NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1: That the City Council of the City of Fayetteville, Arkansas hereby finds the above circumstances make competitive bidding not feasible or practical and therefore waives the requirements of formal competitive bidding and approves the purchase of police service weapons and holsters from Cruse Uniforms and Equipment, Inc. in the amount of $109,237.00, and further waives the requirement of formal competitive bidding through December 31, 2018, as long as Cruse Uniforms and Equipment, Inc. remains the only authorized distributor of Glock service weapons in Arkansas. BACKGROUND: The department transitioned to Glock .40 caliber weapons in May of'2007. The department currently issues Glock Model 35, Glock Model 23c, and Glock Model 27 weapons to its officers depending on assignment. This purchase is a scheduled replacement, funded by the Capital Improvement Program, Justice Assistance Grant (JAG), and Federal Forfeitures. DISCUSSION: The current issued weapons will be ten years old, and have had thousands of rounds fired through them. They are reaching their safe and practical "end of life". Glock is currently manufacturing the fourth generation pistols, which contain the most current advancements and technologies. Cruse Uniforms and Equipment is the only authorized law enforcement distributer of Glock weapons for the state of Arkansas. Also, Cruse Uniforms and Equipment is allowing trade in value of our current inventory of used weapons, which would offset a portion of the cost of the new pistols. The current holsters were developed ten years ago and the safety technology is dated, The replacement holsters contain newer and more advanced safety retention capabilities. Cruse Uniforms and Equipment was awarded the current quartermaster contract for police department purchases including holsters via City Council Resolution #250-13. BUDGET/STAFF IMPACT: There will be three funding sources for this purchase including $58,000 from CIP Police Weapons Replacement (project #15013-1), $15,000 from 2015 JAG Local Solicitation Grant (project #39022-2015), and $36,237 from federal forfeitures (project #39046-1) for a total purchase price of $109,237 including tax and trade-in allowances.
