Parks and Recreation Advisory Board Meeting
October 5th , 2015 at 4:00 p.m.
City Administration Building Room 326

4:00 pm: Meet at Regional Park, 2600 West Judge Cummings Road for a tour.

Members present were Lawson, Priest, Maxwell, Colwell, Watson, and McKnight.
3. Approval of September 14, 2015 PRAB Meeting Minutes

PRAB Motion: McKnight motioned to accept the minutes, Lawson seconded the motion.
4. Bike Station Donation by Signature Bank of Arkansas: Connie Edmonston, Parks &
Recreation Director
Edmonston informed PRAB that Signature Bank of Arkansas has been donating bike
stations along the Razorback Greenway. Currently Springdale, Rogers, Bentonville, and
Fayetteville have the donated stations.
McKnight asked where the station would be located.
Edmonston said it would be located near the kiosk on the NW corner of Lake Fayetteville
by the marina and softball fields. She added that it will be very beneficial for cyclists that
utilize the trail.
5. Kessler Mountain Trails Master Plan Update: Alison Jumper, Park Planning
Superintendent
Jumper explained that there have been two stakeholder meetings and one public
meeting for the Kessler Mountain Trails Master Plan. Progressive Trail Design is

currently working on putting together some concepts for the trails. There will be another
public meeting in early November. She will notify the board when the date has been
confirmed.
McKnight asked if there would be improvements to trails, new trails, or both.
Jumper said there would be improvements to existing trails that would try to direct users
to the east side by the Regional Park. There could be new trails added that would
accommodate users of different skill levels.
Edmonston noted that these updates will have to be approved by PRAB and then City
Council.
McKnight asked if the access near "Rock City" at the top of the mountain would be
eliminated.
Jumper noted that currently there is no plan for additional parking in that area
Maxwell noted that the usage in that area needs to be reduced. He asked if there was an
online public comment forum for public input regarding the Kessler Mountain trails.
Jumper noted that there is a PDF available on the Parks and Recreation website where
public comments can be forwarded to staff. An online survey will be available soon and a
press release will be sent out once it is finalized.
McKnight voiced the need for more trails
6. 2016 Proposed Budget Presentation: Park & Recreation Staff
According to City Ordinance, PRAB is to recommend an annual budget to the Mayor and
City Council. Staff will present a proposed budget for 2016.
Edmonston noted that the presentation was not ready. She said that once it is ready
that it must be approved by PRAB. It will be on the agenda for the November meeting.
7. Regional Park Update Alison Jumper, Park Planning Superintendent:
Jumper said that the park is coming along as planned. The dirt work is ninety percent
complete. The soccer fields are filled with sand and a top soil mixture and will be seeded
soon. The baseball fields will be sprayed in the spring and hope to be open in the fall of
2016.
McKnight asked when our lease with Lewis Soccer Fields would be over.
Edmonston noted in August of 2018, however the program would be moved to the
Regional Park in 2016.
8. Other Business:
Alan Spann gave an update regarding the following events for summer and fall.
• Summer Adult Softball = 1,400 players
• Fall Adult Softball = 1,000 players
• Summer Camp = 514 campers
• Soccer is currently at 1,525 players
• Splash and Dash = 118 participants
• Square to Square = 722 participants
McKnight asked about the increase in soccer registration from last year
Spann replied that there was an increase of 100 plus registrations. He added that there is more
of a spike in the spring. He also noted that the State Soccer Association has recommended
shrinking the field size and expanding the roster size to help accommodate players and field
time.
Spann mentioned that they are working on increasing adult participation for the programs. He
informed the board that the Fayetteville Race Series was going very well with 122 participants
for the Splash and Dash, and 722 for the Square to Square bike ride.
McKnight asked about the dates for next year's Square to Square ride.
Spann said the ride from Fayetteville to Bentonville would be on May 121h, 2015. The fall ride
would be determined at a later date.
Priest encouraged staff to contact the local bike publications to help spread the word about the
Square to Square bike rides and race series.
Spann mentioned that staff has met with the Trail Mix coordinators regarding a partnership for
next year.
Priest asked how far marketing was expanded beyond social media.
Spann noted that the Square to Square ride brought riders in from Missouri, Central Arkansas,
Oklahoma, Texas, and Kansas.
Priest asked if the department could partner with the Northwest Arkansas Development Council
regarding a festival to help generate HMR.
Spann did mention that a potential festival would have to be spread out over a few days and
areas in order accommodate the high number of participants in the area.
Colwell asked if staff could comment on the status of the houses for sale at Gulley Park
Edmonston said that two bids have been received. Real Assets is the broker for both houses.
The larger house sold to Apple Seeds along with a lease agreement for two acres of land for an
educational farm. They must go through a conditional use permit process with planning. The
smaller home received three bids and was sold for $111,500.00. Both bids must be approved
by City Council.

McKnight asked if the YRCC fundraiser would be at the Fayetteville Town Center.
Spann said that the event has been moved this year to the home of Arkansas Basketball
coach Mike Anderson. It will save the YRCC and the board money. The money saved from
the event can then go back to programming.
McKnight asked about tickets.
Spann noted that tickets and information for the event would be sent out to the board.
