MAHAN, 290): Submitted by JORGENSEN & ASSOCIATES for property at the 515 E TOWNSHIP ST. The property is zoned RSF-4 RESIDENTIAL SINGLE-FAMILY, 4 UNITS PER ACRE, containing approximately 0.50 acres total. The request is to rezone the property to NC, NEIGHBORHOOD CONSERVATION. RECOMMENDATION: The City Planning staff and Planning Commission recommend approval of an ordinance to rezone the subject property to NC, Neighborhood Conservation, as shown in the attached Exhibits 'A' and 'B'. BACKGROUND: The subject property totaling 0.50 acres is located on the south side of Township Street less than 500 feet from College Avenue and adjacent to the Summit Place Subdivision. The parcel is zoned RSF-4, is currently undeveloped, and within the Hillside -Hilltop Overlay District. Request: The request is to rezone the parcel from RSF-4, Residential Single-family, 4 Units Per Acre to NC, Neighborhood Conservation. The applicant stated the rezoning is needed to allow this lot to be built upon in a similar manner to the adjacent Summit Place Subdivision. Land Use Compatibility: The -proposed zoning is identical with the NC districts surrounding the property in the Summit Place Subdivision to the south. The immediately surrounding properties are mostly zoned for single-family residences with commercial activity to the west along College Avenue. A rezoning to NC would allow the subject property to be developed with a single-family home close to the street that will fit future and existing development in the adjacent subdivision to the south. Land Use Plan Analysis: The proposed zoning is compatible with the Future Land Use Map's designation of this site as Residential Neighborhood Area. Residential Neighborhood Areas generally call for traditional development patterns and buildings placed closer to the property line. NC has a build -to zone to meet this criteria. While it is reasonable for this 0.5 -acre property to remain in RSF-4, the proposed NC district allows for more homes to be built in an infill location, consistent with Goal #1 of City Plan 2030. DISCUSSION: On February 27, 2016 the Planning Commission forwarded the proposal to City Council with a recommendation for approval passed by a vote of 7-0-0. BACKGROUND: The subject property totaling 0.50 acres is located on the south side of Township Street less than 500 feet from College Avenue and adjacent to the Summit Place Subdivision. An 8 -inch sanitary sewer main exists across Freshwater Avenue, but the subject parcel is cut off from access by the existing parcel 765-13392-000. These areas are primarily residential in nature and support a variety of housing types of appropriate scale and context, including single family, multifamily and rowhouses. Residential Neighborhood encourages highly connected, compact blocks with gridded street patterns and reduced setbacks. It also encourages traditional neighborhood development that incorporates low -intensity non- residential uses intended to serve the surrounding neighborhood, such as retail and offices, on corners and along connecting corridors. FINDINGS OF THE STAFF A determination of the degree to which the proposed zoning is consistent with land use planning objectives, principles, and policies and with land use and zoning plans. Finding: Land Use Compatibility: The proposed zoning is identical with the NC districts surrounding the property in the Summit Place Subdivision to the south. The immediately surrounding properties are mostly zoned for single- family residences with commercial activity to the west along College Avenue. A rezoning to NC would allow the subject property to be developed with a single-family home close to the street that will fit future and existing development in the adjacent subdivision to the south. Any compatibility issues between intense C-2 or RMF districts are not seriously detrimental to this proposal, as the applicant may already construct single-family homes on the property. Additionally, the property is separated from the commercial uses to the west by Freshwater Avenue. Land Use Plan Analysis: The proposed zoning is compatible with the Future Land Use Map's designation of this site as Residential Neighborhood Area. The definition of a Residential Neighborhood Area highlights particular characteristics of what this neighborhood should be. While it is reasonable for this 0.5 -acre property to remain in RSF-4, the proposed NC district allows for more homes to be built in an infill location, consistent with Goal #1 of City Plan 2030. A determination as to whether the proposed zoning would create or appreciably increase traffic danger and congestion. Finding: This proposal is not expected to increase traffic danger or congestion any more than the existing district. 4. A determination as to whether the proposed zoning would alter the population density and thereby undesirably increase the load on public services including schools, water, and sewer facilities. Finding: This proposal is not expected to increase the load on public services any more than the existing district. 5..If there are reasons why the proposed zoning should not be approved in view of considerations under b (1) through (4) above, a determination as to whether the proposed zoning is justified and/or necessitated by peculiar circumstances such as: a. It would be impractical to use the land for any of the uses permitted under its existing zoning classifications; b.
