RECOMMENDATION:
That City Council approve the purchase of one Toro Sand Pro 5040 for the National IPA
Contract price of $23,423.95 available through Professional Turf Products, L.P. of Tulsa, OK
for use by the Parks Department.
BACKGROUND:
This expansion was approved with the 2017 budget and will be used on the four new baseball
fields that are being added at the Regional Park.. These additional fields will require. an
additional groomer to prepare the fields daily for games.
DISCUSSION:
Fleet recommends the purchase of one Toro Sand Pro 5040 for the National IPA Contract
price of $23,423.95 available through Professional Turf Products, L.P. of Tulsa, OK for use by
the Parks Department.
BUDGET/STAFF IMPACT:
Sufficient funds have been budgeted for this purchase.
This purchase was approved by the Equipment Committee on February 14, 2017.

About The Toro Cols
The Toro Motor Company was founded on July 10, 1914 to provide engines for one of the early
leaders in the tractor field, The Bull Tractor Company of Minneapolis. Although established as an
independent company, the name "Toro" was chosen due to the company's association with Bull

SUBJECT: Mayor's Approval Signature on Final Acceptance Report for Boardwalk
Completion at Lake Fayetteville.
RECOMMENDATION:
Park staff requests the Mayor to sign the Final Acceptance Report verifying that work on the
Lake Fayetteville Boardwalk project is complete.
BACKGROUND:
On March 3, 2015, City Council approved Resolution 55-15 to express the willingness to apply
for a federal grant through the. Recreational Trails Program to build a boardwalk at Lake
Fayetteville. The grant is an 80/20 match with the City responsible for 20% of the project total.
The requested funds were $60,000 with a project total of $75,000.
On December 21, 2015, Parks and Recreation received notification that the City had been
awarded grant funding in the amount of $56,000, for a project total of $70,000. The City's
required match is $14,000 which can be composed in part or whole of in -kind services.
On January 26, 2017, Parks staff began construction on the boardwalk. On May 30, 2017, the
project was completed. A final walk through was conducted with the Arkansas Highway
Transportation Department (AHTD) engineer and he recommended acceptance of the project
and signed the Final Acceptance Report.
DISCUSSION:
The Mayor's signature is the final signature needed on the Final Acceptance Report to close out
the Boardwalk grant project.
BUDGETISTAFFIMPACT:
The total project cost was $104,771.51. Of this total cost, $50,314.95 was for materials and
$54',06.56 for labor. Federal funds will reimburse the City $56,000.

WHEREAS, the City of Fayetteville understands Federal -Aid Recreational Trails funds
are available through the Arkansas Recreational Trails Program in an amount up to $75,000.00 at
80% federal participation and 20% local snatch to construct three section of boardwalk on the
Lake Fayetteville Nature Trail; and
WHEREAS, the City of Fayetteville understands that Federal -Aid funds are available for
this project on a reimbursable basis, requiring work to be accomplished and proof of payment
prior to actual monetary reimbursement; and
WHEREAS, the City of Fayetteville understands that there will be no reimbursement for
any work accomplished prior to the issuance by the Arkansas State Highway and Transportation
Department of an official Notice to Proceed;'and
WHEREAS, this project, using federal funding, will be open and available for use by the
general public and maintained by the City of Fayetteville._
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby determines
that the City of Fayetteville will participate in accordance with its designated responsibility,
including maintenance of this project.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby authorizes
the Mayor to execute all appropriate agreements and contracts necessary to expedite the
construction of the Lake Fayetteville Nature Trail boardwalk project.
Section 3: That the City Council of the City of Fayetteville, Arkansas pledges its full
support and hereby authorizes the City of Fayetteville to cooperate with the Arkansas State
Highway and Transportation Department to initiate action to implement this project.

RECOMMENDATION:
Staff requests approval of a resolution expressing the willingness to utilize federal -aid
recreational funds and to allow the Parks and Recreation Department to submit an application
for consideration of an 80l20 matching grant through the Arkansas Recreational Trails Program
for an award of up to $75,000 to be used for the construction of three sections of boardwalk on
the nature trail at Lake Fayetteville.
BACKGROUND:
The Recreational Trails Grant is administered through the Arkansas Highway and
Transportation Department and has been a substantial source of grant funding for our trail
program over the years. For the 2015 recreational trail grant application, staff has selected to
request a grant to construct three sections of boardwalk on the Lake Fayetteville nature trail that
total approximately 800 feet. On September 2, 2014, the City Council approved a revised lease
agreement with BGSO that required the relocation of approximately 750 feet of nature trail. The
relocation of this nature trail will require two sections of boardwalk that total approximately 480
feet. In addition to these two sections, there is also a section of existing nature trail located to
the west that needs to be located onto approximately 320 feet of boardwalk to alleviate erosion
and muddy conditions.
DISCUSSION:
The sections of trail that need to be relocated due to the adjustment of the BGSO lease
boundary were intended to be constructed using Eagle Scout volunteers and donated materials
similar to the boardwalk that was recently constructed on the north side of Lake Fayetteville.
However, with the possibility of obtaining grant funding, better materials can be purchased that
will last longer, require less maintenance, and be easier to install. The 20 percent match from
the City would be primarily composed of in -kind services from staff and volunteer labor to install
the materials. If the grant is not awarded to the City, the construction of the boardwalk will occur
as originally planned with Eagle Scout and volunteer projects.

BUDGET/STAFF IMPACT:
If the grant is approved for the full amount requested, the City will be responsible for 20% of the
total project cost, or $15,000. The $15,000 of the City's portion of this project will be from in -
kind services from volunteer and staff labor and budgeted operational funds. If the grant is
partially funded, the boardwalk sections required by the nature trail relocation due to the BGSO
lease boundary adjustment will be given priority.
