Mountain, Room 326 Members: Will Watson, Christine Myres (chair), Kathryn Cook, David Stewart, Rhianon DeLeeuw, Joshua Youngblood (vice-chair) Call to Order: 5:30 PM, Christine Myers (chair) In Attendance: Will Watson, Christine Myers (Chair), Kathryn Cook, Rhianon DeLeeuw (arrived late), Joshua Youngblood (vice-chair) Absent: David Stewart Staff: Harry Davis, Quin Thompson Minutes: 1. Approval of the minutes from the October 13, 2016 and December 8, 2016 meetings. Motion to approve by Youngblood, seconded by Watson. Minutes were approved (5-0-0). Presentations: None Announcements: 2. Dr. James Patrick House/Fitzhugh House/Warren Segraves Harry Davis, Planner: Gave report thanking commission for supporting James Patrick House. Opened the possibility to the Commission to support two more proposals for registered buildings, the Fitzhugh and Warren Segraves homes. Commissioners: Rapid discussion about the two new nominations and moving them to formally approve and support under new business. Christine Myers, Commission Chair: Agrees to move this part to New Business and states they are excited about the Dr. James Patrick house. Old Business: 3. Update on the proposed Meadow Street Historic District Mailing Address: 113 W. Mountain Street www.fayetteville-ar.gav Fayetteville, AR 72701 Quin Thompson, Planner: Read the report and gave information about the new firm, Valenzuela, doing the work. Kathryn Cook, Commissioner: Asks if all the information Commissioners have on the district should be turned in to the department. Thompson: Answers yes. Commissioners: Discussion about the work each commissioner has done for the district and when they can drop off the work they had done. New Business: 4. VA Land Acquisition/Fayetteville National Cemetery Harry Davis, Planner: Read the staff report and asked if the Commission would like staff to send a formal letter back to the VA. Commissioners: All agree that there is no issue with the land acquisition. Youngblood motioned to have staff draft a letter in agreeance with staff's recommendation that the VA continue with their land acquisition. Watson seconded the motion. Motion passes (5-0-0). 5. 2017 CLG Grant Application Quin Thompson, Planner: Read the staff report stating that the Planning Department is in the process of applying for the CLG Grant to continue working on the Meadow Street Historic District. 6. Fitzhugh & Warren Segraves Homes Christine Myers, Commission Chair: Asks for a motion to support their nomination Youngblood motions to have staff draft letters of support for both nominations. DeLeeuw seconded. Motion passes (5-0-0). Other Business: 7. National Guard Armory Quin Thompson, Planner: Read the report stating the new County Judge is interested in putting the National Guard Armory on the National Registry. Christine Myers, Commission Chair: States they could contact Jerry Hogan and get information together for a proposal. Will Watson, Commissioner: Asks what the preservation perspective in how to keep the building safe with a nomination. 2 Thompson: States that the County owns it and can decide what to do with it. It is possible that with education and conversation that the County would be persuaded to keep or list the building. There is great opportunity in keeping this building and some nearby buildings that have historic character. Kathryn Cook, Commissioner: Asks what is the goal with tearing this down. Thompson: Answers with a parking garage. Myers: Pledges to find an answer and more information to save the building. 8. Historic Preservation Awards for 2017 Harry Davis, Planner: Gave information about how there will be a special meeting of the HDC in March with a call for Historic Preservation Award nominations. At the regular meeting in April, HDC members will review and vote on the proposals. In June, the awards will be presented to the winners. Christine Myers, Commission Chair: Asks if the Commission members might be able to meet in March. Commissioners: Agree on Thursday, March 9th, 5:30 PM. Myers: States that the above date is to be the special HDC meeting. 9. Vest-McEnany House Quin Thompson, Planner: States the current situation with the Don McKinney house and permits for demolition on parts of the building. Will Watson, Commissioner: Asks where this is located. Thompson: Answers that it is in the proposed Meadow Historic District. Kathryn Cook, Commissioner: Asks if the demolition will affect the historic district. Thompson: Answers no. Christine Myers, Commission Chair: States that the commission should thank the owners for being considerate in their demolition. 10. Watson & Lafayette Historic Area Allison Quinlan, Area Resident: Explains the character of the homes and buildings around Watson & St. Charles. Asks the Commission and staff what is the next step in getting this area to become a historic district. Joshua Youngblood, Commissioner: Answers that the state is the first place to start and get guidance on a proposal. Quin Thompson, Planner: Explains that staff could help. 3 Christine Myers, Commission Chair: Further explains the historic district process and what the AHPP will look for in a submittal. States that the best place to start would be the State and then to come back to the HDC. Youngblood: Asks if there is an association in support of this proposal. Quinlan: Explains the makeup of people who live or own in the neighborhood that are interested. 'i NOMINATION DEADLINE: FRIDAY, APRIL 8TH AT 5:00 PM CITY OF FAYETTEVILLE HISTORIC DISTRICT COMMISSION 113 WEST MOUNTAIN STREET FAYETTEVILLE, AR 72701 City of Fayetteville Historic Preservation Awards, 2017 This year marks the seventh City of Fayetteville Historic Preservation Awards program presented by the Historic District Commission to celebrate the rich cultural heritage and commend projects, organizations, and individuals that have displayed an outstanding commitment to historic preservation in Fayetteville, Arkansas. Awards: Best Practices Award recognizes quality work and the practice of preservation technique in restoring, rehabilitating, preserving or reusing a building, site, structure, or landscape in the spirit of the Secretary of Interior's Standards. The recipient of this award will have maintained or carefully rehabilitated the historic character of the structure or site. The Mayor's Award for Outstanding Service in Historic Preservation recognizes an individual's or organization's outstanding and exemplary service in historic preservation, which may include funding/fundraising for preservation, instructing others in the field of preservation, advocacy for the preservation and/or protection of historic structures or landscapes, and promoting public policies that advance the interest of preserving the cultural heritage and history of a community. 2 City of Fayetteville Historic Preservation Awards, 2017 Nomination Requirements and Checklist: All nomination packets must be complete when submitted and should be stapled or bound with the enclosed nomination form included as the first page. Incomplete nominations will not be considered. Electronic submittal of nomination packets is strongly encouraged. o A completed nomination form o Statement of Achievement. • Projects - describe in detail the way in which the project meets the criteria for the applicable award category. • Individuals or organizations - Describe the achievements and contributions of the nominated party to historic preservation in a local community or neighborhood. o Photographs. Include and label "before" and "after" photographs or digital image files of the nominated project. The photographs should communicate the project's achievements that are consistent with the applicable award category. o Any other descriptive material relating to the nominated project, organization, or individual. Nomination Guidelines and Information: o Self-nominations are welcome. o Questions and nomination packets may be emailed to Fayetteville Planning Department at planningWayetteville-ar.gov o Only activities completed in the previous 5-year period may be nominated for a project award. o All materials must be clearly identified with the name of the nominated project or individual.
