Airport Board Minutes
October 20, 2016
MEMBERS PRESENT: Darryl Riddell, Marty Burggraf, Bill Corley, Rick Bailey
MEMBERS ABSENT: Paul Algee, James Rankin
OTHERS PRESENT: Terry Gulley/City, Dee McCoy/City, Ben Perea/Garver Engineers,
ITEM # 1: Call to Order, Darryl Riddell
ITEM # 2: Approval of the Airport Board Minutes of the September 15, 2016 meeting
• A motion to approve the September 15, 2016 minutes was made by Rick Bailey and seconded by Bill
Corley. The motion carried.
ITEM # 3: Receiving of Reports:
A. Director's Report—provided by Terry Gulley -Transportation Services Director:
• Airport Activity: Tower operations in September were 3,597, doubling the number of August.
September fuel sales were over 40K, up 17k from the month of August.
• Hangar / Terminal Roof Rehab Update: The City's Purchasing Division has received a check of
approximately $450,000 from the insurance company. Garver Engineers are currently working on Task
Order #6 to move forward with the roof rehab.
• ° Football Season: The Alabama vs Arkansas football game brought in close to 100 aircraft, while the
Ole Miss vs Arkansas football game brought in close to 40 aircraft. There are still two more big home
games of this season, Florida and LSU.
• Ground Leases: We have begun to review ground leases due to interest in potential new private
corporate hangars being built.
• Landing Fees: Landing fees are going to be reevaluated to see how they are comparable to other local
airports.
B: Financial Report: Terry Gulley -Transportation Services Director
• Tower operations are up compared to last year.
• Fuel sales are up at 40,445.
• FBO expenditures are $768,473.15 and the FBO profit is at $166,090.12 with a total revenue of
$935,563.27.
C. T -hangar Report - provided by Dee McCoy, Administrative Assistant:
• The airport has seven (7) vacant T -Hangars, three (3) of these are currently being used for storage.
D. Museum Report- provided by Rick Bailey, Museum Board Director
• The museum is making money renting the space out for weddings.
• An independent film director will be shooting the final scene of a movie at the museum.

• Every time there is a heavy rain, water still comes in the hangar.
• A proposal has been put in for funding from a private foundation to do work around the museum, for
example, putting in a French drain.
• There is an offer from Walmart Facilities Support to come work on a list of projects the museum needs
done. The labor and materials needed will be free.
• There is a leak in the roof Military Museum building, that is not owned by the city.
ITEM #4: Old Business:
• Ben Perea/Garver Engineers informed the board that the pre -construction meeting for the Taxiway
Lighting Rehab will be on October. 26`h. The start date for the project will be determined after the
pre -construction meeting.
ITEM # 5: New Business:
A. Discuss selecting anew date for the November board meeting.
• Terry Gulley stated that he and Summer Fallen would be attending a conference on the same day as
the next scheduled board meeting. A motion was made by Rick Bailey to cancel the November
Airport Board Meeting. Marty Burggraff seconded the motion. The motion carried.
