2017 JAIL SERVICES AMENDED INTERLOCAL AGREEMENT:
A RESOLUTION TO APPROVE THE EIGHTH AMENDED INTERLOCAL AGREEMENT FOR JAIL
SERVICES WITH WASHINGTON COUNTY, ARKANSAS INCREASING THE BOOKING FEE FROM
$60.00 TO $62.00 PER PRISONER IN 2017.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas hereby approves the Eighth Amended
Interlocal Agreement for Jail Services with Washington County, Arkansas which increases the booking
fee from $60.00 to $62.00 per prisoner in 2017. A copy of the contract amendment is attached to this
Resolution and made a part hereof.

SUBJECT: Amended Interlocal Agreement for Jail Services
RECOMMENDATION:
Staff recommends approval of an amendment to the Interlocal Agreement for Jail
Services with Washington County, Arkansas, to increase fees by $2.00 to total $62.00 per
booked prisoner for calendar year 2017.
BACKGROUND:
The City of Fayetteville and Washington County entered into an Interlocal Agreement for
Jail Services on October 19, 2004. The agreement allows that Washington County will provide
jail space for City of Fayetteville prisoners in exchange of the City paying a set price for each
booked prisoner. -
DISCUSSION:
It is the desire of both Washington County and the City of Fayetteville to amend this
Interlocal Agreement for Jail Services to extend the term of this agreement to include the 2017
calendar year with an increase in Schedule A to the price of $62.00 per prisoner booking.
BUDGET/STAFF IMPACT:
Funding for this contract and amendment is included in our requested 2017 Operating
Budget. There is no impact staffing levels associated with this amendment.

EIGHTH AMENDED INTERLOCAL AGREEMENT FOR MAIL SERVICES
THIS AGREEMENT, is made pursuant to A.C.A. X14-14-910, by and between the
County of Washington, Arkansas, (hereinafter referred to as the "County"), and the City of
Fayetteville, Arkansas, (hereinafter referred to as the "City"), herein collectively known as the
"Parties."
WITNESSETH:
WHEREAS, the Parties entered into an Interlocal Agreement for Jail Services dated October
19, 2004; which was supplemented by an Addendum on April 19,2006, which was amended on
January 10, 2005; January 20,2011; December 9, 2011; and September 1, 2012. -
WHEREAS, the Parties desire to extend the Agreement, for another year.
NOW THEREFORE, IN CONSIDERATION OF THE MUTUAL COVENANTS AND
OBLIGATIONS OF THE PARTIES CONTAINED HEREIN, BE IT AGREED:
1. Effective January 1, 2017, Section 5 of the Interlocal Agreement for Jail Services remains
unchanged and reads as follows:
115. DURATION. The initial term of this Agreement shall commence
January 1, 2017, and shall expire on December 31, 2017. The County further
agrees to make j ail space for City prisoners an operational priority during the
initial term and any subsequent term of this Agreement."
2. Effective January 1, 2017, Schedule A of the Interlocal Agreement for Jail Services
remains unchanged and reads as follows:
"SCHEDULE A
The current cost of keeping a County Prisoner in jail has been determined to be sixty-five dollars
($65.00) per day, however, due to the fact the citizens of the City are paying one quarter (1!4%)
cent sales and use tax, and due to the long and ongoing history of sharing resources between the
Washington County Sheriff and the Fayetteville Police Department, the County shall charge the
City Sixty Dollars ($62.00) per booked prisoner.
The rate provided for herein shall not increase more than then percent (10%) in any following years
that this Agreement is renewed."
