Parks and Recreation Advisory Board Meeting
May 2, 2016 at 5:30 p.m.

Members Present: Colwell, Priest, Jennings, Lawson, Proffitt, Maxwell, McHan,
and McKnight.
Members Absent: Lamb.
3. Approval of April 4t—", 2016 PRAB Meeting Minutes
PRAB Motion: McKnight motioned to accept the minutes, Jennings
seconded the motion. Motion passed, 8-0-0.
4. Approval of April 12L" Special PRAB Meeting Minutes for the Kessler
Mountain Trails Master Plan
PRAB Motion: McKnight motioned to accept the minutes, Jennings
seconded the motion. Motion passed, 8-0-0.
5. Eagle Scout Project — Walker Park Disc Golf Improvements - Spencer Main
Spencer Main presented his proposal for the Walker Park Disc Golf
Improvements. He discussed the following:
1. Improvements to holes 14, 15, and 16.
2. Building a new bridge to replace the current structure.
3. Change the existing sides of the raised walkway at the end of 14.
4. Install a large, raised walkway at the end of hole 15.
5. Install a raised walkway at the start of hole 14.
6. Install a raised walkway at the start of hole 15.
7. Install a raised walkway in the middle of hole 16.
8. Timeframe and materials.

PRAB Motion: Colwell motioned to accept the proposal as presented by
Spencer Main, McKnight seconded the motion. Motion passed, 8-0-00.
6. Park Land Dedication Ordinance — Kit Williams, City Attorney
Williams was present to further explain the Park Land Dedication
Ordinance for the Board. He discussed the following:
1. Background of the ordinance and revisions made to the ordinance in
the past.
2. If a developer proposes to dedicate land for a public park, which the
planning commission determines is suitable for park purposes, then
the dedication shall (must) be accepted.
3. If the Parks and Recreation Advisory board does not accept the
proposed park land and the developer goes before the planning
commission, and the land is appropriate for park use, the planning
commission must accept the land.
7. Appleseeds Master Plan Proposal — Mary Thompson
Mary Thompson presented the Appleseeds Master Plan Proposal for their
teaching farm at Gulley Park. She discussed fencing and the proposed
layout of the garden and education area. Their goal was to add and
enhance the features of Gulley Park. They will host events that will
incorporate the park and current park events.
Colwell expressed his concern regarding cost of the programs to the
schools.
Thompson replied that most of the programs are funded by grants and
private donations. The areas that are not funded are covered by a small
fees charged to schools. They try to fund as much as they can so there is
little or no cost to the schools. The programs help schools start gardens
and they also offer free workshops and nutritional education to the
teachers and students. All of the produce is grown goes back to the
schools at no cost.
Priest asked how many large events they anticipate to hold at the park.
Thompson said they will have one in the summer and one of the fall, each
holding 200-350 people.
Priest asked about parking.
Thompson said they would utilize the park, with the permission of the
Parks and Recreation Department.
Maxwell asked how many days out of the year the children are at the farm
and how many kids they usually see at their programs.
Thompson replied it was seasonal, fall and spring. Summer camps will be
offered in the summer. Once the high tunnel is installed, they will be able
to extend their programs into the winter season. She said they reach
about 4,000 students per year and anticipate that number to rise by 25-

35% each year.
PRAB Motion: McKnight motioned to accept the Appleseeds Master Plan
Proposal, Jennings seconded the motion. Motion passed, 8-0-0.
8. Mazanec Memorial Art Donation — Allison Mazanec
Alex Cogbill present his proposal for the memorial. He described in detail
an art piece that he has constructed that would stand as a memorial to
Allison Mazanec's father who would frequent the Mt. Sequoyah trails.
Cogbill is proposing to install the piece to the west of the Mt. Sequoyah
Woods Pavilion, next to the sidewalk.
PRAB Motion: Priest motioned to accept the proposal, Maxwell seconded
the motion. Motion passed, 8-0-0.
9. Park Land Dedication Proposal - Alison Jumper, Park Planning

Location: North of Wedington Dr., west of Rupple

Units: 67 Single Family
Total Acres: 16
Land Dedication Requirement: 1.64
Money in Lieu Requirement $61,640
Existing Parks: Bryce Davis
Developer's Request: Money In Lieu
Park Staff Recommendation: Money in Lieu
Estimated Annual Maintenance: NA
Justification: Existing parks in the one mile service
area will meet the needs of this
development. Additionally, the
requirement for 67 units is less than the
two acre minimum that PRAB has
recommended as a standard.
PRAB Motion: Proffitt motioned to accept Money in Lieu, McKnight
seconded the motion. Motion passed, 8-0-0.
10.Regional Park Update - Alison Jumper, Park Planning Superintendent:
Stone work on the buildings, paving, and the final turf grass are under
construction / installation.
11.Kessler Master Plan Update - Ken Eastin, Park Planner:

Eastin reported that the Master Plan is set to go before the City Council on May
3rd, 2016 at 5:30 PM.
