Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves an amendment to the
contract with Tyler Technologies, Inc. in the amount of $27,329.00 for the development of an accident
reporting interface between the City of Fayetteville and Arkansas State Police public safety software
systems.

SUBJECT: Contract Amendment with Tyler Technologies for Accident Reporting
Interface
RECOMMENDATION:
Staff recommends approval of a contract with Tyler Technologies for the development of
an accident reporting interface between Tyler Technologies and Arkansas State Police's (ASP)
e -Crash software in the amount of $27,329.
BACKGROUND:
The Fayetteville Police Department purchased the Accident Module from Tyler
Technologies, and Tyler Technologies has developed the ASP Accident Form in the new police
Records Management System (RMS). The ASP utilizes an electronic accident report
submission program called e -Crash. The police department needs an interface between Tyler
Technologies and ASP's e -Crash to electronically submit accident reports from the new RMS to
the ASP.
DISCUSSION:
At this time, the police department copies and mails paper accident reports to the ASP.
The ability to electronically submit accident reports to the ASP -would greatly improve efficiency.
BUDGET/STAFF IMPACT:
This contract will be funded via an 80/20 matching grant from the Arkansas State Police.
Grant funds (80% grant) will pay $21,863 of the total contract price of $27,329. The remaining
contract amount of $5,466 (20% local match) will be funded by the Police RMS project
contingency which currently has a remaining balance of $127,446.

AMENDMENT
This amendment ("Amendment") is effective as of the date of signature of the last party to sign as indicated below
("Amendment Effective Date") by and between Tyler Technologies, Inc., a Delaware corporation with offices at 840 West
Long Lake Road, Troy, MI 48098 ("Tyler) and Fayetteville Police Department, AR, with offices at 100 West Rock Street,
Fayetteville, AR 72701 ("Client").
WHEREAS, Tyler and the Client are parties to a License Agreement with an effective date of June 1, 1997 (the
"Agreement");
WHEREAS, Tyler and Client now desire to amend the Agreement;
NOW THEREFORE, in consideration of the mutual promises hereinafter contained, Tyler and the Client agree as follows:
I. The services set forth in Exhibit 1, and Schedule 1, to this Amendment are hereby added to the Agreement. Any
additional adjustments to scope not set forth herein must be reflected in another amendment to the
Agreement -
2. The following payment terms, as applicable, shall apply;
a. Requested custom software interfaces are invoiced 10096 upon initial delivery of the interface.
b. Third Party Software License Fees. License fees for Third Party Software, if any, are invoiced when we
make it available to you for downloading.
c. Travel expenses shall be invoiced as incurred, if applicable.
3, This Amendment shall be governed by and construed in accordance with the terms and conditions of the
Agreement.
4. All other terms and conditions of the Agreement shall remain in full force and effect.

Pricing Assumptions
Personal Computers must meet the minimum hardware requirements for New World products. Microsoft Windows 7/8 or later is required for all
client machines. Windows 2008/2012 Server and SQL Server 2008/2012 are required for the Application and Database Server(s).
New World product requires Microsoft Windows 2008/2012 Server and SQL Server 200812012 Including required Client Access Licenses (CALs) for
applicable Microsoft products. Servers must meet minimum hardware requirements provided by Tyler.
New World product requires Microsoft Excel or Windows Search A.0 for document searching functionality; Microsoft Word is required on the
application server for reportformatting.
Tyler recommends a 10011000MB (GB) Ethernet network far the local area network. Wide area network requirements vary based on system
configuration, Tyler will provide further consultation for this environment.
Does not include any required 3rd party hardware or software unless specified in Section C of this Investment Summ ary. Customer is responsible for
any 3rd party support.
Licensed Software, and third party software embedded therein, rf any, will be delivered in a machine readable form to Customer via an agreed upon
network connection. Any taxes or fees imposed are the responsibility of the purchaser and will be remitted when imposed.
Custom interface will be operational with existing third party software. Any subsequent changes to third party applications may require additional
services.

Schedule 1
Customer Requested Standard Software Enhancements and/or Custom Software
1. Definition
We will provide you requested standard software enhancements and/or custom software services as discussed below.
You agree to cooperate in limiting the scope of those modifications and enhancements, as described below.
An analysis and assessment to verify the scope of effort for these services will be conducted. A revised estimate for the
enhancements/customizations may be provided at the conclusion of the assessment. You may elect to cancel or proceed
with the enhancements/customizations based on the revised estimate.
Capabilities included in the initial scope:
a) Custom Software/Interface(s)
While we will provide reasonable consultation, you are responsible for obtaining
technical contacts and/or technical specifications from the third parties involved.
(1) Custom One -Way eCrash AR Interface:
• The interface will export data from a New World accident record, including
associated subject and vehicle records, into the State accident database
• The interface will adhere to the latest AR accident export schema as
provided by the State of Arkansas at the time of the interface development.
Tyler Technologies is not responsible for any changes in the State of
Arkansas software.
• The interface will translate existing LERMS accident information, and create
the XML for submission, to either the State's Live or Test side, depending on
functionality available to us, to use from the State of Arkansas
• The interface will also run the translated XML file, against the existing AR
State accident edits, as provided by the State, along with updating the
submission status, to designate whether it was accepted by the State's web
service
• Crash diagrams will be included with the submission, as long as they are in
.sce, or .spd format, generated from Scene PD
• The interface will be limited to fields that exist in the New World accident
module for the state of Arkansas. No new fields will be added to the New
World database or user screen.
2. Methodology to Provide Enhancements and/or Custom Software
a) our Responsibility
As part of our delivery of these services, we will:
(1) Review the required features for the items set forth in paragraph 1, above, with you.
(2) Prepare a Requirements Document (RD) to include:
■ Detailed description of the required feature
• menu samples
• screen samples
• report samples

(3) Conduct the programming and programming test.
(4) Provide the associated in -scope training, testing and/or other support services.
For an enhancement or custom software requiring over seven (7) days of services, we will utilize the design
document procedure described below. For enhancements or custom software that require less than seven
(7) days of services, we will use a Request For Service (RFS) procedure. Both procedures are reviewed with
you at a pre -installation planning meeting. The RFS procedure utilizes a form with a narrative description
and supporting documentation if applicable to define the work to be done.
