Lake Fayetteville Trail Proposal- Brannon Pack, OORC Executive Director The Ozark Off Road Cyclists as well the Bicycle Coalition of the Ozarks are proposing to make the Lake Fayetteville natural surface trail uni-directional for cyclists. Staff Recommendation: Staff recommends tabling this item for 30 days to solicit public input. PRAB Motion: 7. Flying Q License Agreement Proposal — Byron Humphry, Parks Maintenance Superintendent 2 This proposed agreement will allow Flying Q to offer guided trail rides on the equestrian trails at Lake Sequoyah. Flying Q agrees to pay the City $5 per horse, payable monthly. Flying Q also agrees to work with the Lake Sequoyah riding club to maintain the trail. This agreement does not give Flying Q exclusive use and is renewable annually for up to 5 years. Staff Recommendation: Approve agreement with Flying Q. PRAB Motion: 8. Other Business: 9. Approval of October 10, 2016 PRAB Meeting Minutes PRAB Motion: Maxwell motioned to accept the minutes, Jennings seconded the motion. Motion passed, 6-0-0. 4. Stream Naming Proposal- Alison Jumper, Park Planning Superintendent The Watershed Conservation Resource Center (WCRC) in partnership with the City of Fayetteville, Beaver Water District, and Beaver Watershed Alliance recently restored 2000 feet of an un -named tributary that flows through the new Kessler Mountain Regional Park. A naming contest was advertised to propose a name for the un -named tributary which eventually flows to Cato Springs Branch, just west of the University of Arkansas and 1- 49. Proposed names were to emphasize the local history of the area, be supported by research and evidence, be significant and relevant to the areas adjacent to the tributary, and consider the following: 1) Local historical context, 2) Local cultural significance, 3) Connections to natural features. Mailing Address: 113 W. Mountain Street Fayetteville, AR 72701 www.fayetteville-ar.gov Teams were asked to submit an essay up to two pages presenting their proposed name for the tributary and the evidence that supported their proposed name including references. Beaver Watershed Alliance and the WCRC sponsored the contest and judged the submissions along with the City of Fayetteville, Parks and Recreation and the Northwest Arkansas Land Trust. The name selected was "Ground Cherry Creek." Staff Recommendation: Approval of naming the southern stream "Ground Cherry Creek" based on the background provided. Final approval of this naming request will be City Council. Sandi Formica with the Watershed Conservation Resource Center was present and offered to take the members of the Board on a tour of the stream. Formica also gave a brief background on the significance of the Ground Cherry. John Pennington with the Beaver Watershed Alliance was also present. He added that Leif Olson submitted the winning entry. Formica added there will be informational panels about the Ground Cherry near the creek. She has also proposed a formal ribbon cutting ceremony. PRAB Motion: Lamb motioned to accept, Maxwell seconded the motion. Motion passed, 6-0-0. 5. The park 2 land requirement is under the recommended two acres. Lawson asked for the description of a multi -family development. Lamb replied that the units will have a shared parking area, no driveways, and there will be strict restriction on the square footage. There is also a set amount greenspace for each unit. Lawson asked if a sidewalk would be installed on Old Wire Road between the development and Gulley Park? Mihalevich said there are plans for closing some the gaps in the sidewalk. Lawson encouraged a sidewalk to be installed at this location. PRAB Motion: Maxwell motioned to accept Money -in -Lieu, Lamb seconded the motion. Motion passed, 6-0-0. 6. Park Land Dedication Proposal - Alison Jumper, Park Planning Superintendent Development Name: Pines at Springwoods II Engineer: Morrison Shipley Owner: RLP Investments Location: Deane Solomon Road Park Quadrant NW Units: 28 single family lots 49 cottage units on individual lots Total Acres: 12.8 acres Land Dedication Requirement: 1.77 acres Money in Lieu Requirement $70,840 Existing Parks: Gary Hampton Softball Complex, Clabber Creel Trail Corridor, Shiloh Trail, Meadow Valley Trail, Lewis Soccer Complex, Salem Park Developer's Request: Money -in -Lieu Park Staff Recommendation: Money -in -Lieu Estimated Annual Maintenance: N/A Justification: The existing parks in this area will meet the needs of the development. The park land requirement is under the recommended two acres. PRAB Motion: This proposal was tabled. 7. Trails Update: Matt Mihalevich, Trails Coordinator 3 Mihalevich was present and introduced himself as the Trails Coordinator for the City of Fayetteville. He oversees the planning, budget, and design of the trails. He discussed the following: • The Active Transportation Plan o Town Branch Trail addition o Crosswalk safety for trail users • Meadow Valley Trail o Trail connection at 1-49 and Porter Road • Clabber Creek Trail o Elevated trail from Rupple Road to Holcomb Road • Cato Springs Trail o Contracted and in City Crew construction plans • Rupple Road Trail o 12 ft. wide trail system along Rupple Road • Van Asche Section o 15 ft. wide trail system • Gordon Long Park o New Restroom o New parking area • Mud Creek Trail Lighting o Addition of lights along the trail section that will be grant funded o Project to start in the summer of 2017 • Frisco Trail Repair o Recreation Trails Grant will fund repairs for this section of trail with cracks need to be replaced • Wayfinding System Plan o Directions signage along the trail to help guide users along the way Maxwell asked if there are any plans in place to clean the street bike paths on a regular basis. Mihalevich said the street sweepers clean the paths, but he is not sure if there is a set schedule. Edmonston added that citizens can call in maintenance requests. • UAMS — VA Connection • Bike Light Giveaway, Crosswalk Safety Awareness, Bike Corrals, EcoVet Bike Racks Lamb thanked Mihalevich for attending the meeting and asked that he provide quarterly trail updates to the Board. 8. Blair Library Park Area Update: Alison Jumper, Planning Superintendent 4 Jumper followed up with David Johnston at the Library, BPL staff are not quite ready for the design of the land. There are decisions that need to be made by the court before BPL staff can move forward with the planning process. Jumper noted that Mr. Johnston did like the idea of joining the BPL land to the park land. 9. 2017 Budget PRAB Questions from October Meeting: Connie Edmonston, Parks & Recreation Director This is a follow-up on the questions asked last PRAB meeting about the2017 budget. The increases are based on the amount requested in 2016 compared to 2017 budget requests. Increase in General Fund Operations Budget from last year: $193,500 - 9.5% Increase Increase in Parks Development Fund HMR from last year: $268,000 - 8.6% Increase Increase in Parks Development Fund Capital from last year: ($79,000) - 9.0% Decrease Increase in Parks Development Fund Operations from last year: $66,511- 2.9% Increase Increase in Sales Tax Capital Funds from last year. $22,000 - 8.5% Increase Increase in Total Operations Budget including Parks Dev & General Fund from last year: $260,000 - 6% Increase Increase in Park Recreation Revenues from last year: $83,090 - 20.7% Increase 10.Other Business: Edmonston reminded the board that Colwell, Priest, and Lawson's terms will be completed at the end of December, 2016. Those interested will have to reapply for a new term. Lamb asked if the nominating committee had been determined. Edmonston noted Adella Gray is head of the committee, but she in unsure on the other members. 11.
