Gregory Park Improvements- Brannon Pack, Executive Director OORC Alison Jumper, Planning Superintendent Staff Recommendation: Staff recommends approval of the project in concept with the following conditions: 1. Trail alignment to be approved by Parks & Recreation Staff. 2. If staff support is requested for invasive removal, timing of the removal must be coordinated and approved by staff. 3. Maintenance agreement with OORC for the trail improvements. 4. If a chipper is to be used for invasive removal, it must be provided by OORC. 5. Call to Order The meeting was called to order at 5:38 pm. 2. Roll Call Members Present: McHan, Proffitt, Priest, Lamb, Lawson, and Jennings. Members Absent: Colwell, Maxwell, and McKnight. 3. Approval of August 1, 2016 PRAB Meeting Minutes PRAB Motion: David Proffitt motioned to accept the minutes, Jennings seconded the motion. Motion passed 6-0-0. 4. PRAB Motion: Priest motioned to accept money in lieu, Jennings seconded the money in lieu, Jennings seconded the motion. Motion passed, 6-0-0. 5. Applying the credit to this project will result in a remaining money -in -lieu payment of $15,182.09. PRAB Motion: Terry Lawson motioned to accept the combination, Richie Lamb seconded the motion. Motion passed 6-0-0-. 6. Jumper noted the developer has been coordinating with Matt Mihalevich regarding the future trail connection. PRAB Motion: Lamb made a motion to accept staff's recommendation, Priest seconded the motion. Motion passed, 6-0-0. 7. October 3 Meeting Edmonston explained the need to change the October 3rd meeting to October 10th in order to review the 2017 proposed budget. Staff will be out of town on October 3rd for the NRPA conference. PRAB Motion: Lamb motioned to change the October meeting from the 3rd to the 10th, Priest seconded the motion. Motion passed 6-0-0. Other Business Jumper informed the board about the Woodbridge Subdivision that is being reviewed by the Planning Commission. Staff will update the board on the Commission's final ruling. Arthur Anders, a Springdale Resident, was present and expressed the need for a BMX track in Northwest Arkansas. Edmonston noted the BMX trail in Fayetteville was closed in 2008 because the club that maintained it had moved to Lowell. She asked Anders to work with staff regarding a proposal. Park Land Dedication Proposal - Alison Jumper, Park Planning Superintendent Development Name: Engineer: Owner: Location: Park Quadrant Units: Total Acres: Land Dedication Requirement: Money in Lieu Requirement Existing Parks: Developer's Request: Park Staff Recommendation: Estimated Annual Maintenance: Justification: Huntsville Road Subdivision Crafton Tull Rausch Coleman Homes Property bounded by Huntsville Road, Morningside Drive, and 15th Street. SE 300 lots 73 acres 6.9 acres $276,000 Walker, Doc Mashburn, and White River Parks, Mt. Sequoyah Woods, Mt. Sequoyah Gardens, and the Yvonne Richardson Community Center, Razorback Greenway, Town Branch and St. Paul Trails Dedication of park land and money in lieu Park Staff recommends accepting a combination of money and lieu land to include a 30' trail corridor and park area south of the pond as shown for an approximate total of six acres. The remaining requirement will be paid as money in lieu. $1,700 The number of units and lack of existing and planned pedestrian connection warrants an additional neighborhood park in this area. Jesse Fulcher and Tom Hennelly with Rausch Coleman homes were present. Fulcher noted the developer wanted to dedicate parkland and a trail corridor so residents would have an easier access to green space. Walker Park is difficult to access from the Huntsville Road Subdivision. He added it will also serve around 300 residents on Morningside Drive. Lamb asked about the land area of the pond. Eastin replied it was around .6 acres. Fulcher added it will be used for water detention. Lamb asked If there will be any form of separation from the park land and the private pond. Fulcher said they will work with staff to establish a barrier. Lawson asked if the annual maintenance costs was just for mowing. Byron replied yes, and it was for the trail maintenance costs as well. 4 The Board took a brief recess and met on site at the Huntsville Road Development site. PRAB Motion On Site: Priest motioned to accept the park land, Jennings seconded the motion, motion passed 6-0-0. Adjourn The meeting adjourned at 6:33 PM.
