid Transportation Alternatives Program funds
are available through the Northwest Arkansas Regional Planning Commission in an amount up to
$280,000.00 at 80% federal participation and a 20% local match requirement of up to $70,000.00 for the
installation of lighting along the Cato Springs Trail; and
WHEREAS, the City of Fayetteville understands that Federal -Aid funds are available for this project on a
reimbursable basis, requiring work to be accomplished and proof of payment prior to actual monetary
reimbursement; and
WHEREAS, this project, using federal funding, will be open and available for use by the general public
and maintained by the City of Fayetteville for the life of the project.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby determines that the City of
Fayetteville will participate in accordance with its designated responsibility, including maintenance of this
project and providing local matching funds in the amount of up to $70,000.00.

Section 2: That the City Council of the City of Fayetteville, Arkansas hereby authorizes the Mayor to
execute all appropriate agreements and contracts necessary to expedite the construction of the above stated
proj ect.
Section 3: That the City Council of the City of Fayetteville, Arkansas pledges its full support and hereby
authorizes the City of Fayetteville to cooperate with the Arkansas State Highway and Transportation
Department to initiate action to implement this project.

Cato Springs Trail Lighting
RECOMMENDATION:
Staff requests approval of a resolution expressing the willingness to apply for federal -aid funds
and allow staff to apply for an 80% federal 20% local matching grant through the Northwest
Arkansas Regional Planning Commission Transportation -Alternatives Program for an award of
up to $280,000 for lighting of the Cato Springs Trail.
BACKGROUND:
The Northwest Arkansas Regional Planning Commission (NWARPC), serving as the NWA
Metropolitan Planning Organization (MPO), is accepting applications for projects and trail
lighting is eligible for funding. The funding amount is $490,000 for the metropolitan area.
DISCUSSION:
The Cato Springs Trail is currently under construction extending 2.9 miles from the Town
Branch Trail to the Kessler Mountain Regional Park. Due to budget constraints, lighting was
excluded from the project. The electrical design is complete and electrical conduit is being
installed in preparation for future lighting. If the requested funding amount is approved, lighting
can be installed along the entire trail length to the Regional Park.
BUDGET/STAFF IMPACT:
If the Transportation Alternatives Program grant is approved and fully funded, the City will be
responsible for 20% of the total project cost, or up to $70,000. The 20% matching funds are
available through the Trail Development Capital Improvement Project.

SURFACE TRANSPORTATION BLOCK GRANT PROGRAM —ATTRIBUTABLE (STBGP-A)
TRANSPORTATION ALTERNATIVES PROGRAM (TAP)
CALL FOR PROJECTS FFY2018
The Northwest Arkansas Regional Planning Commission (NWARPC), serving as the NWA
Metropolitan Planning Organization (MPO), announces the availability of approximately
$7,000,000 in NWARPC Surface Transportation Block Grant Program — Attributable (STBGP-A)
funding and $490,000 in Transportation Alternatives Program (TAP) funding. Availability of
FFY2018 funding is subject to Congressional action.
NWARPC is issuing a CALL FOR PROJECTS to be submitted for consideration for NWARPC
FFY2018 STBGP-A and TAP funding. The FFY2018 STBGP-A and TAP Applications may be
downloaded from the NWARPC website at: nwarpc.org. Applications are also available at the
NWARPC office located at 1311 Clayton Street, Springdale, AR 72762. Applications must be -
received no later than 4:00 p.m. (CDT), June 30, 2017. Any applications submitted after this
deadline will not be considered. For more information on this program or questions related to
the application process, please contact Tim Conklin, Transportation Programs Planner, or
Elizabeth Bowen, Project Manager, NWARPC, 1311 Clayton, Springdale, AR 72762, (479) 751-
7125. Section 1108 of the Fixing America's Surface Transportation (FAST) Act establishes the
STBGP-A under 23 U.S.C. 133. Section 1105 of FAST Act provides for the apportionment of
funds under 23 U.S.C. 104. The STBGP-A and TAP is a federally funded, 80% Federal/20% local,
reimbursable program. Funds must be used for eligible projects that are submitted by eligible
entities and chosen through a competitive process. The STBGP-A Application Form can be
