Mountain Street, Fayetteville, AR Members: Glenda Patterson, Chair; Russell Dye; Damon Lipinski; Aubrey Shepherd; Amy Jones; Alan Ostner, Audra Rogers City Staff: Chanel Pennington, Operations Assistant; John Scott, Urban Forester; Lee Porter, Urban Forester; Alison Jumper, Park Planning Superintendent AGENDA: 1. Call to Order Glenda Patterson, Chair Patterson called the meeting to order at 4:00 PM. Members Present: Patterson, Jones, Ostner, and Rogers. Shepherd arrived at 4:09 PM. Lipinski arrive at 4:13 PM. Members Absent: Dye 2. Approval of December UFAB Minutes Glenda Patterson, Chair UFAB Motion: Patterson motioned to hold the approval of the minutes until the February meeting. 3. Native or Invasive Plant Presentation No presentation for January. Patterson asked the board to start thinking about topics they would like to discuss and they will pick their presentation months at the February meeting. Jones requested a list of past plant presentations. Staff will provide a list of the 2016 presentations. 4. New Member Introduction / Orientation Porter welcomed the new members to the Board. Staff and board members gave a brief introduction. Staff discussed the following topics: • The Parks and Recreation organizational chart • Definition of Urban Forestry Mailing Address: 113 W. Staff Reports and Updates A. Annual Tree Preservation Numbers — Scott December 0 7.42 acres of development reviewed 0 2.89 of the 7.42 acres has canopy o .88 Acres preserved for a 30% preservation rate for December Year to Date 0 701.24 acres reviewed in development 0 294 of the 701.24 acres has canopy 0 233 acres were preserved for a 79% preservation rate for 2016 B. Mount Comfort Tree Replacement Project— Porter Staff coordinated the replacement of 11 street trees between Mt. Comfort Road and Salem Road. The project is now complete. Ostner asked which division in the city is responsible for planting the trees. Scott referenced a chart in the orientation booklet that explains the planting and maintenance process. Porter added that generally if it is in a city park, the parks department will handle the maintenance and most street trees are under the care of transportation. It depends on the project and the location. C. Entertainment District Pruning Project— Porter Staff is working on a map defining the entertainment district and the procedures for pruning the trees within the area. There are 160 trees within the district in the public right of way. Staff would like to have this plan finalized and the pruning completed by spring. Ostner asked if there were qualifications for the business that will perform the pruning. Staff replied yes, they will have to be a certified arborist to bid on the project. D. College Avenue Planting — Lee Transportation is planting the trees along College Avenue. 6. Other Business A. Chair and Vice Chair Appointments The Chair and Vice Chair will be appointed at the February meeting. The Chair will lead the URAB meetings; the Vice Chair will lead when the Chair is not present. Staff asked for a volunteer to present at the February meeting. Staff nominated Dye for the February presentation. 7. Adjourn 2 Lipinski motioned to adjourn the meeting at 4:54 pm, Ostner seconded the motion. The meeting was adjourned at 4:54 PM.
