Call to Order 2. Roll Call Members present were Proffitt, Lawson, McHan, McKnight, Lamb, Colwell, and Watson. 3. Approval of July 611, 2015, PRAB Meeting Minutes PRAB Motion: McKnight motioned to approve minutes, Proffitt seconded the motion. Motion passed by voice vote, 7-0-0. Old Business: 1. Park Land Dedication: Razorback Apartments & Golf Course Development was tabled at the June 1, 2015 meeting. The Development has been meeting with the neighborhood and does not have a proposal for this meeting. New Business 1. Mountain Street www.fayetteville-ar.gov Fayetteville, AR 72701 Existing Parks: Developer's Request: Staff Recommendation: Justification: Annual Maintenance Cost: Dale Clark Park, Village at Shiloh park land are future park land located across Rupple Rd. are located within a one mile radius. Money in lieu Money in lieu Park land directly to the west is being proposed to meet the recreational needs of this area. Approximately 25 acres have been identified as trail corridor and park land for future development. None Jumper noted that this development will be developed in phases in years to come. McKnight asked about the general outline of the Mountain Ranch outline on the map and the timeline. Jumper advised him to ask Jorgenson and Associates. McKnight asked about how the trails around that area will connect. Jumper discussed the transportation plan and how the future trails would connect. PRAB Motion: Colwell motioned to accept staff's recommendation and accept money in lieu of parkland. Lawson seconded the motion, passed by voice, 7-0-0. 2. Lake Sequoyah Park Designated Equestrian Trail Update: Byron Humphry, Parks Maintenance Superintendent Humphry reported that the trail has been repaired as promised by the Fayetteville Riding Club. Staff has granted permission for the club to use the trail while signage for the trail head and trails are established on a map. Humphry reports that club has used the trail for a month and everything appears to be going well. The goal now is work on a map and trail signage. Lamb asked if the new trails are connecting pieces to the previous trail that have already been established. Humphry replied no. Staff has to identify which trails will be established for equestrian use only. 3. Park Land Dedication: Alison Jumper, Park Planning Superintendent Development: Cross Keys Phase II Engineer: Jorgensen and Associates. Developer: Charlie Sloan Location: West of Rupple Rd, South of Persimmon Park Quadrant SW Units: 116 single family Total Acres: Land Dedication Requirement: Money in Lieu Requirement Existing Parks: Developer's Request: Staff Recommendation: Justification: Estimated Annual Maintenance Cost: McKnight asked where phase I was located. Jumper noted that it was to the North. 29 acres 2.67 acres $106,720 Dale Clark Park is located within a one mile radius. Dedicate approximately 2.67 acres of park land with this phase. Additional land to be dedicated as the remaining acreage develops. Accept approximately 2.67 acres of park land long Owl Creek and acquiring additional land as indicated in the concept plan as future phases develop Approximately 500 single family units are proposed at full build out of this development though a timeline has not been identified. The increased number of residents in this area warrants the dedication of park land to meet the residents' needs. This area is identified on the Enduring Green Network map. Additionally, a trail is shown on the Alternative Transportation Plan along Owl Creek and should be acquired $600 Colwell asked if the Woolsey Prairie was not dedicated park land. Jumper mentioned that CH2MHill was managing the property. Mcknight asked where the future phases for Cross Keys would be located. Developer, Charlie Sloan, added that it would go south of the creek. Jumper introduced Ken Eastin, the new Park Planner for Parks and Recreation. Announcements were read, please see below. Parks staff, PRAB, Justin Jorgenson, and Charlie Sloan reconvened at the future Cross Keys Phase II site. Sloan pointed out where the proposed park site would be with regards to the surrounding future development. Lamb asked how much park land would be on the North side of the creek. Jumper noted 50ft. PRAB Motion: Proffitt motioned to accept the 2.67 acres of park land long Owl Creek and acquiring additional land as indicated in the concept plan as future phases develop. Watson seconded the motion, passed by voice vote, 7-0-0. Note PRAB minutes provides the basic discussions and motions of the PRAB meeting.
