Call to Order 2. Roll Call Members Present: Lamb, Lawson, Priest, Proffitt, and McKnight. Members Absent: Colwell, Maxwell, Jennings, and McHan. 3. Approval of June 6, 2016 PRAB Meeting Minutes PRAB Motion: McKnight motioned to accept the minutes, Priest seconded the motion. Motion passed, 5-0-0. 4. Rotary Club of Fayetteville Playground Proposal – Connie Edmonston, Parks and Recreation Director Throughout the years, the Rotary Club of Fayetteville has been a supporter of the Parks and Recreation Department by hosting the annual FayRo Girls Softball Tournament and providing donations for park improvements including a bridge, pavilion, ballfield top dresser, bleacher shade structures, temporary ballfield fencing, and other improvements to the softball fields at Gary Hampton and Lake Fayetteville Softball complexes. Edmonston introduced the Fayetteville Rotary Club President, Harrison Pittman. Pittman: The Rotary Club of Fayetteville’s is proposing $100,000 to aid in the development of a playground at Kessler Mountain Regional Park. In conjunction with the donation, the Rotary Club and the City of Fayetteville propose to enter into an agreement outlining the responsibilities of each party as they relate to the playground development. The club will work to raise and additional $50,000.00 before December 31, 2016. Edmonston: Additionally, the Rotary Club is requesting to name the playground the “Rotary Club of Fayetteville Playground. Lamb: What we are being asked to approve is the agreement and the naming of the playground, but not the design? Edmonston: Correct, city staff will be working the club regarding the design. Priest: Where will the $150,000.00 matching funds from the city come from? Edmonston: Staff has applied for additional foundation funding. Parks Staff Recommendation: Approve the agreement with the Rotary Club of Fayetteville as submitted and to name the new playground “Rotary Club of Fayetteville Playground.” This is in accordance with Naming Park Facilities Policy found in §97.088(B)(2)(d) Exhibit “B” because the Rotary Club “contributed significantly to the acquisition or development of a facility.” The Rotary Club would work with the City in the design of a plaque or wall signage recognizing their contribution. Final approval would be by the City Council in accordance with §97.088(B)(2) –Exhibit “A” Bronze Category. Final approval would go to City Council at their August 2 meeting. Harrison Pittman, President of the Rotary Club of Fayetteville will be present to explain their request or answer any questions. PRAB Motion: McKnight motioned to accept as outlined, Priest seconded the motion. The motion passed 5-0-0. 5. Park Land Dedication Proposal – Byron Humphry, Park Planning Superintendent th Development Name: 24 St. Subdivision Engineer: Bates and Associates Owner: J. B. Hayes Location: East of Hwy. 71 B near the Fayetteville Country Club Park Quadrant SE Units: 43 single family units Total Acres: 47 acres Land Dedication Requirement: 0.98 acres Money in Lieu Requirement $39,560 Existing Parks: Walker Park, Greathouse Park, Town Branch Trail Corridor Developer’s Request: Money in lieu Park Staff Recommendation: Money in lieu Estimated Annual Maintenance: NA Justification: The requirement for 43 units is less than the two acre minimum that PRAB has recommended as a standard. The developer was present and asked the board if it was possible to donate land in other areas of the city. 2 Edmonston: The land park land dedication has to stay within the SE park quadrant. PRAB Motion: McKnight motioned to accept money in lieu, Lawson seconded the motion. Motion passed 5-0-0. 6. Donation of a Music Park at Wilson Park – Connie Edmonston, Parks & Recreation Director Edmonston introduced Fadil Bayyari explained his history with the Parks and Recreation Department. Edmonston added the Park Planners will collaborate with Mr. Bayyari on the location and design of the music park in Wilson Park. Fadil Bayyari requested to donate $30,000 to build a music park at Wilson Park and to name the music park the “David Lyle Bayyari Music Park” in memory of his son who enjoyed Wilson Park. Priest: Is there any additional money to acquire to help with the installation? Edmonston: Staff will look into additional funding. Parks Staff Recommendation: Approve the donation of $30,000 to build a music park at Wilson Park and to name the area “David Lyle Bayyari Music Park” according to Ordinance §97.088(B)(2)(d) Exhibit “B” – Naming Park Facilities. PRAB Motion: Priest motioned to accept, McKnight seconded the motion. Motion passed 5-0-0. 7. Regional Park Update - Connie Edmonston, Park Planning Superintendent: Edmonston: City Council approved a change order that will fund an additional 84 parking spaces at the Kessler Mountain Regional Park. Staff is working on testing the lights and the finishing touches to the park before the grand opening that is scheduled August 20, 2016.
