Call to Order Lamb called the meeting the meeting to order at 5:33 PM. 2. Roll Call Members Present: Lamb, Priest, Colwell, Maxwell, McHan, and McKnight. Members Absent: Proffitt, Jennings, and Lawson. 3. Approval of November 7, 2016 PRAB Meeting Minutes Maxwell asked if a Kessler Trail update could be added to the agenda. Edmonston said the update will be added to the end of the agenda. MINUTES PRAB Motion: Maxwell motioned to approve the minutes from the last meeting, Lamb seconded the motion. Motion passed, 6-0-0. 4. Park Land Dedication Proposal - Alison Jumper, Park Planning Superintendent Development Name: Whitham St. Development Engineer: Jorgensen and Associates Owner: Justin Helms Location: SE corner Whitham and Cleveland Streets Park Quadrant SW Units: 10 multi -family Total Acres: 1.25 acres Mailing Address: 113 W. Mountain Street www.fayetteville-ar.gov Fayetteville, AR 72701 Land Dedication Requirement: Money in Lieu Requirement Existing Parks: Developer's Request: Park Staff Recommendation: Estimated Annual Maintenance Justification: 0.17 acres $5,600 Wilson Park, Scull Creek/Frisco Trail Money -in -Lieu Money -in -Lieu N/A The existing parks in this area will meet the needs of the development. The park land requirement is under the recommended two acres. PRAB Motion: Priest motioned to accept the park land dedication Money -in -Lieu as outlined. McKnight seconded, motion passed, 6-0-0. 5. PRAB Motion: Lamb motioned to approve staff's recommendation for Money -in -Lieu. McKnight seconded the motioned, motion passed, 6-0-0. 6. Lake Fayetteville Trail Proposal- Brannon Pack, OORC Executive Director The Ozark Off Road Cyclists as well the Bicycle Coalition of the Ozarks are proposing to make the Lake Fayetteville natural surface trail uni-directional for Cyclists. Brannon Pack was present and discussed the following: • A unidirectional trail for cyclists using the soft surface single track system at Lake Fayetteville, one way directional, based on the day of the month. Odd days would be counter clockwise, even days would be clockwise. Another option is M, W, F, or T, TH, Sat, Sun. • Needs and safety concern for the need on a unidirectional on the soft surface trail at Lake Fayetteville. • Education to the other user groups that use the trail. • The unidirectional route will increase safety for the riders and accommodate increased usage. • The OORC will supply temporary signage in the beginning before going live. They will offer multi -language signage. • Permanent signage will need to be installed before the temporary signage is removed. The OORC will contribute $1,000.00 toward the signage costs. • Parks Staff has requested 30 days for public input. Lamb stressed the importance on educating the public prior to the initiation of the program. Pack said the OORC emailed around 700 individuals and have received positive feedback so far. They will also station volunteers on the high peak usage days to help educate riders for the roll out period. McKnight asked if staff could seek public input after the holidays. Maxwell added the OORC can install signage at the trail informing the public about the public input meetings. Priest asked how the language would be written on the sign. Jumper said they will have to work on the signs. Pack said they can come January 9t" for a signage proposal. Lamb asked for staff to go ahead now with the public input. Staff will assess the input prior to the January meeting, if there is not enough, they will extend it to February. Staff Recommendation: Staff recommends tabling this item for 30 days to solicit public input. McKnight motioned to accept the staff's recommendation to solicit public input for thirty days after the holidays. Edmonston asked if staff could bring the item back at the January meeting. 3 McKnight said he would like to have all of the public input before the Board approves the proposal. Priest asked about the language on the signs. Jumper replied that staff will have to work on that and they will have to incorporate something that will work for all of the entry points. Pack said they can come to the January meeting with a signage proposal. McKnight withdrew his motion. PRAB Motion: Lamb motioned to accept staff's recommendation to table the item until the January meeting, during which time, staff will solicit public input. Also at the January meeting, if staff has determined at the January meeting that not enough input has been received, then the item will be pushed back to the February meeting. Priest seconded the motion, motion passed, 6-0-0. 7. Flying Q License Agreement Proposal — Byron Humphry, Parks Maintenance Superintendent Humphry explained the proposed agreement will allow Flying Q to offer guided trail rides on the equestrian trails at Lake Sequoyah. Flying Q agrees to pay the City $5 per horse, payable monthly. Flying Q also agrees to work with the Lake Sequoyah riding club to maintain the trail. Staff has worked with the city attorney and drafted an agreement. This agreement does not give Flying Q exclusive use and is renewable annually for up to 5 years. The Flying Q will also help with maintenance and carry liability insurance. There is a clause to revoke the permit if needed. The payment would be to the city on a monthly basis. Susan with Flying Q was present and available for questions. She added they would not take more than eight horses on a single trip. Guides are provided by Flying Q. Priest asked how many rides per month do they anticipate. Susan said she can provide around a 1,000 rides a year with access to the city trails. Edmonston added that this would be a great opportunity for the public and there is a need for this. Priest asked where the revenue will go. 0 Edmonston said it will go back into the city's revenue account. She also added the Mayor will have to sign off on the agreement, and it may have to go before council. Humphry stated the permit would go into effect January, 2017 after it is approved by the Mayor. Staff Recommendation: Approve agreement with Flying Q. PRAB Motion: McKnight motioned to approve the agreement with Flying Q, Priest seconded the motion. The motion passed, 6-0-0. 8. Other Business: Eastin gave an update on the Kessler Mountain Trail Status. He discussed the following: • Staff has applied for a grant for the construction of around 3'/2 miles of new trail and to improve all of the existing trails and those points that were specified in the trails plan. A new trail head site will be established as well. Staff hopes to hear back by the beginning of 2017 and will advertise and RFP for a professional trail builder. They will interpret the trails plan for the Lower Bluff Trail and build the new trail. Lamb asked if when the trail plan if there were dates listed for certain projects. Eastin said there was a work plan as far as priorities, but no specific dates or processes. This effort is to take two or three of the recommendations from the plan and focus on them initially. Lamb asked if the approved Kessler Mountain Trail Plan included dates for certain projects. Edmonston said it is scheduled for the end of 2017. Lamb asked if the area staff is now focusing on is part of the Cato Springs trail connection. Eastin said no, it will be the connection to the Cato Springs Trail. Colwell asked if the original plans had switchbacks planned for the route to the water towers. Eastin said yes. Maxwell asked why the entire plan cannot be completed. 5 Jumper noted there is limited funding at this point in time. Maxwell asked about any machinery being used for the construction of the trail. Eastin said in putting the plans and specs together staff will not limit construction to hand built only, but they will limit the size of the equipment being used. They will work the NWA Land Trust for approval with the equipment. 9. Approval of December 5, 2016 PRAB Meeting Minutes PRAB Motion: 6. PRAB Motion December 5, 2016: Lamb motioned to accept staff's recommendation to table the item until the January meeting, during which time, staff will solicit public input. Also at the January meeting, if staff has determined that not enough input has been received, then the item will be pushed back to the February meeting. Priest seconded the motion, motion passed, 6-0-0. Staff Recommendation: Staff recommends designating the soft surface trail at Lake Fayetteville as unidirectional for cyclists only based on date of the month on a trial basis until the end of 2017, at which time staff will evaluate the result. Cyclists using the trail would be directed clockwise on even dates and counter clockwise on odd dates. OORC will commit $1,000 towards temporary signage as part of a public education campaign. PRAB Motion: 7. Skills Park Proposal at Gregory Park: Alison Jumper, Park Planning Superintendent The Ozark Off -Road Cyclists are proposing to seek funding to construct a bicycle skills park and pump track at Gregory Park in the northeast corner of the park. They are requesting the City contribute towards the project by improving the existing parking area. Staff Recommendation: Staff recommends approval of the skills park and pump track. Final design and layout must minimize impact to the tree canopy and must be approved by Park Staff. Approximately $58,000 is available in parking improvements to contribute to the project. Staff will incorporate this into the project schedule as reasonably as possible. Final contract for parking improvements is subject to City Council approval. PRAB Motion: 8. PRAB Orientation: Connie Edmonston, Parks & Recreation Director Parks and Recreation Staff will be conducting an Orientation for PRAB. Please bring your calendars so we can choose a date. Orientation will take approximately 2 hours. We will also have discussion on subjects you would like to have included in the orientation and if you would prefer a digital or paper copy of the orientation information. 9. Recreation Programs Update: John Crow, Recreation Superintendent Update of the spring programs including girls softball and startup of a youth ultimate Frisbee league and spring kickball league. 10.
