RESOLUTION NO. 81-09
A RESOLUTION ESTABLISHING AN ANIMAL SERVICES ADVISORY
BOARD.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas, hereby establishes
the Animal Services Advisory Board (ASAB) and sets forth the purpose and composition of its
membership as follows:
A. The ASAB shall act in an advisory capacity to the Animal Services
Superintendent, the Mayor, and the City Council on all policy matters pertaining to
Animal Services Division activities, and work to stimulate and encourage communication
with all members of the community to ensure that the programs, goals and objectives of
the Animal Services Division are consistent with community needs and desires.
B. The ASAB shall be composed of the following nine (9) members to be appointed
by the City Council:
1. One (1) licensed veterinarian;
2. One (1) owner, operator or employee of a business related to the
production, sale, distribution or care of animals or livestock;
3. One (1) representing Washington County;
4. One (1) with a background in finance;
5. Two (2) members shall represent a nonprofit animal interest group or
groups whose membership is comprised primarily of citizens of the City,
and whose primary interest is the health and welfare of animals;
b. Three (3) residents of the City of Fayetteville, who need not have any
other affiliation, membership or association.

Subject: Establishment of an Animal Services Advisory Board
RECOMMENDATION
Staff recommends the establishment of an Animal Services Advisory Board.
BACKGROUND
The Animal Services Division provides essential animal services to the City of
Fayetteville. The division strives to provide a sanitary and humane facility for the
handling of animals. Animal Services personnel assist the public and animal owners with
reclaiming impounded stray or abandoned animals, adoption services and responsible
animal ownership education. Regular veterinary care is provided for shelter animals and
those injured or sick animals picked up by compliance officers, Funds provided by the
City of Fayetteville are supplemented by public donations and contracts for service with
Washington County and surrounding municipalities.
The division's primary objectives are to educate citizens to be responsible animal owners;
to place adopted animals into responsible, caring homes; to return lost animals to their
owners; and to reduce the number of animals that must be humanely euthanized.
DISCUSSION
With the growth in the population of the city has come a growth in the pet challenges we
face as a community. It has become clear that we need to establish a process for more
community involvement to cope with the challenges ahead. The creation of an Animal
Services Advisory Broad would provide a structure for the involvement of the
community to meet the challenges. The Animal Services Advisory Board would act in an
advisory capacity to the Animal Services Superintendent, the Mayor, and the City
Council on all policy matters pertaining to the Animal Services Division activities. The
member shall provide advice regarding the animal shelter and animal welfare. Members
would work to stimulate and encourage communication with all members of the
community to ensure that programs, goals, and objectives are consistent with community
needs and desires.
The Board would consist of nine residents appointed by the City Council: one licensed
veterinarian; one member shall own, operate or otherwise be employed by or in a
business related to the production, sale, distribution or care of animals or livestock; one
member shall represent the county, one member with a finance background, two
members shall represent a nonprofit animal interest group or groups whose membership
is comprised primarily of citizens of the City and whose primary interest is the health and
welfare of animals; and, the remaining three members shall be residents of the City and
need not have any other affiliation, membership or association.
