NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1: That the City Council of the City of Fayetteville, Arkansas hereby repeals § 72.58(H)(5) of the Fayetteville City Code and enacts § 72.58(0) as follows: "(0) Event Parking. The Parking Division may implement event parking in City managed parking facilities as deemed necessary by the Mayor or his designee. Such event parking will require a person desiring to park a vehicle in a designated event parking facility to pay a fee of $5.00. The City of Fayetteville shall provide sufficient personnel to staff event parking." BACKGROUND: Currently, event parking may only be conducted in the Entertainment District in the West Ave. parking lot upon request from the Walton Arts Center when 600 or more patrons are expected to attend an event at the Walton Arts Center. The fee for event parking_is $5.00 per vehicle. DISCUSSION: Walton Arts Center staff -has recently requested that the City lower its tickets sold threshold required to initiate event parking from 600 tickets sold to 500 tickets sold and to conduct event parking in both the West Ave. lot and Spring St. Parking Deck for each event parking occurrence. Staff notes that event parking has been conducted in both locations for 50 of the past 51 event parking occurrences in order to accommodate the volume of vehicles participating in event parking (both eventgoers and the general public) and staff has no objection to lowering the threshold on a trial basis to monitor utilization and cost-effectiveness. Furthermore, staff recommends to take this opportunity in amending the City Code to provide greater flexibility in the event parking program by: 1. Removing references to specific Walton Arts Center events altogether and state that event parking may be conducted as deemed necessary by the Mayor or his designee; 2. Removing references to specific lots and districts where event parking can be conducted allowing for event parking to occur in both the Entertainment and Downtown Business Districts ; and 3. Updating the language regarding personnel to reflect that staffing is conducted by the City, not Walton Arts Center staff. BUDGET/STAFF IMPACT: No budget or staff impact. Current utilization suggests that changes in event parking resulting from the aforementioned requests will remain cost-effective. Staff will continue to monitor Mailing Address: 113 W.
