Razorback Greenway at Walton Arts Center Proposal — Alison Jumper, Park Planning Superintendent Mike Abb will present the proposal for art located on Frisco Trail south of Dickson Street. Staff Recommendation: Staff recommends approval of the art proposal. Art enclosures and/displays must be designed to attach to the electrical boxes without causing damage or allowing water or insects to enter the boxes. PRAB Motion: 9. Botanical Gardens of the Ozarks Boundary Line Adjustment for an Operations Center For an Operations Center — Connie Edmonston, Parks and Recreation Director Charlotte Taylor, Executive Director of the Botanical Garden of the Ozarks will make a presentation to adjust the current boundary line with the Fayetteville and Springdale Public Schools by 1.7 ± acres in order to construct a 2,800 square foot Operations Center for maintenance of the gardens. Fayetteville and Springdale Public Schools have agreed to decrease their lease agreement by 1.7 acres. See attached letters. Staff Recommendation: To approve BGSO's request to adjust the boundary line. PRAB Motion: 10. 5 -Year Capital Improvement Plan — Connie Edmonston, Parks and Recreation Director The City will be preparing our 5 -Year Capital Improvement Plan for capital projects that are over $10,000 for the years of 2018 — 2022. Staff is requesting for PRAB to present input on possible improvement. Staff will come back with a 5 -Year Plan proposal in April or May for your recommendation to the Mayor and City Council. 11. Park and Trail Land Criteria for Park Land Dedication Requirement — Alison Jumper, Park Planning Superintendent PRAB adopted the Park Land Criteria in 2006. Approval of January 9, 2017 PRAB Meeting Minutes PRAB Motion: McKnight motioned to accept the minutes as sent, Lamb seconded the motion. Motion passed, 7-0-0. 4. 2016 Annual Parks and Recreation Report — Connie Edmonston, Parks and Recreation Director According to Article II, Chapter 33.018 (B) in the Fayetteville Code of Ordinances, Parks and Recreation Advisory Board is to prepare an annual report to City Council. Upon approval of PRAB of the annual report, the document will be forwarded to the City Council. Staff Recommendation: PRAB to approve the 2016 Annual Report. Chairman, Richie Lamb will present the 2016 Annual Report to City Council at their March 21, 2017 meeting. PRAB Motion: McKnight motioned to accept the Parks and Recreation 2016 Annual Report and forward to City Council. Jennings seconded the motion. Motion passed, 7-0-0. 5. 5 -Year Capital Improvement Plan — Connie Edmonston, Parks and Recreation Director The City will be preparing our 5 -Year Capital Improvement Plan for capital projects that are over $10,000 for the years of 2018 — 2022. We wanted to give you ample time in which to develop this list. We will be hosting public meetings as well as working with the list of projects our citizens have been requesting. Staff will come back to PRAB with a 5 -Year Plan proposal in April or May for your recommendation to the Mayor and City Council. McKnight asked if there was a list completed item from the previous five-year plan. Staff will email the list. McKnight if the parks master plan will be updated as well. Edmonston noted the master plan will be part of the 5 -Year CIP. 6. Park Land Dedication: Alison Jumper, Park Planning Superintendent Mountain Ranch Phase III This development was originally reviewed by PRAB in August of 2015. At that time the recommendation from PRAB to the Planning Commission was to accept money in lieu because adequate land to the west along Owl Creek associated with the Cross Keys development has been identified to be dedicated as a trail corridor and park area. At this time, the developer of Mountain Ranch Phase 111 would like to change their request to dedicate money in lieu to dedicate land along Owl Creek that was previously identified. The requirement for Mountain Ranch Phase three for 85 single family homes will be 1.96 acres of park land. The land must be owned by the developer of Mountain Ranch Phase III at the time of the land dedication. Staff Recommendation: Accepting land dedication along Owl Creek in the area identified to be park land/trail corridor as shown on the attached map to meet the requirements of Mountain Ranch Phase III. The land must be owned by the developer at time of final plat. Maxwell asked how many acres have been identified as potential park property along the proposed development area. Jumper replied a little over 20 acres. Maxwell asked if there should be a change in in the dollar amount of the park land value if it is located along a flood plain. Edmonston noted that it that would take a change in the ordinance and staff would have to talk with the city attorney. Evan Niehues with Jorgensen and Associates was present in the audience and added the project is based on timing and asked if there was any way for the developer to choose money in lieu or park land dedication. Lamb asked if the board could approve his request. Jumper replied that she could not remember giving the developer the choice. 2 Niehues added they would prefer to donate land. They hope to have the purchase of the additional land complete before their meeting with the Planning Commission. Smith asked if the motion could include the request for the new land to be continuous with the land that is already owned by the city. Jumper replied yes. PRAB Motion: Smith motioned to take staff's recommendation along Owl Creek with the continuation of making the land park property, McKnight seconded the motion. Motion passed, 7-0-0. 7. Other Business: Edmonston asked that all members respond and let Chanel know if they can to attend all meetings. This will help to assure there will be quorum in order to hold a meeting. Lamb asked about the status of the Gulley Park Master Plan. Jumper replied that staff is still working on the master plan. 8. Announcements February 6th 8th 18th -1 9th 255th 9. Situation: Since its incorporation in 1994, start of construction in 2003 and opening in 2007 the Botanical Garden of the Ozarks has undergone many changes. During that period many people have been involved in making the BGO the significant Northwest Arkansas attraction it is and one of Fayetteville's most visited sites. Not only has the garden grown and developed but the Lake Fayetteville Property has undergone significant change too. The addition of the Hard Surface Trail (2012), the completion of the 265 widening project (2014), redrawing of BGO boundaries to accommodate the Soft Trail (2015), the turnback of about 40 acres of BGO leased property on the south side of the lake (2015), and the completion of the Trail Parking lot (2016) all impacted the BGO in one way or another. The 6 acres of gardens now enjoyed by the public are supported out of our existing narrow service area (100 feet wide and 500 feet long) on the north side of the garden. We have made this long, skinny parcel work by using portable storage pods for some of our equipment while other items sit outside, and by placing our greenhouses in half - shaded locations. This narrow strip is simply not large enough to support the development of gardens on the south side of Hilton Creek where the main part of the garden is slated to be added in the coming years. Proposal: We are proposing an adjustment to our lease boundary by the addition of 1.7+ acres to the north of our current service area, giving a total of 2.95+ acres for our behind the scenes work area. This space will be large enough to accommodate future phases of garden development. The proposed 1.7+ acre parcel is on the southeast lease boundary of the Fayetteville School District property which is part of the Outdoor Nature Center on the north shore of Lake Fayetteville. The proposed Operations Center will be the focus for the behind the scenes work needed for present garden maintenance and construction of future garden features. It will protect and store major pieces of garden equipment, supplies and serve as a work area for building new garden features. Additionally, garden staff and volunteers will use part of it for office space, meetings, garden record keeping activities and dry storage for greenhouse supplies. The Garden is financially secure and we have obtained 100% donor support for constructing the Operations Center. The proposed service area expansion is large enough to accommodate the additional greenhouses needed to support the expanded gardens and proposed conservatory shown in the 2015 BGO Master Plan. The extra acreage would permit the reorientation of our existing greenhouse to a north -south (preferred) orientation, instead of east -west as we were forced to do because of the narrowness of the original tract.
