Call to Order Richie Lamb 2. Roll Call MINUTES Members present were: Colwell, Maxwell, Watson, McHan, McKnight, Proffitt, Lawson, and Lamb. 3. Approval of August 3, 2015 PRAB Meeting Minutes PRAB Motion: McKnight motioned to accept the minutes as posted, Maxwell seconded the motion. Motion Passed by voice vote, 8-0-0. Old Business: Park Land Dedication: Razorback Apartments & Golf Course Development was tabled at the June 1, 2015 meeting. The Development has been meeting with the neighborhood and does not have a proposal for this meeting. Staff Recommendation: To table this item indefinitely or until the developer brings it back on the agenda. PRAB Motion: McKnight motioned to table the item indefinitely, Lawson seconded the motion. Motion passed by voice vote, 8-0-0. New Business Mailing Address: 113 W. Mountain Street www.fayetteville-ar.gov Fayetteville, AR 72701 4. Eagle Scout Project: Kristina Jones Ramil Fitz proposes to construct a table for potting and washing produce at Walker Community Garden & a tool storage shed at Jefferson Community Garden. Jones introduced Ramil Fitz. Fitz passed out the designs for his project and presented his proposal. He discussed the following: • Project Description for the cleaning/potting table and tool shed. • Locations for each structure. • Materials / Supplies. • Cost. • Fundraising. McKnight asked if the location for the potting table would be locked. He recommended attaching to the ground so it could not be removed. Jones added that the potting table would be located at the Walker Park Community Garden where area is surrounded by fencing. She added that the tool shed would remain in place due to its weight and size. Moving it would be difficult. Lamb asked who would be utilizing the table and shed. Jones said the gardeners at the community gardeners would be using the structures. Staff Recommendation: Approve Eagle Scout project. PRAB Motion: McKnight motioned to approve the Eagle Scout project, Watson seconded the motion. Motion passed by voice vote, 8-0-0. 5. NA Jumper noted that Bo Wilkins with ESI was available for questions. McKnight asked if the development would contain single family homes. Jumper replied yes. McKnight asked how many bedrooms would be in each unit. Wilkins added that the development would consist of two and three bedroom cottage style homes, but site plan is not completely set at this point. Lamb asked site would be an actual cottage style development. Wilkins replied yes. McKnight asked about parking. Wilkins said they were still working with the planning department. At this point there are 29 parking spaces for ten units. There has to be at least two per unit. McKnight asked about the price range of the units. Wilkins said that the price was undetermined at the point, but that the developer, T.J. Lefler was available to answer questions if needed. Lawson asked about the distance of the parking lot form the units. Wilkins noted that all units, except for one, have to be touching open space areas with a minimum of 25 feet. They are trying to maximize parking space in the open areas. Lefler added that his his goal for parking is to at least have one parking spot available per bedroom in each unit. Proffitt asked what the difference is between a cottage development and other developments. Lamb replied that certain zonings within the city only allow for multi -family homes up to a certain number of units, this would allow for each unit to be on its own separate lot. Staff Recommendation: To accept money in lieu PRAB Motion: McKnight motioned to accept money in lieu, Proffitt seconded the motion. Motion passed by voice vote, 8-0-0. 6. Park Ordinance Amendments: Alison Jumper, Park Planning Superintendent The Park Ordinance Chapter 97 had several areas that needed to be updated. These amendments must be approved by City Council. Plans are to present it at the October 20' City Council Meeting. A change was made to Ordinance 97.15 Operating Hours to clarify that Shared Use Paved Trails would be open 24 hours every day instead of closing at the time city parks close at 11:00 p.m. The Shared Use Paved Trails will be designated on the Parks and Trails Interactive Map on our City's website. The GIS map would show the trails that are open 24 hours per day in a specific color and all other trails closing at 11:00 pm in another color. Trails located within city parks and short distant trails would close at 11:00 p.m. These trails would be added to the map to be open 24 hours per day in the future as they are further developed and linked into the overall trail system. Trails that would be open until 11:00 p.m. include Wilson Park, Gulley Park, Davis Park, and Walker Park trail surrounding the Sr. Adult Center, Holland Park, and Raven Trail, Gulley Park's trail on Azalea Terrace, Clabber Creek Trail, and Hamstring Creek Trail. All nature trails are open daylight until 11 pm. Chapter 97.85 — Vending and Peddling was modified to accommodate sponsors of the Gulley Park Concerts, as well as Special Events offered by the Parks and Recreation Department. Jumper noted that the main changes were hours of operations for the trails and that staff is currently to working determine which trails would be established for transportation as they would need be opened 24 hours. McKnight asked about the trail in Veterans Park. Matt Mihalevich was present at noted that the entire Lake Fayetteville trail system would be open 24/7. Jumper noted that they have identified most of the loop trails that would be closed along with the parks at 11:00 pm. They are working with the GIS department so trails that were identified as transportation would show up the in the GIS layer and could be referenced. Jumper also noted that the other major change in the ordinance is in the vending and peddling section. Colwell noted that Lake Sequoyah might need signage posting information about permits for boaters entering lake from the White River. Maxwell asked why paddleboards were being excluded from the permitting process at city lakes. Jumper noted that there have been many internal discussions regarding the use of paddleboards on city lakes and the thought at this point is based on the person using the paddleboard and their increased risk of being fully immersed in the water verses that of an individual using a kayak or canoe. It was more a safety and water quality issue. Jumper noted that in the ordinance it states that any group requesting to have a special event and utilize a body of water is responsible for having the water quality tested to make sure that it is safe for swimming or full immersion. She also noted that paddleboarding is a new sport and staff was not sure if lifejackets were required for paddleboards. Colwell added that life jackets should be required. Maxwell noted that he agreed with Colwell and would like to see events at Lake Fayetteville where the water could be utilized, such as a triathlon. Lamb noted that he would like to see more recreation opportunities on Lake Fayetteville as well. Lamb would approve the changes, as long the possibility remains to amend the ordinance in the future if needed. Maxwell asked if adding paddleboards to the ordinance could be a discussion in the near future. Jumper advised PRAB to have a discussion with staff and see if it should be placed on a future agenda. Maxwell asked about Article V, section 97.65 (b) and what was meant about the persons dressing or undressing in restrooms. He mentioned that there needs to be a facility for persons to change their clothes if they are not allowed to do so in the restrooms. Jumper noted that her interpretation is that this section was only related to the bathhouses, but was not certain. There was further discussion regarding the interpretation of the ordinance. Jumper noted that she would look into a formal interpretation of this section of the ordinance. Lawson asked about closing the trails at 11:00 pm and penalties that are associated with utilizing the trails after they are closed. Jumper noted that there was a $500.00 fine. Lawson asked if there was signage indicating the closure and penalties associated. Colwell noted that closing times are listed on all park signs. Mihalevich noted that the shared use and transportation trails would be exempt and staff was in the process of identifying trails that would be open/closed after 11:00pm. Lamb noted that there are people who wish to use the park before the current opening time of "sunrise". Many individuals use the parks before sunrise. Jumper asked that PRAB vote on the recommended changes to the ordinance. PRAM Motion: McKnight motioned to accept the park ordinance amendments as stated, Maxwell seconded the motion. Motion passed by voice, 7-0-1 7. Regional Park Tour Date: Alison Jumper, Park Planning Superintendent Jumper explained that there have been several requests regarding a tour of the Regional Park. Staff was would like to conduct a tour of the Regional Park after the 2511 of September. Lamb noted that he would like meet for the tour before the next PRAB meeting. McKnight asked if the meeting could be conducted on site at the Regional Park. Lamb asked if the tour could start at 4:00 pm and follow with the PRAB meeting on site depending on weather. Jumper said she would check with media services to make sure that meeting could be recorded. 8. Announcements 9. Adjourn Meeting adjourned at 5:48 pm.
