MINUTES
1. LSD 16-5670: Large Scale Development (688 N. WHITHAM AVE./WHITHAM
AVE. APARTMENTS, 444): Submitted by JORGENSEN & ASSOCIATES, INC. for
properties located at 688 N WHITHAM AVE. The properties are zoned RMF -40,
RESIDENTIAL MULTI FAMILY, 40 UNITS PER ACRE, and contains approximately 1.25
acres. The request is for a 10 unit apartment complex with associated parking.
Quin Thompson, Planner: Gave the staff report.
Corey Granderson, Staff Engineer: Discussed Engineering issues, including street
and drainage improvements to Cleveland, underground storm water detention, and
water/sewer utilities.
John Scott, Urban Forester: Said project removes below canopy minimums. Trees are
being mitigated.
Brian Sloat, Fire Marshal: Discussed concerns with the C8, C9, and C10 units, saying
the units should provide access easement on the adjacent property or should be
sprinkled.

Blake Jorgensen, Applicant's representative: Said the project will be treating off-site
impervious area. He said sprinklers to the units not meeting code will be done if access
easements can't be provided.
Public Comment:
No public comment was presented.
Janet Selby, Commissioner: Said that Jorgensen had answered her question with his
statement.
Matthew Hoffman, Commissioner: Said he agreed with the ordinance regarding the
screen wall material.
Kyle Cook, Commissioner: Asked staff why masonry is the preferred material for
screen walls.
Thompson: Said that masonry was preferred for longevity. Fence material does not last
as long, and replacement would be a challenge to ensure.
Granderson: Said that the property could not be split into separate homes in future,
given the way water and sewer lines are arranged.
Jorgensen: Said that the owner intended to keep the development as one parcel.
Hoffman: Asked staff if the project could be approved at this meeting.
Thompson: Said that it could be approved by the Subdivision Committee.
Commissioner Hoskins made a motion to approve LSD 16-5670 with staff
recommendations. Commissioner Selby seconded the motion. Upon roll call the
motion passed with a vote of 3-0-0.
2. ADM 16-5681: Administrative Item (BROYLES AVE. & OLDHAM
DR./SLOANBROOKE PH. II MODIFICATION, 477): Submitted by JORGENSEN &
ASSOCIATES, INC. for properties at BROYLES AVE. & OLDHAM DR. The properties
are zoned NC, NEIGHBORHOOD CONSERVATION and contain approximately 31.10
acres. The request is to modify Sloanbrooke Phase II Preliminary Plat — PPL 16-5641.
Harry Davis, Planner: Gave staff report.
Corey Granderson, Engineer: Gave engineering report.
John Scott, Urban Forester: Gave urban forestry report.
Brian Sloat, Fire Department Chief: Explained fire department comments as part of
conditions of approval.
Blake Jorgensen, Project Engineer: Has no issues with conditions and invites
applicant to say more.
Charlie Sloan, Applicant: Explains to Committee the reasoning for modifying the
approved preliminary plat and gives background into developing Sloanbrooke Phases I
and Il.
Public Comment:
No public comment was presented.
Matthew Hoffman, Commissioner: States that he is confused by the approved rezone
referenced by Sloan for Sloanbrooke Phase I and how that applies to this modification.
Davis: Attempts to explain what the rezone for Phase I was about and how the applicant
may attempt to make the same move later with Phase ll.
Sloan: Explains to Hoffman that the Planning Director had worked out the best course of
action to keep Phases I and II from falling behind in the development timeline, which is
the course of action that took with Phase I and intend to enact with this current phase of
Sloanbrooke.
Motion:
Commissioner Hoskins made a motion to approve ADM 16-5681 with all conditions as
recommended by staff. Commissioner Selby seconded the motion. Upon roll call the
motion passed with a vote of 3-0-0.
