FEDERAL -AID TRANSPORTATION ALTERNATIVES PROGRAM FUNDS:
A RESOLUTION TO EXPRESS THE WILLINGNESS OF THE CITY OF FAYETTEVILLE TO
UTILIZE FEDERAL -AID TRANSPORTATION ALTERNATIVES PROGRAM FUNDS AND
AUTHORIZE APPLICATION FOR A 20% LOCAL MATCH GRANT THROUGH THE ARKANSAS
TRANSPORTATION ALTERNATIVES PROGRAM IN AN AMOUNT UP TO $500,000.00 FOR THE
CONSTRUCTION OF THE SHARED USE TRAIL ON THE WEDINGTON DRIVE BRIDGE ACROSS
INTERSTATE 49
WHEREAS, the City of Fayetteville understands Federal -Aid Transportation Alternatives Program funds
are available through the Arkansas Transportation Alternatives Program in an amount up to $500,000.00 at
80% federal participation and 20% local match for the construction of the shared use trail on the Wedington
Drive bridge across Interstate 49; and
WHEREAS, the City of Fayetteville understands that Federal -Aid funds are available for this project on a
reimbursable basis, requiring work to be accomplished and proof of payment prior to actual monetary
reimbursement; and
WHEREAS, this project, using federal funding, will be open and available for use by the general public and
maintained by the City of Fayetteville for the life of the project.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby determines that the City of
Fayetteville will participate in accordance with its designated responsibility, including maintenance of this
project.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby authorizes the Mayor to
execute all appropriate agreements and contracts necessary to expedite the construction of the above

stated project.
Section 3: That the City Council of the City of Fayetteville, Arkansas pledges its full support and hereby
authorizes the City of Fayetteville to cooperate with the Arkansas State Highway and Transportation
Department to initiate action to implement this project.

SUBJECT: 2017-0104 Transportation Alternatives Program Application — Wedington
Bridge over 1-49
RECOMMENDATION:
Approval of a resolution expressing the willingness to apply for federal -aid funds and allow staff
to submit an application of an 80% federal 20% local matching grant through the Arkansas
Transportation Alternatives Program for an award of up to $500,000 for costs incurred with the
widened bridge over 1-49 at Wedington (Hwy 62) and associated trail improvements to
accommodate pedestrians and bicycles.
BACKGROUND:
In September of 2016, resolution 173-16 approved .a cost -share agreement with the Arkansas
State Highway and Transportation Commission to add a pedestrian and bicycle shared use path
to the Wedington Bridge over 1-49 with the City's portion of the cost not to exceed $415,000.00.
Staff requests approval to apply for funding of the cost share amount plus associated trail
improvements with the Wedington project through the Transportation Alternatives Program
through the Arkansas State Highway and Transportation Department.
DISCUSSION:
The bicycle and pedestrian components of the Wedington project are eligible for funding
through the Transportation Alternatives Program administered through the Arkansas State
Highway and Transportation Department. Since the grant program is administered through the
Arkansas State Highway and Transportation Department the grant process will be streamlined
to simply alleviating 80% of the City cost share funds to the project.
BUDGET/STAFF IMPACT:
If the Transportation Alternatives Program grant is approved and fully funded, the City will be
responsible for 20% of the total project cost, or up to $125,000. The 20% matching funds are
available through the Transportation Bond Program that have been dedicated to the cost share
agreement.

It is our understanding from previous communications that you are requesting modification to the
proposed design of AHTD Project BB0411 on -Highway 16 to include a shared -use -path along the south
side of the Highway 16 Bridge over I-49. Based on your comments, the addition of the shared -use -path
can be accommodated.
'The additional width needed to accommodate the shared -use -path is depicted on the enclosures. In order
for this shared -use -path to be included in the project, the City would need to fund the additional cost
associated with the shared -use -path, which has been estimated to be $415,000.
If the City is acceptable to this offer, we ask that a response be provided where the design for the project
can continue.
If we can be of further assistance, please let us know.
