Call to Order: 9:00 AM, Tracy Hoskins (Chair) In Attendance: Members: Tracy Hoskins (Chair), Leslie Belden, and Ryan Noble. Staff: Andrew Garner – City Planning Director, Quin Thompson – Planner, Harry Davis – Planner, Corey Granderson – Engineer, John Scott – Urban Forester, and Lee Porter – Urban Forester Absent: Jonathan Curth – Senior Planner and Jonathan Ely – Engineer 2. Consent Agenda: No Items 3. Old Business: No Items 4. New Business: PPL 16-5642: Preliminary Plat (NE OF 15TH & MORNINGSIDE DR./PARK MEADOWS SD, 564): Submitted by CRAFTON TULL & ASSOCIATES, INC. for properties located NE OF 15TH & MORNINGSIDE DR. The property is zoned with a mixture of NC, NEIGHBORHOOD CONSERVATION, CS, COMMUNITY SERVICES, and RA, RESIDENTIAL-AGRICULTURAL and contain approximately 68.00 acres. The request is for 292 single-family lots. Quin Thompson, Planner: Gave the staff report. Public Comment: No public comment was provided. Tracy Hoskins, Committee Chair: Asked how wide Huntsville Road is currently. Andrew Garner, Planning Director: Said he was not sure, but that he believed it is approximately 28-30’ wide. [actual width is 26’] 2 Hoskins: Said that with trees, fences, bridge the trail widening will be very expensive. He said that he thought the City was asking for a lot of improvements. He said that from the public comment provided, traffic speed is the problem rather than traffic volume at the intersection of Huntsville Road and Morningside Drive. He suggested adding a three way stop at the intersection. Garner: Said that without a traffic study, staff has presented every potential traffic safety issue to the Commission for consideration. Hoskins: Said that the improvements will cost too much money, that he was not convinced about the necessity of the recommended street improvements. He added that Morningside Drive should be improved for sure, and asked staff about the level of service on Huntsville Road today. Garner: Said that the road is very busy, likely at or over capacity currently. Hoskins: Said that Huntsville Road is already narrow, and that adding a turn lane will make the lanes too narrow. He said that widening the road would be over-reaching for this project. Ryan Noble, Commissioner: Asked how staff arrives at street improvement recommendations. Garner: Staff uses a ‘rational nexus’ to determine the need for improvements, and once it is determined that a project will have impact on infrastructure, an approximate ‘rough proportionality’ test is applied to determine exact extent of improvements that are appropriate. He added that staff considers safety as the priority for improvements, then considers amenities such as multi-use trail. He suggested that the Subdivision Committee could recommend that easement and right-of-way be dedicated and the trail not built if the Committee feels the improvements cost too much. Motion: Commissioner Noble made a motion to forward PPL 16-5642 with conditions as recommended by staff and the following additional conditions: #1 – agree with staff; #2 – require improvements to Morningside as recommended by staff, no improvements to Huntsville or 15th Street, no contribution for a traffic signal; #3 – agree with staff; #4 – no multi-use trail improvements other than a trail easement. Commissioner Belden seconded the motion. Upon roll call the motion passed with a vote of 3-0-0. PPL 16-5641: Preliminary Plat (SE OF PERSIMMON & BROYLES/SLOANBROOKE SD, PH. II, 477): Submitted by JORGENSEN & ASSOCIATES, INC. for property located SE OF PERSIMMON & BROYLES. The property is zoned NC, NEIGHBORHOOD CONSERVATION and contains approximately 28.20 acres. The request is for 103 single-family lots. Harry Davis, Planner: Gave the staff report. Lee Porter, Urban Forester: Gave urban forestry report. 3 Corey Granderson, Engineer: Gave engineering report. Mark Marquess, Applicant: States that it is the intention of the development to rezone the R-A parts to NC. Marquess explains that this area will be several little communities with a variety of amenities and lot sizes. For the block length variances, a stub-out in the south-west would not be amenable to the project. In terms of the waterline extension, the proposal should not have to extend the lines all the way to Rupple Road. Public comment: No public comment was provided. Leslie Belden, Commissioner: Assumes the stub-out would connect to whatever would be developed to the south-west. Asks for an explanation of the Master Street Plan amendment. Andrew Garner, Planning Director: Explains the amendment and staff’s support. Belden: Explains that she is in support of waiting to extend the waterline. Ryan Noble, Commissioner: Asks for clarification on the stub out. Davis: Explains that the stub-out in the south-west would not solve the block length variance, but it would be another point of connectivity. Staff would not support a block length variance without a stub-out. Noble: States support of the stub out and amendment. Asks the applicant about rezoning Lots 11, 12, and 13. Marquess: Explains their intention. Tracy Hoskins, Committee Chair: Asks for clarification from staff about the waterline. Granderson: Explains the situation. Hoskins: Asks if there is a threshold to base this from. Granderson: Explains that there is not a current threshold but it is assumed that the Phase I subdivision has already exceeded. An appeal of this would have to go to City Council. Hoskins: Asks applicant of the intention later on to connect to Rupple. Marquess: Answers yes. Granderson: Explains Engineering and Utilities policy about dead-end areas. Hoskins: Asks if the city can hold Certificate of Occupancy before a waterline. Garner: Explains the issues with said requirement and that this matter should go before City Council. Hoskins: Explains to Marquess how a stub-out would be needed for the south. Marquess: Attempts to reason about the stub-out in the south. 4 Belden: Asks for explanation about the long road in the north. Garner: Explains how that road runs along a floodplain in the north and how city policy does not require a stub-out into areas that are a floodplain. Motion: Commissioner Belden made a motion to forward PPL 16-5641 with conditions as recommended by staff and the following additional conditions: #1 – agree with staff’s recommendation; #2 – agree with staff’s recommendation; #3 – agree with staff’s recommendation. Commissioner Noble seconded the motion. Upon roll call the motion passed with a vote of 3-0-0. Announcements: No items Adjournment Time: 10:30 a.m.
