A RESOLUTION TO AWARD BID NO. 17-13 AND AUTHORIZE THE PURCHASE OF HIGH
PERFORMANCE COLD MIX ASPHALT FROM HUTCHENS CONSTRUCTION CO. AS PRIMARY
SUPPLIER AND ATLAS ASPHALT, INC. AS SECONDARY SUPPLIER IN VARIABLE AMOUNTS
AND FOR VARYING PRICES AS NEEDED THROUGH THE END OF 2017.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby awards Bid No. 17-13 and
authorizes the purchase of high performance cold mix asphalt from Hutchens Construction Co. as primary
supplier and Atlas Asphalt, Inc. as secondary supplier in variable amounts and for varying prices as set
forth in the bid sheet attached to this Resolution as needed through the end of 2017.

SUBJECT: Bid 17-13, High Performance Cold Mix Asphalt
RECOMMENDATION:
A resolution awarding Bid 17-13 to and authorizing the purchase of high performance cold mix
asphalt from Hutchens Construction Co. as primary supplier and Atlas Asphalt, Inc. as
secondary supplier as needed through the end of calendar year 2017.
BACKGROUND:
Due to travel distance and staff time required to obtain the material from the low bidder, we
evaluated the use of bid truck hauling services. However, when these costs were calculated,
the lowest net cost for the material was obtained using the local supplier. Therefore, we
recommend awarding the bid to Hutchens Construction Co as primary supplier.
The purchase of bulk construction materials and services is necessary to maintain current
infrastructure and to implement projects outlined in the Capital Improvements Program and
annual budget and work program.
DISCUSSION:
Sealed bids in accordance with State statutes, City ordinances, and purchasing procedures
were publicly read and the results are attached to this memo.
BUDGET/STAFF IMPACT:
Funds for the acquisition of these materials have been budgeted in the In -House Pavement
Improvements capital project.
