7. Razorback Greenway at Walton Arts Center Proposal — Alison Jumper, Park Planning
Superintendent
Mike Abb will present the proposal for art located on Frisco Trail south of Dickson Street.
Staff Recommendation: Staff recommends approval of the art proposal. Art enclosures
and/displays must be designed to attach to the electrical boxes without causing damage or
allowing water or insects to enter the boxes.
PRAB Motion:
9. Botanical Gardens of the Ozarks Boundary Line Adjustment for an Operations Center
For an Operations Center — Connie Edmonston, Parks and Recreation Director
Charlotte Taylor, Executive Director of the Botanical Garden of the Ozarks will make a
presentation to adjust the current boundary line with the Fayetteville and Springdale Public
Schools by 1.7 ± acres in order to construct a 2,800 square foot Operations Center for
maintenance of the gardens. Fayetteville and Springdale Public Schools have agreed to
decrease their lease agreement by 1.7 acres. See attached letters.
Staff Recommendation: To approve BGSO's request to adjust the boundary line.
PRAB Motion:
10. 5 -Year Capital Improvement Plan — Connie Edmonston, Parks and Recreation Director
The City will be preparing our 5 -Year Capital Improvement Plan for capital projects that are
over $10,000 for the years of 2018 — 2022. Staff is requesting for PRAB to present input on
possible improvement. Staff will come back with a 5 -Year Plan proposal in April or May for
your recommendation to the Mayor and City Council.
11. Park and Trail Land Criteria for Park Land Dedication Requirement — Alison Jumper,
Park Planning Superintendent
PRAB adopted the Park Land Criteria in 2006. Staff is proposing an update to the criteria for
PRAB discussion and approval.

MINUTES
Members Present: Colwell, Jennings, Maxwell, McHan, McKnight, and Lamb. Smith arrived
at 5:32. Proffitt arrive at 5:47 PM.
Members Absent: Putman.
3. Approval of January 9, 2017 PRAB Meeting Minutes
PRAB Motion: McKnight motioned to accept the minutes as sent, Lamb seconded the
motion. Motion passed, 7-0-0.
4. 2016 Annual Parks and Recreation Report — Connie Edmonston, Parks and
Recreation Director
According to Article II, Chapter 33.018 (B) in the Fayetteville Code of Ordinances, Parks and
Recreation Advisory Board is to prepare an annual report to City Council. Upon approval of
PRAB of the annual report, the document will be forwarded to the City Council.
Staff Recommendation: PRAB to approve the 2016 Annual Report. Chairman, Richie
Lamb will present the 2016 Annual Report to City Council at their March 21, 2017 meeting.
PRAB Motion: McKnight motioned to accept the Parks and Recreation 2016 Annual
Report and forward to City Council. Jennings seconded the motion. Motion passed,
7-0-0.
5. 5 -Year Capital Improvement Plan — Connie Edmonston, Parks and Recreation Director
The City will be preparing our 5 -Year Capital Improvement Plan for capital projects that are
over $10,000 for the years of 2018 — 2022. Staff is requesting for PRAB to give input on

possible improvement at our March 6, 2017 meeting. We wanted to give you ample time in
which to develop this list. We will be hosting public meetings as well as working with the list
of projects our citizens have been requesting. Staff will come back to PRAB with a 5 -Year
Plan proposal in April or May for your recommendation to the Mayor and City Council.
McKnight asked if there was a list completed item from the previous five-year plan.
Staff will email the list.
McKnight if the parks master plan will be updated as well.
Edmonston noted the master plan will be part of the 5 -Year CIP.
6. Park Land Dedication: Alison Jumper, Park Planning Superintendent
Mountain Ranch Phase III
This development was originally reviewed by PRAB in August of 2015. At that time the
recommendation from PRAB to the Planning Commission was to accept money in lieu
because adequate land to the west along Owl Creek associated with the Cross Keys
development has been identified to be dedicated as a trail corridor and park area.
At this time, the developer of Mountain Ranch Phase 111 would like to change their request to
dedicate money in lieu to dedicate land along Owl Creek that was previously identified. The
requirement for Mountain Ranch Phase three for 85 single family homes will be 1.96 acres
of park land. The land must be owned by the developer of Mountain Ranch Phase III at the
time of the land dedication.
Staff Recommendation: Accepting land dedication along Owl Creek in the area identified
to be park land/trail corridor as shown on the attached map to meet the requirements of
Mountain Ranch Phase III. The land must be owned by the developer at time of final plat.
Maxwell asked how many acres have been identified as potential park property along the
proposed development area.
Jumper replied a little over 20 acres.
Maxwell asked if there should be a change in in the dollar amount of the park land value if it
is located along a flood plain.
Edmonston noted that it that would take a change in the ordinance and staff would have to
talk with the city attorney.
Evan Niehues with Jorgensen and Associates was present in the audience and added the
project is based on timing and asked if there was any way for the developer to choose
money in lieu or park land dedication.
Lamb asked if the board could approve his request.
Jumper replied that she could not remember giving the developer the choice.

Niehues added they would prefer to donate land. They hope to have the purchase of the
additional land complete before their meeting with the Planning Commission.
Smith asked if the motion could include the request for the new land to be continuous with
the land that is already owned by the city.
Jumper replied yes.
PRAB Motion: Smith motioned to take staff's recommendation along Owl Creek with
the continuation of making the land park property, McKnight seconded the motion.
Motion passed, 7-0-0.
7. Other Business:
Edmonston asked that all members respond and let Chanel know if they can to attend all
meetings. This will help to assure there will be quorum in order to hold a meeting.
Lamb asked about the status of the Gulley Park Master Plan.
Jumper replied that staff is still working on the master plan.

We are proposing a Large Scale Development plan of 191 Units on 9.2 acres. It is planned with a mix of
townhomes and apartments of varying heights all built facing the street or around a central green. We are
requesting the Board approve money in -lieu of parkland dedication. Please, see the attached plan for more
information and don't hesitate to contact us.
There is a sizeable green space that we've set aside to remain as part of the development that includes
preserved trees, new landscaping a detention/retention pond, walkways and other amenities. The project itself is in
close proximity to the Frisco trail, which runs on the West side of the Creek at the end of Ash St. The trail can be
accessed on W. Poplar St. approximately 275' East.

o Any damage to the existing public street due to construction shall be repaired/replaced at the
owner/developers expense.
o Water and sewer impact fees will apply for the additional impact to the system. The fees will be
based on the proposed meter size and will be charged at the time of meter set.
o Fire Line monthly fees will be applied based on the size of the riser penetrating the slab. See
Chapter 51.136 of the Unified Development Code for table of fees associated with pipe
diameter.
o Commercial structures that may require a fire sprinkler system must obtain a fire flow study
submitted and approved by the fire department prior to approval of the project.
o Prior to engineering approval of the building permit, either the required public improvements must
be installed and accepted, or performance bonds in the amount of 150 % of the construction
cost for all public improvements must be submitted, accompanied by a unit price estimate
approved by the Engineering Division and all easements must be dedicated and or vacated.
o All material deliveries, construction staging, and worker parking must occur on your site and
outside the public streets during all phases of the project.
o Signage is not reviewed by the engineering department. Approval of these plans does not imply or
guarantee approval of your proposed signage.
o The review by the Engineering Division was for general compliance and does not warrant your design and does not relieve the owner from any items discovered during construction or further review, which are
deemed necessary to comply with City ordinances and criteria. The approval of the Engineering items on the plans for water, sewer, drainage, and grading is not a guarantee of approval of this project by
other City divisions.
o A grading and drainage permit will not be issued until:
§ A signed copy of the SWPPP is provided to the city. The SWPPP should include a copy of the NOl or NOC, and will become part of the grading and drainage permit. (In PDF format)
§ The perimeter erosion controls, construction exit, and SWPPP/Grading permit box have been inspected and approved by the Engineering Division. (Applicant is responsible for contacting and
scheduling the erosion control inspection by calling the assigned Public Works Inspector)
§ The engineer of record shall also review and approve material submittals (approved submittals shall be submitted to the City for concurrence before preconstruction conference and material is ordered)
§ A preconstruction conference has taken place with the following people:
• Engineer of Record (or appropriate design professional)
Inspector for Engineer of Record
Contractor(s):
o Superintendent who will be on-site daily during all phases of construction.
o All subcontractors responsible for installation of public infrastructure.
o Fireline contractor responsible for installation of any required fire lines.
o Prior to any clearing to install Erosion Control structures, Tree Preservation Fencing must be installed by the contractor and inspected by the Urban Forester (444-3469)
The engineer of record shall provide "Full Time" inspection for utilities and "Part Time" inspection for the storm drainage and roadway construction for this project. The engineer of record shall also review and
approve material submittals (approved submittals shall be submitted to the City for concurrence before preconstruction meeting and before material is ordered) - weekly inspection reports should be submitted 10 the City of
Fayetteville's public works inspector.
Provide one bound set of Water & Sewer Specifications including Details for each the Inspector and the Contractors use to be stamped by Engineering at the Pre -Construction Conference.
Contact Don Osburn of the City of Fayetteville Meter Operations Division. (575-8384) prior to the preconstruction meeting to discuss the domestic and/or irrigation water service demand to verify size of meter proposed.
The engineer of record shall perform monthly erosion control inspections to evaluate the performance and condition of existing sediment control methods and make adjustment the SWPPP to meet the city and state
requirements. Contractor shall implement engineer of records' recommendations. The city shall receive a copy of the recommendations. The SWPPP will become part of the grading and drainage permit.
All materials and construction shall comply with the City of Fayetteville's requirements. In the case of conflicts, the City's criteria shall govem.
The public works inspector shall be notified no less than 48 hours prior to the installation of public utilities, infrastructure, roadway, etc. Testing shall be coordinated with the PWI by the Engineer of Record.
A copy of the approval letter from ADH shall be presented prior to installation of public utilities.
Prior to Project Acceptance (Certificate of Occupancy, or Temporary Certificate of Occupancy) the following items must be performed or provided to the satisfaction of the Engineering Department:
o The work shown on the civil site package must be complete and the items on the final punch list completed.
o Vegetation must be established and perimeter erosion controls removed.
o One (1) set of as -built drawings of the complete project (excluding details) as a hard copy, digital file .dwg, and PDF format
§ Public infrastructure and services shall be surveyed after installation in relation to easements, property lines, and rights-of-way.
• More than 2 ft deviation of design alignment of shall require new easement dedication or adjustment of the utility/storm drain.
§ Sanitary Sewer, and Storm Drainage (Including Private) elevations must be verified and updated. (Elevations out of design tolerance must be corrected)
§ Street Centerline, Width, Profiles and Cross slopes shall be verified.
• More than 6 inches deviation of design alignment of shall require new right of waydedication or adjustment of the street section.

§ Adequate verification survey to confirm accuracy of drainage report.
§ As-builts should include the following information in a table; Linear Feet of new public streets, sidewalk (categorized by width), waterline, and sanitary sewer. Square feet of newly dedicated right-of-way.
o Unit price construction costs for review and approval and a single 2 year maintenance bonds in the amount of 25 % of the public improvements;
o Certification that the streets, sidewalk, storm sewer, water, fire line, and sewer lines, etc., were installed per approved plans and City of Fayetteville requirements;
§ Provide all Inspection Reports; approved submittals; Data Forms from Utility Specifications; compaction test results, etc...
o Cross Sections, Volume Calculations, and Certification Retention/Detention Ponds are in accordance with the approved Drainage Report.
o Surveyors Certification of Compliance for monuments and property pins.
o The As- Built Final Drainage Report in PDF format updated per as -built invert, slope, inlet opening, road profile, cross slope, etc...

Morgan Manor Apartments. The property is currently zoned Downtown
General (DG) and located at 324 East 12th Place. At this time, park land
dedication is not included as part of this development.

Botanical Garden of the Ozarks
Boundary Line Adjustment and Operations Center
Request: Adjust the Botanical Garden of the Ozarks Master Plan by adding 1.7+ acres
adjacent to our existing service area and approve the construction of a 2800 square foot
Operations Center to facilitate maintenance of existing and future gardens.
Situation: Since its incorporation in 1994, start of construction in 2003 and opening in
2007 the Botanical Garden of the Ozarks has undergone many changes. During that
period many people have been involved in making the BGO the significant Northwest
Arkansas attraction it is and one of Fayetteville's most visited sites. Not only has the
garden grown and developed but the Lake Fayetteville Property has undergone
significant change too. The addition of the Hard Surface Trail (2012), the completion
of the 265 widening project (2014), redrawing of BGO boundaries to accommodate the
Soft Trail (2015), the turnback of about 40 acres of BGO leased property on the south
side of the lake (2015), and the completion of the Trail Parking lot (2016) all impacted
the BGO in one way or another.
The 6 acres of gardens now enjoyed by the public are supported out of our existing
narrow service area (100 feet wide and 500 feet long) on the north side of the garden.
We have made this long, skinny parcel work by using portable storage pods for some of
our equipment while other items sit outside, and by placing our greenhouses in half -
shaded locations. This narrow strip is simply not large enough to support the
development of gardens on the south side of Hilton Creek where the main part of the
garden is slated to be added in the coming years.
Proposal: We are proposing an adjustment to our lease boundary by the addition of
1.7+ acres to the north of our current service area, giving a total of 2.95+ acres for our
behind the scenes work area. This space will be large enough to accommodate future
phases of garden development. The proposed 1.7+ acre parcel is on the southeast lease
boundary of the Fayetteville School District property which is part of the Outdoor
Nature Center on the north shore of Lake Fayetteville.
The proposed Operations Center will be the focus for the behind the scenes work
needed for present garden maintenance and construction of future garden features. It
will protect and store major pieces of garden equipment, supplies and serve as a work
area for building new garden features. Additionally, garden staff and volunteers will use
part of it for office space, meetings, garden record keeping activities and dry storage for
greenhouse supplies. The Garden is financially secure and we have obtained 100%
donor support for constructing the Operations Center.
The proposed service area expansion is large enough to accommodate the additional
greenhouses needed to support the expanded gardens and proposed conservatory shown
in the 2015 BGO Master Plan. The extra acreage would permit the reorientation of our
existing greenhouse to a north -south (preferred) orientation, instead of east -west as we
were forced to do because of the narrowness of the original tract. Changes to the
