HomeMy WebLinkAbout200-12 RESOLUTIONRepealed with Ordinance: 5959 Passed and Approved 03/21/2017 RESOLUTION NO. 200-12 A RESOLUTION AMENDING RESOLUTION NO. 81-09 TO REDUCE THE TOTAL NUMBER OF MEMBERS OF THE ANIMAL SERVICES ADVISORY BOARD AND REDESIGNATING CERTAIN MEMBERSHIP COMPOSITION OF THE BOARD BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1. That the City Council of the City of Fayetteville, Arkansas hereby amends Subsection 1(B) of Resolution No. 81-09 so that after amendment the subsection shall read as follows: "B. The ASAB shall be composed of the following seven (7) members to be appointed by the City Council: 1. One (1) licensed veterinarian; 2. One (1) owner, operator or employee of a business related to the production, sale, distribution or care of animals or livestock; 3. Five (5) residents of the City of Fayetteville at large." Section 2. That the members of the Animal Services Advisory Board on the date of the adoption of this Resolution who were appointed as a Washington County representative or a person with a background in finance shall continue as members of the Board as residents of the City at large. Community Development From: Justine Lentz, Animal Services Superintendent Date: October 3, 2012 Subject: Approval of changes to Animal Services Advisory Board PROPOSAL: The Animal Services Advisory Board was created by Resolution No. 81-09 on April 7, 2009. The board is currently comprised of nine postions: • One Licensed veterinarian. • One owner, operator or employee of a business related to the production, sale, distribution or care of animals or livestock. • One representing Washington County. • One with a background in finance • Two members shall represent a nonprofit animal interest group or groups whose membership is comprised primarily of citizens of the City, and whose primary interest is the health and welfare of animals • Three residents of the City of Fayetteville, who need not have any other affiliation, membership or association The board has been having consistent issues with not having enough citizens apply to fill open positions and also with not having enough members able to make quorum for monthly meetings. Out of the last twenty- one meetings scheduled only twelve have been held. At the September 10, 2012 meeting the board voted to recommend reducing the number of positions on the board from nine to seven. They recommended removing the Washignton County and Finance terms and also changing the two nonprofit seats to general, citizen at large seats to allow for a greater number of interested citizens to be eligible to apply. The two citizens who currently hold the Washington County and Finance seats would take the newly created open citizen at large seats and then all board positions would be filled. THE CITY OF FAYETTEVILLE, ARKANSAS RECOMMENDATION: Staff recommends implementing the changes voted on by the Animal Services Advisory Board: reducing the number of total positions from nine to seven by eliminating the Washington County and Finance seats and also changing the two currently empty nonprofits seats to citizen at large seats. SMITH, City Clerk/Treasurer RESOLUTION NO. 81-09 A RESOLUTION ESTABLISHING AN ANIMAL SERVICES ADVISORY BOARD. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1. That the City Council of the City of Fayetteville, Arkansas, hereby establishes the Animal Services Advisory Board (ASAB) and sets forth the purpose and composition of its membership as follows: A. The ASAB shall act in an advisory capacity to the Animal Services Superintendent, the Mayor, and the City Council on all policy matters pertaining to Animal Services Division activities, and work to stimulate and encourage communication with all members of the community to ensure that the programs, goals and objectives of the Animal Services Division are consistent with community needs and desires. B. The ASAB shall be composed of the following nine (9) members to be appointed by the City Council: 1. One (1) licensed veterinarian; 2. One (1) owner, operator or employee of a business related to the production, sale, distribution or care of animals or livestock; 3. One (1) representing Washington County; 4. One (1) with a background in finance; 5. Two (2) members shall represent a nonprofit animal interest group or groups whose membership is comprised primarily of citizens of the City, and whose primary interest is the health and welfare of animals; 6.
