Ile STAFF MEMO Tay A — 1 RKANSAS TO: Chris Brown, P.E., City Engineer FROM: Matt Casey, P.E., Engineering Design Manager DATE: 11/3/16 SUBJECT: Traffic Observations for U of A Parking Lot On Friday, September 30, 2016, Monday October 31, 2016 and Wednesday November 2, 2016, City of Fayetteville Engineering staff gathered data on traffic exiting the newly constructed University of Arkansas parking lot on Razorback Road. The parking lot is located between Center Street and Hotz Drive, west of Razorback Road. The movements that were observed were east and west bound at the Meadow Street intersection with Razorback Rd., turns in and out of the newly constructed portion of Graham Ave., and north turning movements off of Center street west of Graham onto Palmer and Hartman Avenues. The observation occurred from 3:00 to 5:00 p.m. on 9/30 and at 9:00 to 10:00 a.m. and 1 :00 to 2:00 p.m. on 10/31 and 11/2. During the a.m. times observed, there were a total of 162 vehicles that entered the parking lot. 63 of these vehicles entered on Meadow Street from Razorback Road. The remaining 99 vehicles entered from the south on Graham Avenue from Center Street. Of these 99 vehicles, 46 were coming from the east from Razorback Road, 45 were coming from the south on Graham Street, and 9 were coming from the west on Center Street from Palmer or Hartman. During the p.m. times observed, there were a total of 315 vehicles that exited the parking lot. 166 of these vehicles exited on Meadow Street to Razorback Road. The remaining 149 vehicles left to the south on Graham Avenue to Center Street. Of these 149 vehicles, 63 headed east to Razorback Road, 58 continued south on Graham Avenue and 28 turned west on Center Street. 8 of these 28 west bound vehicles were observed to turn north from Center Street onto Palmer or Hartman Avenues. In addition to the parking lot traffic, there were 66 vehicles that turned west onto Center Street from the north bound lanes of Razorback Road. Of these 66 west bound vehicles, 12 turned north from Center Street onto Palmer or Hartman Avenues. Based on the data gathered, the following conclusions have been made: 1) 53% of the vehicles leaving the parking lot are going directly onto Razorback Road by Meadow Street, 47% exit to Center Street. 2) 73% of the vehicles leaving the parking lot end up on Razorback Road by either Meadow Street or Center Street. 3) 9% of the vehicles leaving the parking lot turn west onto Center Street. 4) 8 of the vehicles leaving the parking lot going west on Center Street turn north onto Palmer or Hartman Avenues, which is less than 3% of the total number of vehicles leaving the parking lot. Alley 4040 88 Total Micro Seal Miles: 3.82 CITY OF Ile ay ARKANSAS CITY OF FAYETTEVILLE TRANSPORTATION BOND PROGRAM PROGRESS REPORT — NOVEMBER, 2016 The Transportation Bond Program consists of projects that will be designed, contracted, and administered by City Staff or consultants/contractors working for the City, along with 5 projects that will be designed and administered by the Arkansas State Highway and Transportation Department (AHTD). Thirteen (13) projects have been completed; all projects in the original program are underway and are in various stages of design or construction. In April 2013, several additional projects were approved by the City Council. A summary of the status of all projects in the program follows below. Funding for the Bond Program includes $65.9 million in bonds along with federal aid funding and additional sales tax funding from the City's Capital Improvements fund. 1) RUPPLE ROAD (MILK JR. BLVD. TO MT. COMFORT RD.) Project Summary • Includes Extension of Rupple Road as a 4-lane boulevard from south of Owl Creek School to Martin Luther King, Jr. Blvd, widening between Persimmon Rd. and Starry Night View, and new location, bridge, and intersection between Starry Night View and Mount Comfort Road. The project will be completed in three separate segments • Total project budget: $13.5 million; includes $2.5 million in federal-aid funding. a. Martin Luther King, Jr. Blvd-Persimmon St. • CONSTRUCTION COMPLETE except for street lights, trees & traffic signal. b. Persimmon St.-Congressional Rd. • Major elements of this segment include widening with a center median from Persimmon to Wedington, intersection alignment and improvements at Wedington, and completion of the west side of the boulevard section north of Wedington up to Congressional. • Recent/Upcoming activities: o Sweetser Construction was awarded the construction contract on April 5, 2016. The contract amount was $2,537,900.00. o The contractor has mobilized, and started construction working their way from south to north. o Approximately 1500 LF of roadway subgrade is installed on the new northbound lanes. o Storm sewer installation is underway. o Work has been delayed some by the existing water main. Starry Night View-Mount Comfort Rd. • This is a federal-aid project; federal funds will supply up to 80% of the funding for the segment. This segment includes a new bridge and a realignment of Rupple so that it connects to the existing signal at Mount Comfort Road and the segment of Rupple Road north of Mt. Comfort. • Recent Actions: o R/W plan was revised by Garver Engineers & a letter requesting authorization to acquire right of way was sent to AHTD on November 21 for review and approval. • Upcoming Activities: o AHTD approval of R/W documents. o Modify Memorandum Of Agreement to include a signatory space for the Osage Nation. o Begin appraisals and acquisition of right of way upon approval of AHTD. 2) MAPLE ST. AND LAFAYETTE ST. HISTORIC BRIDGES a. Project Summary/Status • Funding in the amount of$1 million through the Federal-aid bridge program administered by AHTD has been secured. McClelland Consulting Engineers (MICE) of Fayetteville is the design consultant. • Crossland Heavy Contractors, Inc. is the contractor; construction cost is $1,725.071. b. Recent Actions: • The project is substantially complete. • Lights have been installed on both bridges. c. Upcoming Activities: • Installation of dimmer switch for the Lafayette St. bridge lights. 3) OLD WIRE ROAD (MISSION BLVD. TO CROSSOVER RD.) Project Summary • Includes signalization at Mission and Old Wire, installation of bike lanes, trail and sidewalks and widening at intersections. a. Old Wire Rd/Mission Intersection • AHTD received bids for the project on January 13, 2016. • Construction, to include signalization and intersection reconfiguration, began in March 2016. • Water and sewer relocations are complete. • Crossland Heavy has begun work on the roadway contract for AHTD. Construction was expected to be completed by the end of 2016. There have been some utility delays that may push the completion time into 2017. b. Old Wire Rd (Mission to Ash) • The City Engineering Design Team has completed the design for the segment between the Mission Blvd. intersection and Ash Street. • Right of way and easement acquisition was completed in April 2016. • This project bids were opened on June 10, 2016. APAC-Central was the low bidder at $2,574,815.20. $1,780,867.15 of this contract is from the Transportation Bond Fund and $793,948.05 is from the Water and Sewer Fund. This item was approved by the City Council on July 5, 2016. 2 • Construction began the week of September 51n • Approximately 50% of the waterline relocation is complete. The contractor is progressing from north to south. • The contractor is scheduled to close the road and install the new box culverts from 11/28/16 to 12/2/16. c. Old Wire Rd (Ash to Stanton) • Design 2016, Construction early 2017. • Surveying of this project is complete. • Property research and title search are complete. • Design of these improvements began mid-August. d. Old Wire Rd (Stanton to Hwy 265 Sidewalk connections) • Design 2016, Construction, late 2016. • The Engineering Design Team has completed the design. • ROW and easement acquisition began in early August and is expected to be complete by the end of October. 4) ZION ROAD PHASE II (VANTAGE DR. TO CROSSOVER RD.) a. Project Summary/Status • Includes addition of curb and gutter, bike lanes, and sidewalks. Also includes widening to three lanes at major intersections. b. Recent Actions: • In May 2014, City Council approved a design contract with McClelland Consulting Engineers for an amount not-to-exceed $371,396. • Public meeting to review preliminary plans was held December 2nd at Valley Lake Apartments on Zion Road. • 100% design plans were received from McClelland in July 2015. • Appraisals are complete and right of way and easement acquisition has begun. We have currently acquired 10 of 18 properties necessary for construction. c. Upcoming Activities: • Property acquisitions will continue. • A bid date will be set after Rupple Road and Old Wire Road projects have been bid and the funding has been evaluated. 5) REGIONAL PARK ACCESS ROAD a. Project Summary/Status • Access to the regional park, along Judge Cummings Road from Cato Springs Road into the park. • CONSTRUCTION COMPLETE 6) COLLEGE AVENUE ENHANCEMENTS (MAPLE ST. TO NORTH ST.) a. Project Summary/Status • Continuation of sidewalk and landscaping enhancements along College Avenue to match recently completed improvements south of Maple St. • EAST SIDE - CONSTRUCTION COMPLETE b. Recent Actions: • Submitted application to AHTD for construction permit for the west side. c. Upcoming Activities: 3 • Trees will be installed on the east side this fall. • The design for the west side is approximately 95% complete. • The street crossing at Rebecca Street is under design. • Construction of the west side sidewalk is scheduled for 2017; pending approval of the 2017 Transportation Workplan. 7) INTERSECTIONS AND PEDESTRIAN CROSSING IMPROVEMENTS a. Project Summary/Status • Projects (to be determined) to improve pedestrian service and safety at intersections. 8) SAIN STREET EXTENSION (JOYCE TO FLYOVER) a. Project Summary/Status • This project was recently selected for federal STP-A funding. The funding is for planning, design, and environmental review of a connection between Vantage Drive and Sain Street, including a connection to the flyover bridge at 71 B and the Fulbright Expressway. Burns & McDonnell is the design consultant. b. Recent Actions: • Traffic Analysis has been completed. • Staff met to review conceptual plans and alignments. • The Phase I Cultural Resources Survey was submitted to AHTD for review & approval in October. • Traffic Analysis Report submitted to AHTD. c. Upcoming Activities: • Review of revised alignment and conceptual improvements. 9) HWY 112 (MAPLE ST) (RAZORBACK RD. TO GARLAND AVE.) • Federal-aid (STP-A) will fund $2.4 million of this amount. City negotiating with AHTD for additional funding. • The City has relocated our water and sewer facilities. • AHTD received bids in October 2015.
